JRR-3 at the Tokai-Shirakata site of JAEA was in its regular maintenance period, when the Great East Japan Earthquake took place on 11th March 2011. The reactor building with the solid foundations and the equipment important to safety survived the earthquake without serious damage, and no radioactive leakage has been occurred. Recovery works, check and test to confirm the integrity of all components and structures, and seismic assessment necessary for proving that the seismic loads which worked on a structure or component by the earthquake accommodated within its allowable stress have been carried out. After our recovery works and verification of the integrity of JRR-3, we confirmed that the integrity is ensured, and then reported the fact to the regulatory body. As another topic, the regulatory body will introduce new regulatory requirements for research reactors. Now, JRR-3 considers applying the new requirements for restart. This paper presents the current status of JRR-3 including the recovery works, seismic assessment and new regulatory requirements.

In Japan, 1,712 of Research Reactor Spent Nuclear fuels (RRSNFs) have been transported to the US successfully since the receipt in accordance with the foreign research reactor spent nuclear fuel acceptance policy started in 1996. Especially, Japan Atomic Energy Agency (JAEA) carried out shipment to the US of eight times and of 1,283 fuel elements in total. This paper describes experiences of RRSNF transportation to the US in Japan.

To response to their requests, we proposed two plans. One is the enhancement of cold neutron beam intensity for JRR-3 and the other one is the progress of Boron Neutron Capture Therapy (BNCT) for JRR-4. Improvements of the liquid hydrogen moderator and the neutron guide tubes are more effective and efficient to increase cold neutron beam intensity at JRR-3. It was recently evaluated that a neutron intensity on the new moderator increases twice the current intensity by fitting selection of material and shape for the new moderator vessel. It was also evaluated that the neutron transportation efficiency at the end of curved guide tube could be improved 5 times with 3Qc super-mirrors. Although BNCT in JRR-4 has been mainly applied to therapy against brain tumor so far, technical developments to expand its application to therapy against the other cancers such as lung cancer, head and neck cancer are carried out as the needs are increasing these days.

Recovery work is planned to be completed by the end of this March. At the same time, check and test of the integrity of all components and seismic assessment to show resistance with the 311 earthquake have been carried out. JRR-3 will restart its operation after completing above mentioned procedures.

Japan materials testing reactor (JMTR), Research reactors JRR-3, and JRR-4 have been utilized for research and development, such as irradiation experiments for fuel/materials for Light Water Reactors (LWRs), neutron beam experiments, activation analysis, medical irradiation (BNCT), etc. In this presentation, utilization status and future utilization of each reactor will be presented.
