The gamma-ray measurement part of the Non-Destructive Assay (NDA) course of safeguards and nuclear material accountancy was developed to focus on gamma-ray measurement allotting two days out of five days. The lectures on the basic characteristics and detection methods and mechanism of gamma-ray detectors were provided as e-learnings which were developed. The part for hands-on exercises were implemented in JAEA facility. Participants have set up each gamma-ray detector, and performed measurements of uranium and the other gamma-ray emitting nuclides. Also, uranium-235 enrichment measurements have been performed. In addition, the participants trained with a handheld gamma-ray spectrometer, HM-5, that is popular for IAEA safeguards as the preparation in the measurement exercise of fresh fuel assemblies in JRR-3, a research reactor facility of JAEA. This paper reports on the development, implementation, and feedback from participants on gamma-ray measurement part of the NDA course.

Optimization of training effectiveness of physical protection course for Asian region; Best mix of in-person and virtual methodologies

During the COVID-19 pandemics, ISCN has developed several online training courses on nuclear security for the regional participants to minimize the impact of global travel restriction. ISCN resumed its regional training as in-person in summer 2022. By combining in-person and virtual methodologies, ISCN and successfully designed the regional training to optimize its curriculum to optimize the effectiveness of the course. This paper reports on the development, implementation of the course to share ISCN's experience, and contribute to further enhancing effectiveness of capacity building in nuclear security.

Good practices of the online training on physical protection of nuclear materials and facility

In the amid of COVID-19 pandemic, Integrated Support Center for Nuclear Nonproliferation and Nuclear Security (ISCN) of Japan Atomic Energy Agency (JAEA) developed and conducted regional training course on physical protection of nuclear materials and facility (PP RTC) for Asian countries in October 19-30, 2020 as an online course. Maintaining the quality of in-person two-week training through online platforms was a big challenge. For effective learning, ISCN combined e-learning (self-study) and interactive learning (virtual classroom) for its online PP RTC, and engaged participants through group exercise via Zoom meeting. The paper will describe efforts of ISCN and SNL to develop the online curriculum of PP RTC and share lessons learned and good practices for course development and course implementation. The paper will also explore future application of online contents in nuclear security capacity building even after the pandemic.

Integrated Support Center for Nuclear Nonproliferation and Nuclear Security (ISCN) of Japan Atomic Energy Agency (JAEA) celebrated its 10th anniversary in December 2020. One of its pillars is capacity building support mainly to Asian countries. 183 trainings were implemented with more than 4,600 participants since its establishment, however, the COVID-19 pandemic impacted in the implementation of the trainings. ISCN/JAEA has started to develop the online trainings since April 2020, and implemented two regional trainings, Physical Protection and State System of Accounting for and Control (SSAC) for IAEA Safeguards in October and November 2020, respectively. The efforts continue in further development of trainings/workshops, including the regional training on Additional Protocol for IAEA Safeguards Agreement Commodity Identification Training, and other two national workshops with foreign instructors. Online training can provide not only training opportunities for those who have difficulty in traveling for security and safety reasons including under the travel restriction by COVID-19 pandemic, but also could serve in making them more effective and efficient, especially by the combination with in-person trainings. The pandemic, as a result, accelerate ISCN/JAEA to develop and implement the online trainings, which key is the international collaboration with the partners including IAEA, DOE/NNSA and Sandia National Laboratories and International Nuclear Nonproliferation and Security Academy (INSA) of the Korea Institute of Nuclear Nonproliferation and Control (KINAC). This paper will provide the efforts of ISCN/JAEA how to address the online training development and implementation, current status, lesson learned, and future plan.

The physical protection exercise field, a facility equipped with various types of equipment such as sensors, cameras and fences that are used at nuclear facilities, is an effective tool for training on nuclear security at ISCN/JAEA, if it is carried out in-person. Due to the COVID-19 pandemic, the virtual tour of the facility is developed for the online training courses so that they could be more effective. The article explains the initial development of the virtual tour with some improvement inspired by using it on some occasions as well as a prospect of effective use of the virtual tour based on its characteristics.

More than six years have passed since the Integrated Support Center for Nuclear Nonproliferation and Nuclear Security (ISCN) was established under the Japan Atomic Energy Agency (JAEA) in December 2010 and started its activities, in response to the commitment of Japan at the Nuclear Security Summit in Washington D.C.. ISCN has been vigorously involved in the capacity building assistance on nuclear nonproliferation (safeguards) and nuclear security, mainly in the Asian region. It has provided 120 training courses with 3,257 participants in total up to January 2017. ISCN has been playing a major role in strengthening nuclear nonproliferation and nuclear security in this region, and this can be considered as one of the great results of the Nuclear Security Summit process. Particularly, ISCN's nuclear security training courses, primarily two-week course on physical protection of nuclear material and nuclear facilities, have been building up its own instructors in cooperation with the U.S. Department of Energy/National Nuclear Security Administration and Sandia National Laboratories. It has also been providing the courses with emphasis on universalization of the IAEA INFCIRC/225/Rev.5 and nuclear security culture. Furthermore, ISCN has provided the training courses for the experts in Japan making the best use of our knowledge and experience of organizing international training courses. The total number of the Japanese experts participating in ISCN courses reached to more than 1200. In addition to that ISCN conducted a special lecture on nuclear security culture at the thirteen-nuclear power plant (NPP) sites in Japan, and three thousand workers at NPPs joined the lecture. This shows that the ISCN has been recognized as an expert organization of nuclear security training support in Japan. This paper will describe the good practices at ISCN through six years activities mainly the progress in our nuclear security training.

Addressing training needs of security and safeguards implementation officers at nuclear facilities

Officers at nuclear facilities have substantial responsibilities in the management of nuclear materials: They have to assure that nuclear material is properly controlled and accounted for; they need to detect and deter unauthorized access and removal of nuclear material and protect it from an insider or an outsider threat. At the same time, they need to comply with their State's commitments on nuclear nonproliferation that uses nuclear material accountancy as a fundamental verification measure. To perform such a variety of tasks, facility officers responsible for safeguards and security require a set of Skills, Knowledge and Attitudes commensurate with their responsibilities and tasks. To address this needs, the IAEA and its Member States have conducted a series of training courses, the vast majority of which were targeted to regulatory authorities on safeguards or nuclear material accountancy topics. There are few courses dedicated to facility officers or operators addressing holistically their security and safeguards requirements. This paper analyses the evolution of training courses for authorities and facility personnel in a changing environment from nuclear nonproliferation focused-era to the current broader approach encompassing safeguards and security. Then it recalls some conceptual developments of the recent past and attempts to justify a change in direction on the focus of Member State's training. Finally, it brings some specific proposals towards strengthening and increasing security and safeguards training in Nuclear Material Accountancy and Control relevant to the tasks and responsibilities of safeguards and security practitioners at the facility level.

For effective human capacity building, COE collaboration is an essential factor. As Japan's COE, ISCN has expanded its capacity to provide nuclear security training and infrastructure development support with the strong support from U.S. This paper describes the methodology and contents of ISCN's human resource development cooperation with Indonesia through COEs. The purpose of this paper is to provide a model for capacity building cooperation in nuclear security by introducing Japan's experience, and thus contribute to strengthen regional as well as global nuclear security.

The Integrated Support Center for Nuclear Nonproliferation and Nuclear Security (ISCN) of the Japan Atomic Energy Agency (JAEA) has been providing nuclear security human resource development projects targeting at nuclear emerging countries in Asia in cooperation with the authorities concerned including the Sandia National Laboratory (SNL) and the International Atomic Energy Agency (IAEA). In the aftermath of the attacks of Sept. 11, the threat of nuclear security was internationally recognized and thus the human resource capacity building is underway as an urgent task. In order to responding to emerging threats, the human resource capacity building that ISCN has implemented thus far needs to be multilaterally analyzed in order to develop more effective training programs. This paper studies ISCN's future direction by analyzing its achievements, as well as introduces the collaborative relationships with SNL that contributes to the reflection and maintenance of international trends for the contents of nuclear security training, the nuclear security enhancement support with which Japan is to provide nuclear emerging countries in Asia, and the achievements of the nuclear security training program that ISCN implemented.

Japan's effort on promoting nuclear security culture

Reflecting the recommendation on physical protection by the International Atomic Energy Agency, nuclear security regulations in Japan were revised in March 2012 and new regulation requires operators to establish a framework to promote nuclear security culture within their organization, including the involvement of top management. This presentation introduces the efforts by the operators to develop effective nuclear security culture program within their organizations. It also introduces lessons learned by ISCN through its activities to promote nuclear security in Japan.

Human resource development at the integrated support center for nuclear nonproliferation and nuclear security

The Integrated Support Center for Nuclear Nonproliferation and Nuclear Security (ISCN) provides training courses for Asian countries and the domestic concerned parties. ISCN has developed its original curriculum for these courses jointly with the Sandia National Laboratories (SNL) in the U.S. The base of the curriculum was the training course on the physical protection training course developed by SNL. In cooperation with SNL, ISCN developed the Physical Protection Exercise Field and the Virtual Reality system as tools for its original training programs. ISCN has already received over 1,200 participants from 33 countries (including Japan) to its human resources development activities (as of June 2013). In addition, ISCN expands its activities to organize workshops in order to promote understanding of the IAEA's revised recommendation on the physical protection of nuclear material, and to foster the nuclear security culture. Here, these activities of ISCN will be introduced.

Development of centers of excellence play major role in international capacity building

ISCN was established under JAEA in December 2010. Making use of Japan's knowledge and experience in peaceful uses of nuclear energy, and in collaboration with the U.S. Department of Energy/Sandia National Laboratories, the IAEA, and other countries, ISCN now significantly contributes to strengthening nuclear nonproliferation and nuclear security in Asian countries. This paper will present the initiating and planning activities, the cooperation and collaboration efforts, and the identification of the capacity-building techniques that were used for the highly successful and rapid establishment of ISCN as an internationally recognized COE. The initiating and planning efforts, with the support of the Japanese government. Significant challenges were identified and addressed. The collaboration efforts with the experience base at Sandia National Laboratories and the cooperation with the IAEA and other organizations provided valuable resources to support the development of ISCN's capabilities.
