This annual report summarizes the activities of Nuclear Technology and Education Center (NuTEC) of Japan Atomic Energy Agency (JAEA) in the fiscal year 2008. This year is the 50th anniversary of NuTEC since the starting of the first training course in January, 1958 at the Radioisotope-School in Tokyo. On this occasion, a commemorative symposium was held and attended by around 150 participants. NuTEC flexibly designed and conducted out new training courses upon requests while conducting the annually scheduled training programs.

This report summarizes the activities that Nuclear Technology and Education Center (NuTEC), Japan Atomic Energy Agency (JAEA) has conducted since its first training course started at Radioisotope School of Japan Atomic Energy Research Institute (JAERI), in 1958. NuTEC was founded by consolidation of JAERI and Japan Nuclear Cycle Development Corporation (JNC) in October, 2005 and this report also describes the recent activities of NuTEC since then. There have been many people concerned with the NuTEC's training activities for 50 years, such as lecturers, trainees, and technical or administrative staff of NuTEC. This report also includes their contributed articles.

This annual report summarizes the activities of Nuclear Technology and Education Center (NuTEC) of Japan Atomic Energy Agency (JAEA) in the fiscal year 2007. During this period, the number of trainees completing the domestic training courses was 466, and that for staff technical training was 694. Three prep-examination training courses for "1st class radiation protection supervisor", "Nuclear fuel protection supervisor" and "Professional engineer on nuclear and radiation" which were opened only for staff members were newly opened to the public. JAEA continued its cooperative activities with universities; cooperation with graduate school of University of Tokyo, cooperative graduate school program with 14 graduate schools and 1 under-graduate school, and Nuclear HRD Program initiated by MEXT and METI implemented since 2007. Joint course has started networking 3 universities utilizing the Japan Nuclear Education Network, and trial experimental courses for students from newly participating universities were offered. International cooperation was also conducted as scheduled. Joint training course and Instructor training program were carried out bilaterally with Indonesia, Thailand and Vietnam. Human Resources Development Workshop under the Forum for Nuclear Cooperation in Asia was arranged, and Asian Nuclear Training and Education Program to enhance the matching of the needs and available training program of the participating countries were discussed.

This annual report summarizes the activities of Nuclear Technology and Education Center (NuTEC) of Japan Atomic Energy Agency (JAEA) in the fiscal year 2006, which has started half a year after the unification of the training sections of JAERI and JNC. During this period, NuTEC has conducted its training activities as planned. The number of trainees completing the domestic training courses was 518, and that for staff technical training was 545. A "Qualification course for the 3rd class radiation protection supervisor" has been newly implemented, and a trial "Preparatory course for qualifying examination for professional engineer in the nuclear and radiation fields" has been held for the staff members. In addition, preparative work has been performed for opening some of the staff training courses to the public. International cooperation was also conducted as scheduled, and setting up new training sites at Ongkharak, Thailand and Dalat, Vietnam has been supported. Cooperation for Nuclear Professional School, School of Engineering, the University of Tokyo which opened in 2005, has been duly continued.

In 1999, the Project for Human Resources Development was initiated as defined in the framework of the Forum for Nuclear Cooperation in Asia (FNCA), organized by the Atomic Energy Commission of Japan. The objective of the HRD Project is to solidify the foundation of technologies for nuclear development and utilization in Asia by promoting human resources development in Asian countries. The FNCA 2006 Workshop on HRD Project was held on July 31- August 4, 2006, in China. The Workshop was sponsored by the China Atomic Energy Authority (CAEA) and the Ministry of Education, Culture, Sports, Science and Technology (MEXT) of Japan. The China Atomic Energy Authority(CAEA) and the Japan Atomic Energy Agency (JAEA) acted as the hosts. Participating countries were China, Indonesia, Republic of Korea, Japan, Malaysia, the Philippines, Thailand, and Vietnam. The activities of HRD Project was presented in the Eighth Coordinators Meeting of FNCA held on February 7-9, 2007, in Tokyo, Japan. This report consists of presentation papers and materials at the FNCA 2006 Workshop, a review document of HRD Project for the Coordinators Meeting of FNCA as Outside-Workshop Activity.

The FNCA 2006 Workshop on the Utilization of Research Reactors was held in Manila, Philippines from August 28 to September 1, 2006. This workshop was executed based on the agreement in the seventh Coordinator's Meeting of Forum for Nuclear Cooperation in Asia (FNCA) held in Tokyo, March 2006. The workshop consisted of three groups under the themes of the following fields; (1) Neutron Activation Analysis, (2) Research Reactor Technology and (3) Tc-99m Generator Technology. The total number of participants for the workshop was 45 people from 9 countries; China, Indonesia, Korea, Malaysia, the Philippines, Thailand, Vietnam, Bangladesh and Japan. This report consists of 10 papers for Neutron Activation Analysis, 7 papers for Tc-99m Generator Technology, 9 papers for Research Reactor Technology and a summary report.

The FNCA 2005 Workshop on the Utilization of Research Reactors, which is the twelfth workshop on the theme of research reactor utilization, was held in Kuala Lumpur, Malaysia from August 8 to 12, 2005. This workshop was executed based on the agreement in the sixth Coordinator's Meeting of Forum for Nuclear Cooperation in Asia (FNCA) held in Tokyo, March 2005. The workshop consisted of three groups under the themes of the following fields; (1) Neutron Activation Analysis, (2) Research Reactor Technology and (3) Tc-99m Generator Technology. The total number of participants for the workshop was 49 people from 8 countries; China, Indonesia, Korea, Malaysia, the Philippines, Thailand, Vietnam and Japan. 17 reports by NAA, 11 reports by RRT, and 15 reports by TCG were presented. This report consists of 5 Papers of those reports from Tc-99m Generator Technology and a summary report.

This report summarizes the activities of the Nuclear Technology and Education Center (NuTEC) of the Japan Atomic Energy Agency (JAEA) in the fiscal year 2005. On unification of JAERI and JNC on October, 2005, the former NuTEC of JAERI and the Human Resources Development Section of JNC were reorganized as the new NuTEC. Concomitantly, the training courses on nuclear emergency preparedness, held at the former NuTEC, was transferred to NEAT, JAEA, and the management related to university cooperation was assigned as one of the tasks of the new NuTEC. In total, the number of trainees for the general domestic training courses was 652, while that for the staff technical training courses was 616. The international training courses have also been carried out as planned. In addition, supportive activities for the Nuclear Professional School of Tokyo University, commenced in April, 2006, have been made mainly concerning the experimental exercises for the students.

This annual report summarizes the activities of Nuclear Technology and Education Center (NuTEC) of Japan Atomic Energy Research Institute (JAERI) in the fiscal year 2004. It describes not only the domestic and the international training activities, but also the technical development for the training courses and administrative matters. The period being the second fiscal year after the unification of Tokyo and Tokai Education Center, all the planned training courses have been finished successfully, and the number of trainees completing the courses was 1165. In addition, preparative work has been performed in oder to cooperate with Nuclear Professional School, School of Engineering, the University of Tokyo. Futher, the maintenance and improvement of facilities and equipments for education have been made from the viewpoint of securing safety and comfortable working environment.

In the FNCA Coordinator Meeting held on March 2002, "Survey of the Basic Data on HRD in the Nuclear Field" was proposed as the first step for developing the HRD strategy by producing the quantitative data on HRD in nuclear field. The first results were reported during the 2002 FNCA Workshop on HRD held on October 2002. The survey results were analyzed in 2003, and summarized as "Summary of the Survey Data". It was reported during Workshop in 2003. The report consists of the updated data until early 2004 of the summary data.

This report summarizes the educational activities and related management of the Nuclear Technology andEducation Center (NuTEC) during the 2001 fiscal year. Both Tokyo and Tokai Education Centers have successfully conducted almost all the planned domestic and international training courses. In addition Tokai Education Center has performed the 3nd nuclear supervisor training course and introduced a new course for special nuclear emergency preparedness in response to the legal amendment after the criticality accident. The sum total number of participants was 1,310. The International Technology Transfer Division has not only planned and organized the international training courses, but also taken charge of the 3nd workshop on Human Resource Development in Nuclear Field in Asian and Pasific Region. Various researches have been made to improve the educational program.
