International Noble Gas joint measurement at Mutsu City, Aomori for CTBT verification

The International Noble Gas Experiment related to monitoring network for radioactive noble gas (xenon) has been carried out all over the world, as part of the International Monitoring System (IMS) of CTBT. Thirty IMS radionuclide stations including the Takasaki station in Japan are monitoring radioxenon. The past measurement results show that several stations often detect radioxenon and the major emission source of these radioxenon is medical radioisotope production facilities. And nuclear power plants and medical institutions used radioxenon for nuclear medicine diagnosis, and so on are also considered as the possible sources of radioxenon, and it is therefore important to understand the background behavior of radioxenon originated from above facilities for enhancement of monitoring capability for nuclear tests. The international joint measurement was conducted in 2012 by the Preparatory Commission for the CTBT Organization, US Pacific Northwest National Laboratory, Japan Chemical Analysis Center and JAEA at the Ohminato site of JAEA Aomori Research and Development Center in Mutsu city, Aomori, as part of investigation on radioxenon background in East Asia region. In 2014, the additional measurement was carried out at the same place for further investigation. A high sensitive Transportable Xenon Laboratory developed by PNNL was used for this measurement. This paper describes the outline and the results of the joint measurement conducted in 2012 and 2014.

JAEA's contribution for R&D and human resource development on implementing IAEA safeguards

Japan has been promoting nuclear energy research and development, and the use of nuclear energy for only peaceful purposes in accordance with Atomic Energy Basic Acts enacted in 1955. In order to ensure limited to their peaceful utilization, it has been performing a nuclear material accountancy and reporting it based on bilateral nuclear agreement (Japan and the United States, Japan and France, Japan and Canada and so on) before concluding the comprehensive safeguards agreement with the IAEA. After the conclusion of that in 1977, the Japanese national law had been revised. The nuclear material accountancy and its reports to the IAEA have been implemented based on the revised law. In 1999, Japan ratified the additional protocol. Then it has been responding a new obligation in the additional protocol. The correctness and completeness of the declaration of nuclear activities in Japan have been verified by the IAEA, and then the "broader conclusion" was given to Japan in 2004. There indicates no diversion or undeclared nuclear activities in Japan. Since then Japan has been obtaining the "broader conclusion" every year. In this report we will report the JAEA's contribution to the IAEA safeguards on technical research and development and human resource development.

The JAEA held "International Forum on Peaceful Use of Nuclear Energy, Nuclear Non-proliferation and Nuclear Security -Future direction toward promoting non-proliferation and the ideal method of developing human resources using COEs following the New Strategic Energy Plan -" on 3 December 2014. In the Forum, officials and experts from Japan, the United States explained their efforts. Discussion was made in two panels, entitled "Effective and efficient measures to ensure nuclear non-proliferation based on domestic and foreign issues and the direction and role of technology development" and "Roles of nuclear security COEs and future expectations". In Panel Discussion 1, how to implement effective and efficient safeguards was discussed. In Panel Discussion 2, panelists discussed current status of NSSCs and COEs, new role for COEs and regional cooperation. This report includes abstracts of keynote speeches, summaries of two panel discussions and materials of the presentations in the forum.

Stabilization of uranium hexafluoride by hydrolysis method for decommissioning of safeguard laboratory facility

In safeguard laboratory (SGL) facility of Nuclear Science Research Institute of JAEA, uranium hexafluoride (UF$$_{6}$$) of enriched uranium of various enrichment was used for research and development of a spectrometric method for the determination of the enrichment of uranium in April 1983 through March 1993. After completion of this R&D, the UF$$_{6}$$ has been stored in SGL facility. It was decided that the UF$$_{6}$$ is carried to out of the facility, because the SGL facility will be decommissioning until March 2015. To transport and store in safety after transportation, it is necessary that the UF$$_{6}$$ should be converted to stable chemical form. Hydrolysis of UF$$_{6}$$ to uranyl fluoride (UO$$_{2}$$F$$_{2}$$) and evaporation to solid state were selected for the stabilization method. The equipment for hydrolysis and evaporation was installed in the SGL facility. Stabilization was operated in this equipment, and all of the UF$$_{6}$$ in the SGL facility was converted to UO$$_{2}$$F$$_{2}$$ solid state in October 2012 through August 2013. In this report, results of examination and operation for stabilization of UF$$_{6}$$ were reported.

For the purpose of controlling and monitoring radiations and radioactive materials emitted from nuclear facilities to the environment and also evaluating their effects, various R&D on environmental radioactivity has been carried out at Japan Atomic Energy Agency (JAEA). Especially, for the abolition of nuclear weapons and for peaceful uses nuclear energy, ultra-trace analysis of environmental samples for safeguards and ultra-high sensitive monitoring of radionuclides for the CTBT verification, which have been scheduled in the middle of 1990s, have been promotted under the auspices of the Japanese Government at JAERI, the former of JAEA. In this presentation, the outline of R&D on environmental radioactivity for nuclear non-proliferation is introduced. In addition, applications of the developed techniques and future perspectives will be discussed.

Research activities for development of CTBT-related technologies in JAERI

Research activities of JAERI related to the CTBT verification regime are presented in the International Conference. The subjects of this presentation are (1) an overview of the CTBT verification regime, (2) construction and operation of the radionuclide monitoring stations of Okinawa (RN37) and Takasaki (RN38) and the certified radionuclide laboratory (RL11), and (3) preparation of the National Data Center at Tokai (JAERI NDC) for radionuclide data. The RN38 station has been certified by the CTBTO/PrepCom and sending the measured data every day. The infrastructures and operational manuals for RN37 and RL11 are now preparing for their operations. The JAERI NDC has experimentally analyzed and evaluated the radionuclide data from all over the world through International Data Center (IDC). As an example of the JAERI NDC works, atmospheric dispersion backtracking system has been developing by using WSPEEDI (Worldwide Version of System for Prediction of Environmental Emergency Dose Information) code to estimate a source location of radionuclide release by nuclear explosion/accident.

The Japan Atomic Energy Research Institute (JAERI) conducts researches and developments related to Comprehensive Nuclear-Test-Ban Treaty (CTBT) on the basis of Japan's pragmatic and progressive efforts toward peaceful use of atomic energy and non-proliferation with the goal of realizing a peaceful and safe world free from nuclear weapons. The Treaty aims for the establishment of a global verification regime comprising an International Monitoring System (IMS) and the JAERI has engaged in the following activities: construction and operation of the radionuclide monitoring stations at Okinawa (RN37) and Takasaki (RN38) and the certified radionuclide laboratory at Tokai (RL11) as specified in Annex 1 of CTBT Protocol, and preparation of the National Data Center at Tokai (JAERI NDC). Research activities of JAERI related to the CTBT verification regime are presented in the paper. The subjects of this presentation are (1) an overview of the CTBT verification regime, (2) construction and operation of RN37, RN38 and RL11, and (3) preparation of the JAERI NDC for radionuclide data.

This report describes research activities of the R & D Group for Non-Proliferation Technology related to the Comprehensive Nuclear-Test-Ban Treaty (CTBT) verification regime. The main subjects of this report are (1) an overview of the CTBT verification regime, (2) preparation of the National Data Center for radionuclide data, (3) construction and operation of the radionuclide monitoring stations at Takasaki and Okinawa and the certified rarionuclide laboratory at Tokai in Japan. We have participated in an intercomparison test internationally organized for the certified laboratories and the test results are given here. Scientific application of the CTBT-related technologies to environmental researches is also depicted.

The Japan Atomic Energy Research Institute (JAERI) has developed the National Data Center (NDC) for radionuclide as part of the international monitoring regime related to the Comprehensive Nuclear-Test-Ban Treaty (CTBT). JAERI NDC already started to input gamma-ray spectrum data obtained from several International Monitoring System (IMS) stations into a database. Data analysis reports made by the International Data Center (IDC) are also stored in the database. Some software tools are under development for the NDC's independent analysis such as investigation of existence of the radionuclides derived from nuclear explosion and presumptive analysis of source location of radionuclide release. The NDC system will also be able to post IMS data and analysis results to the authorized users on the Internet. This paper presents the role, current state of system development and future plan of JAERI NDC.

The Comprehensive nuclear Test-Ban Treaty(CTBT) bans all nuclear explosions and also calls for a verification regime, which consists of the International Monitoring System(IMS) and On-site Inspection. The primary objectives of the IMS are to deter nuclear explosions in all environments and, if such an explosion does occur, to detect, locate, and identify its source. The CTBT was opened for signature on September 24, 1996 and the Preparatory Commission(PrepCom) for the CTBT Organization was established to prepare for the verification regime in order to monitor compliance with the Treaty. The Preparatory Commission comprises two main organs: a plenary body of all the States Signatories as the highest policy-making organ, and the Provisional Technical Secretariat(PTS). The plenary body has three subsidiary bodies: Working Group A(administrative matters and legal issues), Working Group B(verification issues), and an Advisory Group. This paper presents an overview and mandate of the PrepCom, and status of verification regime, and discusses future activities.

The International Monitoring System (IMS) will be established across the world to verify compliance with the Comprehensive Test Ban Treaty (CTBT). The IMS will be capable of detecting and identifying nuclear explosions of detonated within the atmosphere, underwater and underground. 321 monitoring stations will be set around the world as a monitoring network of the IMS. The four technologies of seismology, hydroacoustic, infrasound, and radionuclide will be used for monitoring purposes. In order to build the radionuclide monitoring network, 80 radionuclide stations were chosen. Particles in the atmosphere are collected on a filter at each station to measure radioactivity by a HP-Ge detector. Further, 40 out of these 80 stations will be equipped with an automatic radioactive noble gas sampler/analyzer. The JAERI is establishing infrastructure to host radionuclide air monitoring equipment for two raionuclide stations in Japan. This paper presents the current status of the establishment and promising performance of the stations in Japan.
