In the MOX fuel fabrication process, the dry grinding technology of mixed oxide pellets have been developed for the effective use of nuclear fuel materials. To develop a technology to control the particle size of dry recovered powder, the performance of the buhrstone mill and the collision plate type jet mill were studied using a simulated powder of particle size distribution about 500 $$mu$$m. We found that the particle size can be controlled at the range of about 250 $$mu$$m or less by both by adjusting the clearance between the grinding wheels of the buhrstone mill, and the clearance and elevation angle of the clarification zone of the collision plate type jet mill. And furthermore, the collision plate type jet mill is considered to be suitable for particle size control because the operating parameters of the classifier can be finely adjusted.

Particulate $$^{137}$$Cs in stream water was collected continuously for two years in order to assess the long-term trend of the $$^{137}$$Cs discharge from the forest environment. Sampling was conducted from December 2011 to December 2013 in a mountainous stream, which received the $$^{137}$$Cs from the Fukushima Daiichi Nuclear Power Plant accident. A seasonal increase in fluvial transport load of particulate $$^{137}$$Cs associated with suspended solids (SS) was observed in August and September when rainfall was abundant. The particulate $$^{137}$$Cs concentration decreased at a faster rate than the rate due to radioactive decay. This decrease might be resulted from redistribution of the easily eroded and polluted soil surface due to heavy rain events such as typhoons. These findings indicate that the particulate $$^{137}$$Cs load was subject to the inter-annual variations in rainfalls, and decreased gradually over a long period of time due to a decrease in $$^{137}$$Cs concentration in SS.

Verification of the quantitative method to measure enrichment of uranium-235 in radioactive waste

It is important for the processing manufacturers of the uranium fuels to determine the quantity of U-235 and the enrichment. This study shows that the U-235 content evaluated from measurement of 186 keV $$gamma$$ rays emitted from U-235 can be corrected by a shielding factor, Xgeometry which quantified uneven distribution of U-238. The Xgeometry is evaluated from the direct and the scattered $$gamma$$ rays from the 1001 keV emitted from the Pa-234m. The Xgeometry was originally introduced for U-238 measurements. Because U-235 coexists with U-238, the Xgeometry is also possible to apply to the U-235 measurements. The experimental study with simulated waste drums demonstrated that the quantification errors of the U-235 content and the enrichment are reduced considering the factor.

With respect to high-level radioactive waste disposal, knowledge of the long-term mechanical stability of shafts and galleries excavated in rock is required, not only during construction and operation but also over a period of thousands of years after closure. On the other hand, it is known that rock and the rock mass surrounding the disposal gallery shows time dependent behavior such as creep or the stress-relaxation. It becomes the issue in the stability evaluation of the disposal gallery to grasp the behavior. About this issue, we pushed forward research development. In the fiscal year of 2014, the creep test was continuously conducted and the total testing time exceeded 17 years. The testing equipment and procedure were examined to investigate the deformation, failure and time-dependency of rock under wet conditions and between room temperature and 100$$^{circ}$$C. The long-term strength of rock under triaxial stress state was researched with the aid of laboratory testing results and in situ stress measurement.

An innovative, yet simple method for the passive collection of radioactive materials in river water has been developed and validated. The method employes large filter vessels, containing multiple cartridge filters. River water is led to the system naturally using a drop of the riverbed by hose from upstream. This method makes long-term, unmanned monitoring possible. In addition to regular radioactivity analyses, this method provides an opportunity for the characterization of suspended materials based on its ample collection quantities (more than several tens of grams). This method may also be applicable to sediment-bound chemicals.

On the radioactive waste disposal, the long-term mechanical stability of shafts and galleries excavated in rock is required. Therefore, it is very important to understand the time-dependent behavior of rock mass for evaluating long-term mechanical stability. The purpose of this study is determining the mechanisms of time-dependent behavior of rock mass by precise testing, observation and measurement in order to develop methods for evaluating long-term mechanical stability of a rock mass. This report describes the results of the activities in fiscal year 2013. In Chapter 1, we described the overview and background of this study. In Chapter 2, the results of a long-term creep test on Tage tuff, started in fiscal year 1997 are described. In Chapter 3, the result of organization and analysis for time-dependent behavior of crystalline rock was described. In Chapter 4, for the drafting of in-situ test plan, examination of the numerical analysis technique of rock mass was carried out.

Monitoring of airborne $$^{14}$$C discharge at RI facilities; A Comparison of collection and oxidation methods

The Japan Atomic Energy Agency has conducted a monthly monitoring of airborne $$^{14}$$C discharge at the forth research building (RI facility) of the Tokai Research and Development Center. In the current monitoring, $$^{14}$$C, which exists in various chemical forms in airborne effluent, is converted into $$^{14}$$CO$$_{2}$$ with CuO catalyst and then collected using monoethanolamine (MEA) as CO$$_{2}$$ absorbent. However, this collection method has some issues on safety management because the CuO catalyst requires a high heating temperature (600$$^{circ}$$C) to ensure a high oxidation efficiency and the MEA is specified as a poisonous and deleterious substance. To establish a safer, manageable and reliable method for monitoring airborne $$^{14}$$C discharge, we examined collection methods that use different CO$$_{2}$$ absorbents (MEA and Carbo-Sorb E) and oxidation catalysts (CuO, Pt/Alumina and Pd/ZrO$$_{2}$$). The results showed 100% CO$$_{2}$$ collection efficiency of MEA during a 30-day sampling period under the condition tested. In contrast, Carbo-Sorb E was found to be unsuitable for the monthly-long CO$$_{2}$$ collection because of its high volatile nature. Among the oxidation catalysts, the Pd/ZrO$$_{2}$$ showed the highest oxidation efficiency for CH$$_{4}$$ at a lower temperature.

It is very important to understand the time-dependent behavior of rock for evaluating long-term mechanical stability. North Korea carried out the third nuclear test in February 2013. Due to the request of the Ministry of Education, Culture, Sports, Science and Technology (MEXT), Nuclear Emergency Assistance and Training Center (NEAT) and Nuclear Science and Engineering Directorate (NSED) of JAEA predicted the atmospheric dispersion of radionuclide by WSPEEDI-II for the purpose of contributing to the environmental monitoring plan. From February 12 to 22, they provided daily reports on the prediction to the MEXT and the Ministry of Defense. MEXT has published these reports on the website. Since April 2012, NEAT and NSED had prepared to predict by the framework for the prediction around the clock during 10months until February 2013. This report described this experience and pointed issues out on this system.

In Chapter 1, we provide an overview and the background to this study. In Chapter 2, the results of a long-term creep test on Tage tuff, started in FY1997 are described. In Chapter 3, the relation of loading-rate dependency of strength and stress dependency of creep life, the relationship of time dependency and probability distribution of strength or creep life and size effects are discussed to indicate more clearly the meaning of the value of "n" to express the degree of time dependency of the rock. In Chapter 4, failure criterions of a rock mass considering time dependency are discussed. In Chapter 5, the FEM analysis implemented with a generalized variable-compliance-type constitutive equation considering the change of "n" in confining pressure and strength distribution of rock mass carried out to clarify the long-term behavior of Toki granite is described. Finally, based on the numerical analysis, an in situ testing method is proposed.

In the present studies, we studied the cesium lines in the source plasma during beam shots on the LND MN-NBI system. It was found for the first time in the LHD-source 2, that both the amount of Cs I (neutral Cs) and Cs II (Cs$$^{+}$$) in the source plasma light rose sharply when beam acceleration began, and continued rising during a 10 s pulse. We think that this was because the cesium was evaporated/sputtered from the source backplate by the back-streaming positive ions.

The dominant issue for the the modification program of JT-60 (JT-60SC) is to demonstrate the steady state reactor relevant plasma operation. Physics design on plasma parameters, operation scenarios, and the plasma control method are investigated for the achievement of high-$$beta$$. Engineering design and the R&D on the superconducting magnet coils, radiation shield, and vacuum vessel are performed. Recent progress in such physics and technology developments is presented.

Microstructural development and radiation hardening of neutron irradiated Mo-Re alloys

In this study, stress-relieved specimens and recrystallized specimens of pure Mo and Mo-Re alloys (Re content=2,4,5,10,13 and 41wt%) were neutron irradiated up to 20dpa at various temperatures (681-1072K). On microstructure observation, sigma phase and chi phase precipitates were observed in all irradiated Mo-Re alloys. Voids were observed in all irradiated specimen, and dislocation loops and dislocations were observed in the specimens that were irradiated at lower temperatures. On Vickers hardness testing, all of the irradiated specimens showed hardening. Especially Mo-41Re were drastically embrittled after irradiation at 874K or less. From these results, authors discuss about relation between microstructure development and radiation hardening, embrittlement, and propose the most efficient Re content and thermal treatment for Mo-Re alloys to be used under irradiation condition.
