For safe and steady decommissioning of Tokyo Electric Power Company Holdings' Fukushima Daiichi Nuclear Power Station (1F), information concerning composition and physical/chemical properties of fuel debris generated in the reactors should be estimated and provided to other projects conducting the decommissioning work including the retrieval of fuel debris and the subsequent storage. For this purpose, in FY2021, samples of contaminants (the wiped smear samples and the deposits) obtained through the internal investigation of the 1F Unit 2 were analyzed to clarify the components and to characterize the micro-particles containing uranium originated from fuel (U-bearing particles) in detail. This report summarized the results of analyses performed in FY2021, including the microscopic analysis by SEM and TEM, radiation analysis, and elemental analysis by ICP-MS, as a database for evaluating the main features of each sample and the probable formation mechanism of the U-bearing particles.

The J-PARC main ring (MR) will be increased to 1.3 MW. To cope with the increase in beam intensity, the intra-bunch feedback system (IBFB) needs to be upgraded to handle higher frequencies up to about 200 MHz. To evaluate the performance and understand the optimal parameters after this upgrade, we are developing a particle tracking simulation that includes the necessary components. The recoherence period induced by chromaticity between tracking simulations and experiments are compared and it cannot be discribed by the simple simulations, and we investigate what mechanisms explain this result. The shift of synchrotron tune caused by longitudinal wakes using tracking simulations are calculated and it find that introducing the effect of longitudinal wakes only does not explain the recoherence period in the experimental results.

The local structure of glass-forming elements and waste elements in borosilicate glasses varies with its chemical composition. In this study, simulated waste glass samples were prepared and the chemical state regarding boron (B), silicon (Si) and waste elements of iron (Fe), cesium (Cs) were estimated by using XAFS measurement in soft X-ray region. To understand the chemical stability of simulated waste glasses, XANES spectra of B K-edge, Fe L, L-edge, and Cs M, M-edge were measured on the glass surface exposed to the leachate. As a result, it was found that the glass surface exposed to the leachate was changed and it was difficult to obtain a clear XANES spectrum. From the B K-edge XANES spectra on glass surfaces exposed to the leachate, an increase in three-coordination of B-O (BO) and a decrease in four-coordination of B-O (BO) were observed compared to the glass surfaces before immersion. The XANES spectra of Fe L, L-edge, and Cs M, M-edge show that as the exposure time in the leachate increases, the Cs present on the glass surface dissolves into the leachate. The XANES spectra of Si K-edge were measured on simulated waste glass surfaces before immersion, and it was confirmed that the change in XANES spectra given by NaO concentration had a larger effect than the waste component concentration.

In the J-PARC main ring, density modulation due to longitudinal beam instability occurs during the debunching process of coasting beams. This leads to the generation of an electron cloud, which in turn causes transverse beam instabilities. The transverse beam instability causes beam loss and the electron cloud is assumed to cause vacuum degradation, both of which hinder the beam intensity enhancement, so it is essential to clarify the causes and countermeasures. In particular, the longitudinal impedance of several hundred MHz has been investigated as relevant, and measures to reduce the impedance of individual devices are underway. The Eddy-current type septum magnet, newly installed this year, was found to have a large impedance by simulation. Therefore, we are investigating a method to reduce the impedance by a flange loaded with SiC radio wave absorber, which can be applied to locations where there is no spatial margin to install a taper. In this report, we will discuss the characterization of SiC to be used in actual devices, impedance simulation reflecting the results of SiC evaluation, and evaluation of the effect of impedance countermeasures by impedance measurement using the wire method, and progress in evaluating the effect on the beam by beam simulation and beam study.

Simulated nuclear waste glass samples containing phosphorus, which increase the solubility of molybdenum, were prepared and analyzed using synchrotron X-ray Absorption Fine Structure (XAFS) analysis for some constituent elements and Raman spectroscopic analysis of their complex structure. Changes in local structure and chemical state due to different phosphorus additions and waste loading rates were systematically studied. Consequently, no crystalline phase due to the molybdate compound was observed even at a maximum waste content of 30 wt% (corresponding to 1.87 mol% MoO). Oxidation proceeded when the waste-loading rate was increased, whereas the reduction proceeded when phosphorus was added. In some cases, the effects of oxidation and reduction were offset. The local structure around specific elements can be classified as follows; Zn that is affected mainly by the waste-loading rate, Ce that is affected by both the waste-loading rate and phosphorus addition, and Zr element that is not affected by either of them. From the comparison between the analytical results of Mo and other elements, it was considered that the added phosphorus exists as a free PO structural unit and may deprive the alkali metal coordinated to the molybdate ion.

To compare the solar modulation of primary cosmic rays in detail, we have to remove the possible seasonal variations caused by the atmosphere and surrounding environment. As such surrounding environment effects, we evaluate the snow cover effect on neutron count rate and the atmospheric temperature effect on muon count rate both simultaneously observed at Syowa Station in the Antarctic (69.01 S, 39.59 E). The corrected muon count rate starts decreasing in late 2019, earlier than the corrected neutron count rate which starts decreasing in early 2020, possibly indicating the rigidity dependent solar modulation in the heliosphere.

The local structure of glass-forming elements and waste elements in borosilicate glasses varies with its chemical composition. In this study, borosilicate glass frit and simulated waste glass samples were prepared and the chemical state regarding boron (B), silicon (Si) and waste elements of iron (Fe), cesium (Cs) were estimated by using XAFS measurement in soft X-ray region. Following results were obtained by XAFS measurements of simulated waste glass surfaces after immersion test to investigate the long chemical stability. (1) As the leaching time of glass samples in immersion test passed, the Cs M, M-edge XANES spectra disappeared and the Fe L, L-edge spectra changed. (2) A new compound was formed on the sample surface after the immersion test, and these changes in the surface state were confirmed by Raman spectroscopy. However, it became difficult to obtain a clear B K-edge XANES spectrum by forming a compound on glass surfaces. The Si K-edge XANES spectra of borosilicate glass frits with different NaO content were measured, and following was confirmed. (1) As the NaO concentration increases in borosilicate glass frit, the K-edge peak of Si shifts to the low energy side. (2) The intensity of the Si K-edge peak is maximum when the NaO content in glass frits was about 7wt%.

Even though these compounds have similar crystal structures, their formation conditions and thermal stability are significantly different. To determine the factors causing the difference in thermal stability between FeUO and CrUO, their crystal structures were evaluated in detail. A Raman band was observed at 700 cm in all the samples. This Raman band was derived from the stretching vibration of the O-U-O axis band, indicating that FeCrUO was composed of a uranyl-like structure in its lattice regardless of its "x"' value. Mssbauer measurements indicated that the Fe in FeUO and FeCrUO were trivalent. Furthermore, FeCrUO lost its symmetry around Fe with increasing electron densities around Fe, as the abundance of Cr increased. These results suggested no significant structural differences between FeUO and CrUO. Thermogravimetric measurements for UO, FeUO, and CrUO showed that the temperature at which FeUO decomposed under an oxidizing condition (approximately 800 C) was significantly lower than the temperature at which the decomposition of CrUO started (approximately 1250 C). Based on these results, we concluded that the decomposition of FeUO was triggered by an "in-crystal" redox reaction, i.e., Fe U Fe U, which would not occur in the CrUO lattice because Cr could never be reduced under the investigated condition. Finally, the existence of Cr in FexCrUO effectively suppressed the decomposition of the FeCrUO crystal, even at a very low Cr content.

To achieve beam operation at a repetition rate of 25 Hz at high intensities, the RCS was elaborately designed. After starting the RCS operation, we carefully verified the validity of its design and made certain improvements to establish a reliable operation at higher power as possible. Consequently, we demonstrated beam operation at a high power, namely, 1 MW. We then summarized the design, actual performance, and improvements of the RCS to achieve a 1 MW beam.

In the first stage of Monju decommissioning project, fuel unload work began to be carried out. There are two tasks in this work. One is fuel treatment and storage work that gets rid of sodium on the fuel assemblies unloaded from Ex-Vessel fuel Storage Tank (EVST) and carries it in the storage pool, and the other is fuel unloading that the fuel assemblies in the reactor core is replaced with dummy fuels and stored in EVST. Fuel treatment and storage work and fuel unloading work are performed alternately, and 370 bodies in the core and 160 pieces in EVST are all carried to the storage pool. 86 fuel assemblies was carried to the storage pool in fuel treatment and storage work in 2018 and 76 dummy fuels were stored in EVST for fuel unloading work. During the work, 86 types and 232 alarms / malfunctions occurred, but there was no impact on safety. There was one equipment's failure at gripper's claw open / close clutch of ex-vessel fuel transfer machine B, but it was repaired and restarted. Also it was eliminated the cause of problem or concession that the equipment failure due to the sticking of the sodium compound and continuous use of the equipment. Some problems related to system control occurred, but the work was done after checking the safety. With estimation of various troubles, reduction of frequency of trouble occurrence and minimization of impacts on schedule performed.

The mesospheric ionization signature reached below 70 km altitude and continued for ~15 min until the substorm onset, as observed by the PANSY radar and imaging riometer at Syowa Station in the Antarctic region. We also used energetic electron flux observed by the Arase and POES 15 satellites as the input for the air-shower simulation code PHITS to quantitatively estimate the mesospheric ionization rate. Combining the cutting-edge observations and simulations, we shed new light on the space weather impact of the EEP events during geomagnetically quiet times, which is important to understand the possible link between the space environment and climate.

In the decommissioning of the Fukushima-Daiichi (1F) Nuclear Power Plant, it is essential to understand characteristics of the melted core materials. The estimation of boride in the real debris is of great importance to develop safe debris removal plans. Hence, it is required to investigate the amount of boron in the melted core materials with nondestructive methods. Prompt gamma-ray activation analysis (PGAA) is one of the useful techniques to determine the amount of borides by means of the 478 keV prompt gamma-ray from neutron absorption reaction of boron. Moreover, it is well known that the width of the 478 keV gamma-ray peak is typically broadened due to the Doppler effect. The degree of the broadening is affected by coexisting materials, and can be recognized by the width of the prompt gamma-ray peak. As a feasibility study, the prompt gamma-ray from boride samples were measured using the ANNRI, NOBORU, and RADEN beamlines at the Materials and Life Science Experimental Facility (MLF) of Japan Proton Accelerator Complex (J-PARC).

In this study, borosilicate glass frit and simulated waste glass samples were prepared and the local structure and chemical state regarding boron (B), oxygen (O), and waste elements of cerium (Ce), cesium (Cs) were estimated by using XAFS measurement in soft X-ray region. Following results were obtained by XAFS measurements of prepared glass frit and simulated waste glass samples: (1) The existence ratio of four coordinate sp structure (BO) tends to increase with increasing NaO content in glass samples. Following results were obtained by XAFS measurements of simulated waste glass samples after immersion test to investigate long chemical stability. (1) The existence ratio of four coordinate sp structure (BO) increases by immersion test. (2) Ce which exists in the surface layer is oxidized by immersion test, and much of Cs in surface layer is lost after leach testing. Even if the glass frit form (fiber cartridge or beads) and manufacturing method were changed and a glass sample of the similar chemical composition was prepared, these observed Raman spectra of samples were different.
