Fukushima Daiichi Nuclear Power Plant accident (Fukushima accident) has brought about a great change in many people's perceptions about nuclear power plant safety. When discussing future energy options for Japan, it is important to have a full grasp of the attitude of a large number of people towards nuclear energy. The Atomic Energy Society of Japan has conducted annual questionnaire survey of 500 adults who live within 30 kilometers of Tokyo Station. The aim of this survey is to assess trends in public attitude towards nuclear energy. The authors that designed the questionnaire entries of this survey have been managing questionnaire data as members of the Data Management Working Group under the Social and Environmental Division of the Atomic Energy Society of Japan. We confirmed the change in public attitude towards nuclear energy through this periodical survey after the Fukushima accident. In particular, public concerns about the use of nuclear energy increased after the Fukushima accident, and many people have raised doubts over the use of nuclear energy in the future.

The Screening methodologies and/or achievement evaluation in Japanese FR cycle development program with the changing needs for evaluation

This paper argues the characteristics evaluation of Fast Reactor and fuel cycle concepts in the FS "Feasibility Study on commercialized fast reactor cycle systems" and the achievement of the performance evaluation conducted in FaCT (Fast Reactor Cycle System Technology Development) project in Japan. The methodologies and way of achievement evaluation has been changed according to the evaluation needs and objectives, etc. Some decision-making methodologies are tried to be applied in the FS, FaCT phase I evaluation put emphasis on the confirmation of the direction of FR cycle development. Although some items of respective facilities showed insufficient achievements because of the challenging design requirements to achieve higher performance, a comprehensive evaluation determined that the performance criteria set by the Japan Atomic Energy Commission were achieved in FaCT phase I evaluation in general.

Public opinion survey on the relationship between society and nuclear energy

I conducted a questionnaire survey of 2500 adults (collect rate 22.0%, 551 replies) who live in Tokyo metropolitan area. The purpose of this survey asking opinion about a relation between attitude toward nuclear technology utilization and social awareness is to find out their request, exception and concern about nuclear technology utilization. The survey reveals that the differences of attitudes towards nuclear technology utilization can be explained in terms of differences of general views on society such as directionality of social progress. Then, it is necessary to argue with citizens about the strategy on nuclear technology utilization from the viewpoint of directionality of the future society. The social decision-making process on nuclear technology utilization has to be renovated through the dialogue among citizens as the partner taking on the achievement and contribution toward directionality of the future society.

Consideration on the interaction between society and nuclear technology

The purpose of this review is to propose the solution about the social problems, which arise from interaction between society and nuclear technology. Essence of social problems from the viewpoint of general publics can be interpreted by the results of polls about the opinions of nuclear technology or social awareness. This interpretation shows that the attitude of nuclear technology is determined by interest, trust and usefulness toward nuclear technology. Hereby, to solve the social problems, citizens and the parties related to nuclear technology have to modify each others views of the social decision making process about the policy of nuclear technology. The modified views of social decision making process will be able to achieve firm trustworthy relation between society and nuclear technology. For that purpose, it is necessary to secure the procedural justice at social decision making process from the perspective that can reach each others satisfactory settlement.

The survey reveals that the attitudes of people toward nuclear technology were divided into strong agreement, weak agreement, weak objection and strong objection in order to obtain useful information for clarification of social conflict on this issue. Results of this survey of people who have weak agreement for nuclear technology reveal their ambivalence about nuclear technology.

New strategy on rare earth in advanced nuclear fuel cycle

Toward the ultimate minimization of radioactive wastes, a new fuel cycle paradigm has been proposed as Advanced ORIENT Cycle strategy. The strategy will cover the recycle of some specific fission products (i.e., rare metals) as well as enhanced P and T of all of actinides and long-lived fission products. The paper will particularly discuss, with focusing on rare earths in the spent nuclear fuel, the radiochemical properties and separation chemistry of inter- and intra-group separations of 4f/5f elements by tertiary pyridine resin. Furthermore, incineration possibility of Th separated from rare earth ore is evaluated as source of $$^{233}$$U, new nuclear fuel. New ideas of thorium utilization as nuclear fuels and of active creation of artificial rare elements in a fission reactor will also be introduced.
