At the request of the government of Japan and Fukushima prefecture, the Nuclear Fuel Cycle Engineering Laboratories and the Nuclear Science Research Institute of the Japan Atomic Energy Agency (JAEA) conducted the internal dosimetry examination program for the residents of Fukushima prefecture (Fukushima residents) affected by the Tokyo Electric Power Company (TEPCO) Fukushima Daiichi Nuclear Power Plant accident by whole-body counting (WBC) starting in July 2011, the year of Great East Japan Earthquake and Tsunami. At the internal dosimetry examination, almost Fukushima residents worried about effects of radiation and suffered from various serious situations, which were caused by not only the nuclear accident but also the earthquake and tsunami. Therefore, JAEA had direct dialogue focused on active listening, as risk communication with Fukushima residents in order to mitigate Fukushima residents' anxiety and stress. This report evaluates the effects of the activities and shows the ways of our communication with Fukushima residents during WBC to mitigate Fukushima residents' anxiety and stress.

Nuclear Fuel Cycle Engineering Laboratories (NCL) of JAEA has held the explanatory meetings in Ibaraki prefecture since May 2011 in order to transmit factual information and reduce the excessive anxiety about radiation risk. Applying to our past risk communication process to the explanatory meetings, we built a process of interactivity between participants and our staff for the meetings. We incorporated the participants' needs into the meetings, and, as far as possible, we had interactive two-way communication so that the meetings were not one-way and persuasive but promote mutual understanding. According to the opinions and the results of questionnaire survey that were received from the participants, it became evident that the interactive explanatory meetings were effective in reducing participants' anxiety. This report explains the risk communication process for carrying out the explanatory meeting, and shows the activities of the meetings, questions and opinions from the participants, and questionnaire results that NCL implemented.

JAEA has held public meetings on radiation and its health effects mainly for parents of students in kindergartens, elementary schools, and junior high schools in Fukushima prefecture after the Fukushima nuclear accident. These meetings are held based on our experience of practicing risk communication activities for a decade in JAEA with local residents. Questionnaires were collected after the meetings. By analyzing questionnaires, we confirmed that interactive communication is effective in increasing participants' understanding and in decreasing their anxiety. Risk communication study office supported the staff members of the meetings providing information such as participants' questions in the past meetings. To provide information, we made a homepage and held the orientation for the staff members Questionnaires of the staff members were also collected and analyzed after the public meetings.

This paper describes an analysis of the opinion survey that is carried out at the internal dosimetry using whole body counters conducted in Japan Atomic Energy Agency. JAEA staffs explained the examination results of WBC to the residents in private booths and provide necessary advice for them. We carried out two opinion surveys at the internal dosimetry. The first survey was carried out before the screening in order to realize the residents' views of the accidents; the second survey was carried out after the personal dialogue in order to receive the evaluation from examinee for our correspondence. The first survey showed that residents' anxiety about radioactive exposure, hereditary influence on next generation, and so on. On the other hand, more than 90% residents answered in the second survey that "uneasiness reduced" as a result of the direct dialogue. Our private dialogue has also considerably effects.

This report summarizes the review work to paraphrase nuclear technical terms with clear and brief explanations. Explanation with nuclear technical terms was not very acceptable to the public in a variety of contexts. The objective of this study is to paraphrase from the public point of view. JAEA has conducted a survey on public attitudes toward fifty-nine nuclear technical terms by using an online questionnaire. Most of them were frequently used in the brochures of JAEA. The survey clarified the public awareness and comprehension of each term. Thirty-two terms, which was subject to paraphrase on a priority basis, were selected from fifty-nine nuclear technical terms based on our importance rating. At the work to paraphrase thirty-two terms, emphasis was placed more on clearness and briefness than on scientific accuracy. They are reviewed through focus group interviews. This study brought results on recognizable style and thirty-two well-polished paraphrases.

Temperature fluctuation due to mixing of the fluids with different temperature in T-junction pipe gives thermal fatigue to structure, and this phenomenon is significant as safety issue in liquid metal cooled fast reactor (LMFBR). In Japan Nuclear cycle Development Institute (JNC), experimental and numerical investigations have been performed to reveal the mixing phenomena in T-junction pipe and to establish the evaluation rule for design. Numerical simulation is conducted on the existing experiment to study secondary flow effect on the turbulence mixing in T-junction pipe.

Design Study on In-core Breeding Concept Using Annular Thick Fuel Pins

We are studying on an in-core breeding concept as a candidate for a practical FBR fuel cycle system attainable in an early stage on the premise that sodium coolant and mixed oxide fuel should be adopted, since the technical issues with these combination are most advanced and common with the fuel cycle for a LWR-MOX system. An enhancement of fuel volume fraction using thick fuel pins enables the in-core breeding. The fuel material flow can be greatly lessened by minimizing amount of the blanket with the in-core breeding core. The low material flow leads to significant reduction of the fuel cycle cost. We investigated a 3500 MWth large-scale core adjusting several conditions presented in JNC's feasibility study program for a commercialized FBR system in this study. These were shown in this study that a discharged burnup averaged over the core and the blanket could reach approximately 130 GWd/t (core averaged about 150 GWd/t) within the maximum fast neutron fluence about 5$$times$$10$$^{23}$$/cm$$^{2}$$, that the small reactivity loss with burnup easily enabled long operation and that stable power distribution during operation significantly improved hydraulic property in this type core. We investigated measures to reduce sodium void reactivity, because core height enlargement to enhance neutron efficiency caused the increase of sodium void reactivity.We also investigated feasibility of a high breeding type core with low burnup considering a variety of FBR introducing scenarios and a trade-off correlation between breeding performance and burnup extension. The performance in this core design at core disruption accidents is not revealed enough. Further investigation should be made in detail to confirm that the in-core breeding concept could be accepted in a safety aspect.
