Analysis of the activities of the website "Question and Answer about radiation in daily life" after the accident at the Fukushima Daiichi Nuclear Power Plant and some lessons learned from it; To pass on this experience to the future

After the accident at the Fukushima Daiichi Nuclear Power Plant, artificial radionuclides such as radioactive cesium and iodine were released into the environment. It caused great anxiety not only in the vicinity of the Fukushima Daiichi Nuclear Power Plant but also in other regions of the world. Some members of the Japan Health Physics Society (JHPS), a leading academic society in Japan in the field of radiation protection, volunteered to establish a website called "Question and Answer about radiation in Daily Life" shortly after the accident to help reduce the residents anxiety about the health effects of radiation. In August 2011, Committee for "Question and Answer about radiation in Daily Life" was established in JHPS, making the website-related activities a responsibility of JHPS. The Q&A website continued to respond to the questions from the general public with expertise and sincerity until February 2013 when the Committee members decided to end the activities because the number of questions received had gradually decreased with the passage of time. This paper aims to introduce the following: the activities of the Q&A website during the two years (2011-2013), the stance chosen for the activities, the information related to the website activities and the analysis of Twitter data. Building on the experience and the knowledge obtained from the activities, it also discusses issues and experiences that can be utilized in the initial response to emergencies for radiation protection experts as well as other fields.

An increasing number of nuclear facilities have been decommissioned worldwide following the 2011 accident of the TEPCO' Fukushima Daiichi Nuclear Power Station. During the decommissioning, radioactive materials have to be retrieved under proper management. In this study, a small cubic CeBr$$_3$$ spectrometer with dimensions of 5 mm $$times$$ 5 mm $$times$$ 5 mm was manufactured to perform $$gamma$$-ray spectroscopy under intense $$gamma$$-ray fields. Furthermore, thanks to a fast digital process unit and a customized photomultiplier, the device could perform $$gamma$$-ray spectroscopy at dose rates of over 1 Sv/h. The energy resolution (FWHM) at 662 keV ranged from 4.4% at 22 mSv/h to 5.2% at 1407 mSv/h for a $$^{137}$$Cs radiation field. Correspondingly, at 1333 keV, it ranged from 3.1% at 26 mSv/h to 4.2% at 2221 mSv/h for a $$^{60}$$Co radiation field, which suggested to realize $$gamma$$-ray assessment of $$^{134}$$Cs, $$^{137}$$Cs, $$^{60}$$Co, and $$^{154}$$Eu at dose rates of over 1 Sv/h.

Based on the experience and the knowledge obtained from these activities, the issues and experiences that can be utilized in the initial response to emergencies for radiation protection experts as well as other fields are presented.

The neutron instruments suite, installed at the spallation neutron source of the Materials and Life Science Experimental Facility (MLF) at the Japan Proton Accelerator Research Complex (J-PARC), is reviewed. MLF has 23 neutron beam ports and 21 instruments are in operation for user programs or are under commissioning. A unique and challenging instrumental suite in MLF has been realized via combination of a high-performance neutron source, optimized for neutron scattering, and unique instruments using cutting-edge technologies. All instruments are/will serve in world-leading investigations in a broad range of fields, from fundamental physics to industrial applications. In this review, overviews, characteristic features, and typical applications of the individual instruments are mentioned.

The Compton camera was improved for use with the unmanned helicopter. Increase of the scintillator array from 4$$times$$4 to 8$$times$$8 and expanse of the distance between the two layers contributed to the improvements of detection efficiency and angular resolution, respectively. Measurements were performed over the riverbed of the Ukedo river of Namie town in Fukushima Prefecture. By programming of flight path and speed, the areas of 65 m $$times$$ 60 m and 65 m $$times$$ 180 m were measured during about 20 and 30 minutes, respectively. By the analysis the air dose rate maps at 1 m height were obtained precisely with the angular resolution corresponding to the position resolution of about 10 m from 10 m height. Hovering flights were executed over the hot spot areas for 10-20 minutes at 5-20 m height. By using the reconstruction software the $$gamma$$-ray images including the hot spots were obtained with the angular resolution same as that evaluated in the laboratory (about 10$$^{circ}$$).

Public opinion survey on the relationship between society and nuclear energy

I conducted a questionnaire survey of 2500 adults (collect rate 22.0%, 551 replies) who live in Tokyo metropolitan area. The purpose of this survey asking opinion about a relation between attitude toward nuclear technology utilization and social awareness is to find out their request, exception and concern about nuclear technology utilization. The survey reveals that the differences of attitudes towards nuclear technology utilization can be explained in terms of differences of general views on society such as directionality of social progress. Then, it is necessary to argue with citizens about the strategy on nuclear technology utilization from the viewpoint of directionality of the future society. The social decision-making process on nuclear technology utilization has to be renovated through the dialogue among citizens as the partner taking on the achievement and contribution toward directionality of the future society.

Mercury target and its peripheral devices for 1MW spallation neutron source

In the Material and Life Science Facility, which will be constructed in the J-PARC project, the spallation mercury target station will be installed. Once the target system operation starts, mercury, the target vessel and the surrounding components are highly irradiated, so that all the replacement and maintenance operations of the target vessel and its peripheral devices have to be done with remote handling. In order to meet the requirements, we designed the target system such that the target vessel and the mercury circulation system are mounted on a target trolley, which is the system carriage. The target vessel is carried with the mercury circulation system together and inserted into the target center by the target trolley during the on-beam operation. During the system maintenance period, the target trolley is withdrawn to the maintenance room of hot cell, and the component exchange or repairing work will be done using a power manipulator and some master-slave manipulators. In this paper, the present design of the mercury target and its peripheral devices for 1MW spallation neutron source including the target vessel, a mercury circulation system, and a target trolley will be reported.

The social research group of 21st century COE program carries out community experiments on mutual evoluation of companies in general, local community and nuclear technology. Oarai town of Ibaraki for community as the case study and it is the purpose of mutual evoluation to seek the nuclear technology utilizing Oarai town.
