Case study activities for nuclear security culture development in JAEA

In Japan, about 10 years have passed since the law obligated nuclear operators to develop and maintain a nuclear security culture. During this period, the global nuclear situation has changed significantly, and it is becoming important to maintain a stance that emphasizes compliance with regulations and nuclear security culture. In JAEA, the policy of legal compliance and developing nuclear security culture is determined by the president of JAEA. For legal compliance and developing nuclear security culture, many activities are carried out based on that policy. Finally, these activities are evaluated and improved it every year. Case study is the one of activities that can obtain skills for legal compliance and developing nuclear security culture, such as sensitivity of nuclear security risks, correct understanding of the laws. The procedure for the case study was created with reference to a method called KY-Training which is often applied to safety training program in Japan. KY-Training is a training that participants (groups) can reach the conclusion how to respond to cases through four questions. Firstly, participants are given illustrations and descriptions which has potential of nuclear security risks. Then, participants make discussion according to four questions. Consequently, participants can effectively become aware of nuclear security risks. In the 2022 case study, we prepared 23 cases so that they can select choose freely according to role of participants such as in charge of nuclear security, guards, general employees. Finally, participants are asked to fill a questionnaire to evaluate effectiveness of case study. The result of questionnaires indicated that the case study was able to lead to improvement sensitivity of nuclear security risks and correct understanding of the laws. Overall, case study results suggested that JAEA's efforts were implying sufficiently to develop and maintain a nuclear security culture.

About ten years have passed since the introduction of nuclear security compliance and security culture development activities. While there have been changes in domestic and international situations, it is essential for nuclear security that the entire organization maintains an attitude that emphasizes compliance with laws and regulations and nuclear security. JAEA has been effectively implementing various activities with evaluation and improvement. Especially, e-learning which combines education and awareness, case studies, and internal audits are considered effective in maintaining nuclear security compliance and security culture development activities.

In the Japan Proton Accelerator Research Complex, the purpose of the 3 GeV rapid cycling synchrotron (RCS) is to accelerate a 1 MW, high-intensity proton beam. To achieve beam operation at a repetition rate of 25 Hz at high intensities, the RCS was elaborately designed. After starting the RCS operation, we carefully verified the validity of its design and made certain improvements to establish a reliable operation at higher power as possible. Consequently, we demonstrated beam operation at a high power, namely, 1 MW. We then summarized the design, actual performance, and improvements of the RCS to achieve a 1 MW beam.

Negative muonium atom ($$mu^+$$e$$^-$$e$$^-$$, Mu$$^-$$) has unique features stimulating potential interesting for several scientific fields. Since its discovery in late 1980's in vacuum, it has been discussed that the production efficiency would be improved using a low-work function material. C12A7 was a well-known insulator as a constituent of alumina cement, but was recently confirmed to exhibit electric conductivity by electron doping. The C12A7 electride has relatively low-work function (2.9 eV). In this paper, the negative muonium production measurement with several materials including a C12A7 electride film will be presented. Measured production rate of the Mu$$^-$$ were 10$$^{-3}$$/s for all the Al, electride, and SUS target. Significant enhancement on electride target was not observed, thus it is presumed that the surface condition should be more carefully treated. There was no material dependence of the Mu$$^-$$ averaged energy: it was 0.2$$pm$$0.1keV.

Muon linac is developed for the muon g-2/EDM experiment at J-PARC. In this experiment, ultra slow muon is accelerated to a momentum of 300 MeV/c with the four linac structures. This scheme offers new opportunity for precise measurements; it enables us to reverse muon polarization at early stage of acceleration. The reversal of polarization is a common method of precision polarization measurements as it can be used to identify or reduce systematic uncertainties dependent on time. It is necessary to accelerate muons and flip its spin without substantial emittance growth for the experimental requirement. As one of the candidates for our spin rotator, we are developing the Wien-filter type. The emittance growth is +64% in x-x' plane and +56% in y-y' plane, but it is revealed it would be reduced by tuning electric field to + 47% in x-x' plane and + 2% in y-y' plane. In this paper, the design of the Wien-filter type spin rotator for the low emittance muon beam will be presented.

Maintenance of radio-activated stripper foils in the 3 GeV RCS of J-PARC

In the 3-GeV Rapid Cycling Synchrotron (RCS) of the Japan Proton Accelerator Research Complex (J-PARC), we adopted thick Hybrid type Boron-doped Carbon (HBC) stripper foil for the multi-turn H$$^{-}$$ charge-exchange injection. The HBC foil has a great advantage of its longer lifetime against high irradiation. Until now, deformation of the HBC foil is observed, but has not broken during 6 months user operation. However there are high residual dose in the RCS injection area. The highest residual dose is observed at the downstream of titanium chamber flange where the stripper foil is placed. The residual dose was increased with the LINAC energy upgrade from 181 MeV to 400 MeV. It shows that secondary neutrons and protons generated by nuclear reactions in the stripper foil at high energy and high power beam irradiation are the major sources for high residual dose at the injection area. The radio-activation of the stripper foil itself is an intrinsic problem and thus maintenance scenario of the stripper foil at the highly-dosed environment is one of the most important issues for the high intensity accelerators. In the J-PARC RCS, the foil exchange devices were improved according to the new maintenance scenario which aims to keep radiation exposure to staffs as low as possible and to reduce the risk of the radioactive foils break up or disperse. In addition, various analyses of the irradiated stripper foils can be carried out if the foils can be retrieved from the tunnel without breaking.

We performed a beam test of a new radio frequency quadrupole linac (RFQ III) for the beam current upgrade of the Japan Proton Accelerator Research Complex. First, the conditioning of RFQ III was conducted, and after 20 h of conditioning, RFQ III became very stable with a nominal peak power and duty factor of 400 kW and 1.5%, respectively. An off-line beam test was subsequently conducted before installation in the accelerator tunnel. The transmission, transverse emittance, and energy spread of the 50-mA negative hydrogen beam from RFQ III were measured and compared with simulation results. The experiment and simulation results showed good agreement; therefore, we conclude that the performance of RFQ III conforms to its design.

This report describes the present status of the klystron power supply systems for the J-PARC linac. The systems for the 181 MeV linac were operated from September to May. A few breakdowns were occurred, and are described in this report. The new systems for the upgrade of the linac from 181MeV to 400 MeV have been installed until now, and the 3 HVDCPSs and the 3 anode modulators of the new systems have been operated. All the systems for 400 MeV linac will be operated in this autumn.
