The Engineering Services Department is in charge of operation and maintenance of utility facilities (water distribution systems, electricity supply systems, steam generation systems and drain water systems etc.) in whole of the institute. And also is in charge of operation and maintenance of specific systems (power receiving and transforming facilities, an emergency electric power supply system, an air/liquid waste treatment system, a compressed air supply system) in nuclear reactor facilities, nuclear fuel treatment facilities and usual facilities or buildings. In addition, the department is in charge of maintenance of buildings, design and repair of electrical/mechanical equipments. This annual report describes summary of activities, operation and maintenance data and technical developments of the department carried out in JFY 2016. We hope that this report may help to future work.

Since J-PARC started operation for user programs with high-intensity pulsed neutron beams, many material and life science studies have been carried out at J-PARC. Since partial or complete deuteration of organic compounds for contrast variation in the scattering length densities of materials is one of the most effective techniques in the application of neutron scattering analysis, deuterated materials have led to significant progress in our understanding of the structure of novel organic materials. Aiming at accelerating development of deuteration activities in our country, an international workshop "Deuterated Materials Enhancing Neutron Science for Structure Function Applications" was held as a J-PARC Workshop at Ibaraki Quantum Beam Research Center from 19th October to 20th October in 2017. In this workshop, the chemical/biological deuteration activities and recent scientific results of deuterated materials enhancing neutron study in Japan and other countries were discussed by domestic/foreign deuteration and neutron scientists. This is a report of the workshop summarized by organizers.

Horonobe Underground Research Center managed by Japan Atomic Energy Agency (JAEA) is the Japan's best environment to understand the project of geological disposal of high-level radioactive waste, because there is an Underground Research Laboratory (URL) in the center besides an exhibition facility which explains the content of research conducted in the URL. In the area of the center, there is also an exhibition facility for the full-scale model of engineered barrier system of geological disposal. JAEA takes advantage of this opportunity to conduct public hearing including questionnaire research regarding the questions, anxieties and comments by the visitors for geological disposal project. This report summarizes the result of statistical analysis of 2,795 visitors from April to November in 2016.

Development of groundwater management technology report

The Mizunami Underground Research Laboratory (MIU) project is being pursued by the Japan Atomic Energy Agency (JAEA) to enhance the reliability of geological disposal technologies through investigations of the deep geological environment in the crystalline host rock (granite) at Mizunami City in Gifu Prefecture, central Japan. The three remaining important issues have been carrying out on the MIU project. This report focuses on "Development of groundwater management technology" for "Development of countermeasure technologies for reducing groundwater inflow", which is one of those important issues. The concentrations of naturally occurring fluorine and boron dissolved in groundwater pumped from shafts and horizontal tunnels at MIU, are reduced to the levels below the environmental standards at a water treatment facility. The development of groundwater management technologies including such groundwater treatment is one key issue for large-scale underground facility construction. With this background, literature survey related to investigations on the latest treatment technologies for removing fluorine and boron from waste water were conducted and applicability of the technologies to MIU were reviewed. Additionally, the countermeasures against rocks, soils and groundwater containing naturally occurring heavy metals were summarized. The literature survey results indicated that the adsorbent was able to remove fluorine and boron, and the coprecipitation was able to remove fluorine to the levels below their respective environmental standards. However, the ground water at MIU contains suspended solids and cement due to excavation, its removal rates of fluorine and boron are different from the ones of general waste water. From this point, it concluded that the present groundwater treatment method performed at MIU: coagulation treatment for removal of fluorine and control of pH primary, and adsorbent treatment for removed boron is appropriated.

The Ningyo-toge Environmental Engineering Center of JAEA has been working together with local communities for more than 60 years. Through our R&D projects on from uranium exploration to uranium enrichment as a part of the nuclear fuel cycle (i.e., front-end), we have accumulated experiences in the fields of management of uranium related technology. Taking advantage of such our potential, we will start new R&D program on "Research on Uranium and the Environment". In December 2016 we announced our new concept of the "Uranium and Environmental Research Platform" as a framework aimed at contributing to regional and international society through R&D programs (environmental research and uranium waste engineering research) that are needed to steadily carry out decommissioning of uranium handling facilities.

Cyberattacks causing serious damage are ongoing as seen in the incidents such as personal information leakage from the Japan Pension Service by unauthorized access in 2015, and a massive ransomware infection across the world in 2017. Recently, threats in the cyberspace has been growing, such as sending an order form, shipping notification, while pretending a real company to persuade recipient to open an attached file with embedded unforeseen malware, or to click on a link in the email to malicious website. In these circumstances, the information security countermeasures are important issues at the JAEA. CCSE therefore is striving to promote proactive information security countermeasures with the three aspects of (1) Maintenance of the information security regulations, (2) Countermeasures with information security products having a new protection technology, (3) Implementation of information security education and training for the employees to maintain and improve their ability to respond. This report is a summary of the contents of the information security education by e-learning.

English translation of the material used at "Meeting to Answer Questions on Radiation" was made. "Meeting to Answer Questions on Radiation" was planned, just after the TEPCO Fukushima Daiichi Nuclear Power Plant Accident, by Japan Atomic Energy Agency (JAEA) with the purpose of providing comprehensive knowledge of radiation to the public. A total of 220 meetings was carried out from July, 2011 to February, 2013 mainly in Fukushima prefecture. Since the material used in the meetings contains many charts and is easy to understand, it has drawn attention of the International Atomic Energy Agency (IAEA) who has in recent years actively supported outreach activities to disseminate knowledge on nuclear and radiation. At one of the IAEA meetings in May, 2017, Asian Network for Education in Nuclear Technology (ANENT), it was requested to make it for the usage of all. Providing IAEA and the member states with the English translation of the material will be a meaningful contribution sharing the outreach activity experiences in Japan.

In the Japanese Islands, coastal area can be proposed as an investigation site for geological disposal of high-level radioactive wastes. For an assessment of fault activity in coastal area, offshore surveys such as acoustic profiling and boring should be examined as well as inland surveys. In addition, adequate understanding spatial distributions and characteristics of faults in the coastal area of Japan will contribute to safety assessment for the geological disposal in such area. In this report, we collected and compiled previous studies focused on spatial distribution, continuity, timing of displacement and recurrence interval of faults near coastline, specifically faults along or across a boundary between land and sea, and technologies of survey and assessment for them.

As part of the research and development program on geological disposal of high-level radioactive waste (HLW), the Horonobe Underground Research Center, a division of the Japan Atomic Energy Agency (JAEA), is implementing the Horonobe Underground Research Laboratory Project (Horonobe URL Project) with the aim at investigating sedimentary rock formations. According to the research plan described in the 3rd Mid- and Long-term Plan of JAEA, according to the Horonobe URL Project, "Near-field performance study", "Demonstration of repository design option", and "Verification of crustal-movement buffering capacity of sedimentary rocks" are the top priority issues, and schedule for finishing the project and backfill plan will be decides by the end of 2019 Fiscal Year. The Horonobe URL Project is planned to extend over a period of about 20 years. This report summarizes the investigation program for the 2018 fiscal year (2018/2019).

For structural integrity assessment of reactor internals of light water reactors, it is important to evaluate and predict the property changes of structural materials, based on existing data obtained from austenitic stainless steel irradiated with neutrons. Compilation of the data into tables is valuable for discussing the representative or the most probable values of the properties applied to the assessment. In the process of the data compilation, the data must be distinguished clearly in consideration of different service conditions of core internals of boiling water reactors (BWR) and pressurized water reactors. The Naraha Remote Technology Development Center (Naraha Center) consists of a mock-up test building and a research management building, and various test facilities necessary for the decommissioning work after the accident of TEPCO Fukushima Daiichi Nuclear Power Station are installed. Using these test facilities, a wide range of users, such as companies engaged in decommissioning work, research and development institutions, educational institutions, etc., can efficiently develop robots through characterization and performance evaluation of remote-controlled robots. Furthermore, it is possible to make various uses such as exhibitions that many companies have met together, experts' meetings on decommissioning. This report summarizes the activities of the Naraha Center such as development of remote control technologies, maintenance and training of remote control equipment for emergency response, use of component test areas, and so on in FY2016.

Since JAEA is a designated public institution, an agency dealing with an emergency situation in cooperation with the national government under the Disaster Countermeasures Basic Act, it has the responsibility of providing technical assistance to the national government in case of a nuclear emergency. The Nuclear Emergency Assistance and Training Center, NEAT, is the main center of the technical assistance in case of emergency, and dispatches experts of JAEA and supplies equipment and materials to the national government for emergency. In normal time, the NEAT provides the technical assistance such as the exercises and training courses concerning nuclear preparedness and response to emergency responders including the national government officers in addition to JAEA staff members. This report introduces the results of activities in FY2017 conducted by NEAT.

Japan Atomic Energy Agency (JAEA) adopts melting process for the waste processing and packaging method of radioactive miscellaneous solid waste in NSRI because melting process is effective in radioactivity evaluation, volume reduction, and stabilization treatment. Metal melting processing facilities, Incinerator, and Nonmetal melting processing facilities (hereinafter referred to as melting process facilities) have taken lots of safety measures, including measures for preventing the recurrence of the fire accidents. To exchange opinions and discuss the validity of these measures and so on with internal personnel and external experts, "Discussions on Melting Process Facilities" was held. As a document collection, this paper summarizes presentation materials of discussion meetings. Presentation materials describe "Outline of AVRF", "Safety measures in the melting facilities in WVRF", "Operation management of the melting facilities in WVRF", "Comparison of the past accident cases between facilities in and outside Japan and WVRF", and "Introduction of past accident cases and safety measures in other facilities from each committee".

Japan Atomic Energy Agency (JAEA) conducts research and development (R&D) in various fields related to nuclear power and utilizes computational science and technology in many activities. As shown in the fact that about 20 percent of papers published by JAEA are concerned with R&D using computational science, the supercomputer system of JAEA has become an important infrastructure to support computational science and technology. In FY2017, the system was used for R&D aiming to restore Fukushima (environmental recovery and nuclear installation decommissioning) as a priority issue, and for JAEA's major projects such as R&D of fast reactor cycle technology, research for safety improvement in the field of nuclear energy, and basic nuclear science and engineering research. This report presents a great number of R&D results accomplished by using the system in FY2017, as well as user support, operational records and overviews of the system, and so on.

The R&D on three remaining important issues have been carrying out on the MIU Project. This report summarizes the R&D activities planned for fiscal year 2018 on the basis of the MIU Master Plan updated in 2015 and Investigation Plan for the Third Medium to Long-term Research Phase.

Submesoscale eddy mixing in coastal and shelf seas (Thesis)

Japan has vast marine environment. Therefore, the marine environmental assessment to grasp oceanic structure of shelf and coastal area in the vicinity is important from various viewpoints, such as marine and seafloor resources, national defense, and disaster prevention for Japan. For instance, preserving the coral coasts around the Ryukyu Islands, and assessing marine pollution due the raidionuclides released form the Fukushima Daiichi Nuclear Power Plant are urgent matters for Japan. In the present study, submesoscale-eddy-resolving numerical experiments using Regional Oceanic Modeling System (ROMS) were conducted for areas around the Ryukyu Islands and the northeast Pacific coast of Japan to investigate the applicability of the high-resolution model to the marine assessment system. In addition, we considered improving the Short-Term Emergency Assessment system of Marine Environmental Radioactivity (STEAMER) to reproduce more realistic oceanic dispersal of radionuclide by introducing multiple-nested downscaling ocean modeling system using the ROMS. Extensive model-data comparison demonstrated that the submsoscale eddy-resolving models, with a lateral grid resolution of 1km, could successfully reproduce the synoptic and mesoscale oceanic structures. According to the eddy heat flux analysis and energy conversion analysis relevant to the eddy-generation mechanisms revealed that both of shear instability and baroclinic instability enhanced the three-dimensional mixing of tracers induced by submesoscale eddy. These results suggested that the multiple-nested, high resolution, downscaling ocean modeling has important role to develop the accurate marine environmental assessment system.

Report on cause investigation and countermeasure of leakage trace from the drum

On September 11, 2015, leaky traces of bituminized wastes were confirmed from four drums filled with bituminization in waste packages storage yard (II) of waste management facility in Oarai Research and Development Center. Moreover, even after the subsequent investigation, a leakage trace was found from one bituminous drum on November 10, 2015. Furthermore, on December 2, 2015, there was no a leakage trace in one bituminous drum, however the upper lid was found to be intensely corroded. To investigate the causes and the countermeasures for leakages of bituminized wastes from the drums, we have set up a Work Group to investigate the causes and the countermeasures to leakage traces from the drums. This report is based on "Report on Cause Investigation and Countermeasure of Leakage Trace from the Drum" summarized by this working group, the report was reconstructed including the contents clarified in the subsequent document investigation.

The joint user meeting for the neutron spectrometers in the Materials and Life Science Experimental Facility (MLF) at J-PARC, "DIRECTION 2018", was held jointly by J-PARC MLF, KEK-IMSS, and CROSS. This meeting was purposed to encourage users' activities and collaborations between users and instruments on six beamlines BL01 (4SEASONS), BL02 (DNA), BL06 (VIN ROSE), BL12 (HRC), BL14 (AMATERAS), and BL23 (POLANO). In this meeting, 14 talks and 21 posters were presented, which reported recent research activities using the instruments, and the current status of the instruments and sample environments. Environmental radiation monitoring around the Tokai Reprocessing Plant has been performed by the Nuclear Fuel Cycle Engineering Laboratories, based on "Safety Regulations for the Reprocessing Plant of Japan Atomic Energy Agency, Chapter IV - Environmental Monitoring". This annual report presents the results of the environmental monitoring and the dose estimation to the hypothetical inhabitant due to the radioactivity discharged from the plant to the atmosphere and the sea during April 2016 to March 2017. In this report, some data include the influence of the accidental release from the Fukushima Daiichi Nuclear Power Station of Electric Power Company Holdings, Inc. in March 2011. Appendices present comprehensive information, such as monitoring programs, monitoring methods, monitoring results and their trends, meteorological data and discharged radioactive wastes. In addition, the data which were influenced by the accidental release and were exceeded the normal range of fluctuation in the monitoring, were evaluated.

The Horonobe Underground Research Laboratory Project is planned to extend over a period 20 years. The investigations will be conducted in three phases, namely "Phase 1: Surface-based investigations", "Phase 2: Construction Phase" (investigations during construction of the underground facilities) and "Phase 3: Operation phase" (research in the underground facilities). This report summarizes the results of the investigations for the 2017 fiscal year (2017/2018). The investigations, which are composed of "Geoscientific research" and "R&D on geological disposal technology", were carried out according to "Horonobe Underground Research Laboratory Project Investigation Program for the 2017 fiscal year". The results of these investigations, along with the results which were obtained in other departments of Japan Atomic Energy Agency (JAEA), are properly offered to the implementations and the safety regulations. For the sake of this, JAEA has proceeded with the project in collaboration with experts from domestic and overseas research organizations.

Based on the regulations (the safety regulation of Tokai Reprocessing Plant, the safety regulation of nuclear fuel material usage facilities, the radiation safety rule, the regulation about prevention from radiation hazards due to radioisotopes, which are related with the nuclear regulatory acts, the local agreement concerning with safety and environment conservation around nuclear facilities, the water pollution control law, and by law of Ibaraki Prefecture), the effluent control of liquid waste discharged from the Nuclear Fuel Cycle Engineering Laboratories of Japan Atomic Energy Agency has been performed. This report describes the effluent control results of the liquid waste in the fiscal year 2017. In this period, the concentrations and the quantities of the radioactivity in liquid waste discharged from the reprocessing plant, the plutonium fuel fabrication facilities, and the other nuclear fuel material usage facilities were much lower than the limits authorized by the above regulations.

Naraha Center for Remote Control Technology Development (Naraha Center) was established in Japan Atomic Energy Agency (JAEA) to promote decommissioning of the Fukushima Daiichi Nuclear Power Station (Fukushima Daiichi NPS), Tokyo Electric Power Company Holdings, Inc. (TEPCO). Naraha Center consists of a Full-scale Mock-up Test Building and a Research Management Building, and various test facilities are installed in them for the decommissioning work of Fukushima Daiichi NPS, TEPCO. Naraha Center provides the test facilities to various users, such as companies engaged in the decommissioning work, research and development institutions, educational institutions, and so on. Naraha Center started full operations on April 2016 as a base that can be widely used, and the number of the facility use was 64 in FY2017. This report summarizes the activities of Naraha Center in FY2017, such as utilization of facilities and equipment of Naraha Center, development of remote control technologies, maintenance of the remote control equipments for emergency response and training for operators by using the equipments.

As "Regulations on events to be reported by nuclear disaster prevention manager based on act on special measures concerning nuclear emergency preparedness" was revised and enfored in 2017, Nuclear operator emergency action plan at Oarai Research and Development Institute was reconsidered, and Emergency Action Level (EAL) in JMTR was newly set. In setting the EAL, characteristics of the JMTR and EAL in nuclear power reactors were considerd because the characteristics of research reactors are different in reactor types. This report shows the basic policy and the selection result of the EAL setting in the JMTR.
