An electrolytic extraction (EE) method, i.e. electro-reductive deposition, of Tc from nitric acid aqueous solution was studied for future reprocessing. After 30 min of constant potential electrolysis by carbon electrode at -0.3 V vs. SSE (Standard Silver Electrode), Tc concentration in 3 M nitric acid decreased to 93 % of the initial value, which corresponds to 7 % of deposition. With co-existence of Pd, the value reached to 15 % of deposition equivalent by electrolysis at 0.0 V vs. SSE for 60 min. An acceleration effect of Pd on Tc deposition (promoter effect) was suggested. The concentration, however, increased to the initial value after further electrolysis and competing re-dissolution of deposited Tc was also suggested. In cyclic voltammetry measurements, it was found that the deposit from Tc-Pd-Ru-Rh solution dissolved easier than that from Pd-Ru-Rh did. In electrolyzed Tc solution, an absorption peak at 482 nm was found. It can be attributed to the complex with nitrite anion, and the complex formation is proposed as one possible mechanism of Tc re-dissolution.

JAERI and JNC have started a JAERI-JNC joint research program in fiscal year 2003, which has been aimed for efficient progress and synergistic effect on the research activities in both Institutes. This study has been chosen one of the joint research themes because it has been our common objective in the field of structural materials of FBR and LWR components. The purpose of the study is to clarify damage mechanism of structural materials used under irradiation, and then to develop the methods for damage evaluation and detection in earlier stage of progressing process of damage. In fiscal year 2004 and 2005, micro-corrosion measurement, electrochemical corrosion test and leakage magnetic flux density measurement apparatuses were developed and equipped in two hot facilities and irradiated and unirradiated crept specimens, irradiated high purity model austenitic stainless alloys were also prepared and applied to this study. These apparatuses and specimens were used for damage evaluation, and these feasibilities for nuclear power plant materials were studied.

In tight-lattice bundles with about 1mm gap between rods, a rod displacement might affect thermal-hydraulic characteristics. The inside-structure observation of the simulated seven-rod bundle of RMWR was made with the high-energy X-ray CT of JNC. The CT view assured that the rod position was almost the same as expected by design. In the heat transfer experiments, all thermocouples on the center rod showed almost simultaneous BT-induced temperature increase and on the same axial heights showed quite similar time-variation behaviors in the vapor cooling heat transfer regime. It showed that the effect of the geometrical asymmetry was small on the BT characteristics. The calculated critical power by subchannel analysis with the input of the CT measured rod position was smaller by about 5% than that with the designed rod position. It concluded that the error in the calculated critical power was attributable not to the asymmetry in the rod position, but to the models in the subchannel analysis code.

An inside-structure observation of a tight-lattice 7-rod bundle was made, using the high-energy X-ray computer tomography(CT) apparatus. The two-dimensional configurations of all rods were obtained at seventy-six axial height positions over the whole length of the bundle. The measured results of the rod positions showed small rod position displacements, about 0.5 millimeters at maximum, from the lattice positions. Based on these measured rod position displacement results, the flow area, equivalent hydraulic diameter, rod-rod clearance, and rod-shroud clearance were calculated. The effect of rod position displacement on critical power was estimated by a sub-channel analysis. The result showed that the rod position displacement effect has only a small effect on critical power calculations. The calculated critical power still overestimated the measured value.

Japan Nuclear Cycle Development Institute (JNC) and Japan Atomic Energy Research Institute (JAERI) have started a JNC-JAERI united research program cooperatively in 2003, which has been aimed for efficient progress and synergistic effect on the research activities of both Institutes in order to lead the facing task of unification between JNC and JAERI. This study has been chosen one of the united research themes, and the purpose of it is to clarify damage mechanism of structural materials under irradiation, and then to develop the methods for damage evaluation and detection in earlier stage of progressing process of damage. In fiscal year 2003, magnetic flux density distribution (JNC) and micro-corrosion (JAERI) measurement apparatus were newly developed and equipped in Hot Facilities in two Institutes, respectively. These apparatus were designed and produced in consideration of radiation resistance and remote-controlled operation to equip in hot cells. We will start the study on neutron irradiation damage by employing the two apparatus as the next step.

JAERI and JNC have begun the cooperative research of evaluation techniques of structural material degradation in FBR and LWR, which based on magnetic and corrosion properties along grain boundaries. Magnetic method has been proposed as the one of the non-destructive detection techniques on the early stage of creep-damage before crack initiation for aged structural materials of FBRs. The effects of applied stress on natural magnetization were investigated on paramagnetic stainless steels having creep-damages. On the other hand, corrosion properties and magneto-optical characteristics of ion-irradiated stainless steels in the vicinity of grain boundaries were estimated by AFM and Kerr effect microscope, respectively. These degradations were induced by changes in characteristics in the vicinity of grain boundaries. It is found that the initial level of progressing process of damage can detect changes in magnetic and corrosion properties along grain boundaries of aged and degraded nuclear plants structural materials.

The Fugen Nuclear Power Station (NPS) was shut down permanently in March 2003, and preparatory activities are underway to decommission the Fugen NPS. An engineering system to support the decommissioning is being developed to create a dismantling plan using state-of-the-art software such as 3-dimentional computer aided design (3D-CAD) and virtual reality (VR). In particular, an exposure dose evaluation system using VR has been developed and tested. The total system can be used to quantify radioactive waste, to visualize radioactive inventory, to simulate the dismantling plan, to evaluate workload in radiation environments and to optimize the decommissioning plan. The system will also be useful for educating and training workers and for gaining public acceptance.

The present report describes the results of a joint study between Japan Nuclear Cycle Development Institute (JNC) and Japan Atomic Energy Research Institute (JAERI) on actinide separation process from high-level liquid waste. The purpose of the joint study is to point out common subjects in process development by an overall evaluation of each actinide separation process: TRUEX/SETFICS Process studied in JNC and DIDPA Extraction Process studied in JAERI. The result of the evaluation showed that both processes have common subjects to be studied in sub-processes such as treatment step for spent solvent or DTPA waste solution and solvent washing step for recycling, although the main process is different from each other. It is necessary to develop the sub-processes and to test the whole process including the sub-processes. Two essential requirements: the cost reduction and the minimization of secondary wastes, are very important in future research and development for more rational and effective actinide separation process.

The distributed material database system named "Data-Free-Way" has been developed by four organizations (the National Institute for Materials Science, the Japan Atomic Energy Research Institute, the Japan Nuclear Cycle Development Institute and Japan Science and Technology Corporation) under a cooperative agreement. It is a system which can display the data which the user demands without considering the organization which stores data as a table and a graph. The knowledge of the forte of each organization based on the retrieval result from the fact database is made aiming at more highly developed use of this system. The development of the system by which the user can refer to the knowledge is advanced. Though the retrieval result from the fact database was displayed as a table and a graph, that is, the finding note where they were described and expressed with XML as knowledge.

A distributed database system named Data-Free-Way for advanced nuclear materials has been developed by the National Institute for Materials Science (NIMS), the Japan Atomic Energy Research Institute (JAERI), the Japan Nuclear Cycle Development Institute (JNC), and the Japan Science and Technology Corporation (JST) under a cooperative agreement. In this system, end-users are able to obtain necessary data such as tables or graphs, even if they do not know the sites in which the data are stored. A distributed knowledge database in which each organization makes the knowledge based on the retrieval results from fact database and end-users can get the knowledge, has been developed to make more useful utilization of this system. Though the retrieval results from the fact database were shown in the tables or graphs, the new system constitutes the information notes described the retrieval ones for the knowledge by XML. This paper describes the present status of the Data-Free-Way and the description method of XML for the retrieval results.
