Collaborative Laboratories for Advanced Decommissioning Science; Fukushima University*

The Collaborative Laboratories for Advanced Decommissioning Science (CLADS), Japan Atomic Energy Agency (JAEA), had been conducting the Nuclear Energy Science & Technology and Human Resource Development Project (hereafter referred to "the Project") in FY2022. The Project aims to contribute to solving problems in the nuclear energy field represented by the decommissioning of the Fukushima Daiichi Nuclear Power Station, Tokyo Electric Power Company Holdings, Inc. (TEPCO). For this purpose, intelligence was collected from all over the world, and basic research and human resource development were promoted by closely integrating/collaborating knowledge and experiences in various fields beyond the barrier of conventional organizations and research fields. The sponsor of the Project was moved from the Ministry of Education, Culture, Sports, Science and Technology to JAEA since the newly adopted proposals in FY2018. On this occasion, JAEA constructed a new research system where JAEA-academia collaboration is reinforced and medium-to-long term research/development and human resource development contributing to the decommissioning are stably and consecutively implemented. Among the adopted proposals in FY2019, this report summarizes the research results of the "Development of methodology combining chemical analysis technology with informatics technology to understand perspectives property of debris and tie-up style human resource development" conducted in FY2022. The present study aims to goal of this study is to implement a research plan relate to a development of combinational technology of new chemical analysis with informatics, and the aim is to develop new system for whole image estimation system using small quantities of information.

The accident at the Fukushima Daiichi NPP resulted in a large amount of radioactive material being dispersed into the surrounding environment. It is important to understand the radiation distribution in the area, which is still located in the difficult-to-return zone. In this study, a Compton camera and an optical camera were combined to produce a three-dimensional distribution map of source locations and their intensities. Two locations in the difficult-to-return zone (Okuma town) were surveyed: a park parking lot and the area around a private house. The distribution of air dose rates was determined by measurements with a survey meter with a wand-type GPS (Gamma Plotter H manufactured by Nippon Radiation Engineering Co. Measurements were taken with a Compton camera (H420, H3D, USA) at several different positions and angles towards the hotspots. The software (Application Programming Interface Example) allowed real-time confirmation of the radiation incident information (incident time, energy, x, y, z) obtained by the Compton camera. By photographing hotspots in high-dose areas from different positions and angles, the location of the radiation sources and their spatial extent could be confirmed.

In this study, mass discrimination between iodine-129 (I) and interfering substances was achieved by inductively coupled plasma-tandem quadrupole mass spectrometry (ICP-MS/MS) with a dynamic reaction cell introduced a mixture gas of O and CO. As a result, the ratio of (background noise intensity at m/z 129)/I was 3.8 10 and 10 mBq/L of I was analyzed without chemical separation in the presence of 100 mg/L stable I. Spiked tests with actual rainwater were performed, and obtained values were agreed with the spiked amounts.

Radioactive solid wastes generated by Fukushima Daiichi Nuclear Power Station disaster may contain high levels of salt from the tsunami and seawater deliberately released into the area. It is assumed that polyvinyl chloride (PVC) products may be used for decommissioning work and for containment of radioactive wastes in the future. Among the method of handling them, incineration is one method that needs to be investigated as it is good method for reduction and stabilization of wastes. But in order to dispose of Trans-Uranic (TRU) solid waste containing chlorides, it is necessary to select the structure and materials of the facility based on the information such as the movement of nuclides and chlorides in the waste gas treating system and the corrosion of equipment due to chlorides. Therefore, we decided to get various data necessary to design a study of the incineration facilities. And we decided to examine the transfer behavior of chlorides to the waste gas treatment system, the corrosion-resistance of materials in the incineration facilities, and the distribution survey of plutonium in them obtained using the Plutonium-contaminated Waste Treatment Facility (PWTF), Nuclear Fuel Cycle Engineering Laboratories, which is a unique incinerating facility in Japan. This report describes the transfer behavior of chlorides in the waste gas treatment system, the evaluation of corrosion-resistance materials and the distribution survey of plutonium in the incineration facilities obtained by these tests using the Plutonium-contaminated Waste Treatment Facility, Nuclear Fuel Cycle Engineering Laboratories.

No requirement of radioactive standard material and the preparation process of the calibration curve was in the quantification process and data acquisition can be in one-shot sample injection. The proposed method allowed the rapid (within 15 min/sample) quantification of Sr in the presence of significant interferences such as isobaric Zr and other elements. The LOD for Sr was 5.6 Bq/L for a 10 mL injection and this could be improved by simply increasing the sample volume injected.

Strontium-90 and Y, its daughter nuclide, adverse effects on the bone marrow. Monitoring of Sr in the bones have been required after the Fukushima-Daiichi Nuclear Power Plant accident. However, conventional radioactivity measurement method for Sr requires a complicated separation of Y and a time-consuming measurement. ICP-MS system has been applied to Sr concentration survey of water, soil, and edible part of fish. We developed measurement method of Sr with ICP-MS and applied the method for cattle bones. We determined Sr in the hard tissues of animals that collected in the Fukushima prefecture. Limit of detection in the measurement was 19 Bq/kg.

Limit of detection (LOD) in the ICP-MS measurement of 0.1 g samples was lower than that of the radioactivity measurement. Analytical time of the ICP-MS method was reduced from 20 days to 11 hours, compared with the radiometric method. Therefore, the ICP-MS method can be rapid and useful procedure of Sr in small bone and tooth samples derived from terrestrial animals.

At three stepwise separations (SPE-DRC-Q mass filters), we showed that interference materials allowed the coexistence of abundance ratios of 1.510 for Tc/Mo. Using this optimized system, a detection limit of Tc was 9.3 pg/L (5.9 mBq/L) for a 50 mL injection and sequential measurements were undertaken at a cycle of 24 min/sample.

The proposed system automatically provides a higher dilution ratio, which is at most 3.3 times the ratio obtained by the previous method, without increasing the analysis time (within 15 min). A detection limit of 2.7 Bq/kg wet (0.54 pg/kg wet) was achieved. The recovery test results were consistent with two different spiked values.

Using this model, Cs discharge and discharge ratio from Abukuma River and 13 other rivers in Fukushima coastal region were estimated from immediately after Fukushima accident to 2017. Cesium-137 discharge ratio to the deposition amount in catchment through Abukuma River and 13 other rivers in Fukushima coastal region during about initial six months were estimated to be 18 TBq (3.1%) and 11 TBq (0.8%), respectively. These values were 1-2 orders of magnitude larger than the previous study observed after June 2011, indicating that initial Cs discharge from catchment through rivers was a significant. However it was founded that an impact on the ocean derived from initial Cs discharge through river can be limited because Cs discharge from Abukuma River and 13 other rivers in Fukushima coastal region (29 TBq) was two orders of magnitude smaller than the direct release from FDNPP into the ocean (3.5 PBq) and from atmospheric deposition into the ocean (7.6 PBq).
