Quantum Beam Science Directorate

Japan Atomic Energy Agency (hereinafter referred to as "JAEA") consulted an assessment committee, "Evaluation Committee of Research Activities for Quantum Beam Science Research (hereinafter referred to as "Committee") for interim assessment of "Quantum Beam Science Research", in accordance with "General Guideline for Evaluation of Government Research and Development (R&D) Activities" by Cabinet Office, Government of Japan, "Guideline for Evaluation of R&D in Ministry of Education, Culture, Sports, Science and Technology" and Regulation on Conduct for Evaluation of R&D Activities" by JAEA. In response to the JAEA's request, the Committee assessed the research program of the Quantum Beam Science Research, which includes the management of the Quantum Beam Science Directorate (hereinafter referred to as "QuBS") and the research activities in the area of Quantum Beam Science during October, 2005 to September, 2007. The Committee evaluated the management and research activities in Quantum Beam Science based on the documents and oral presentations prepared by QuBS. This evaluation report presents the summary and the submitted by the Committee.
Nuclear Cycle Backend Directorate

Japan Atomic Energy Agency (JAEA) consulted the "Evaluation Committee of Nuclear Cycle Backend Program Promotion" to assess the issues on "Nuclear facilities decontamination program" and "Radioactive waste treatment and disposal program" in accordance with the "Guideline for evaluation for the evaluation of government R&D activities", the "Guideline for evaluation of R&D in Ministry of Education, Culture, Sports, Science and Technology (MEXT)" and the "Operational rule for evaluation of R&D activities" by JAEA. In response to JAEA's request, the Committee assessed the project plan and execution method of both projects. As a result of review, the Committee concluded that nuclear facilities decommissioning program is reasonable, and nuclear waste treatment and disposal program is almost reasonable in accordance with the evaluation method having been decided by the Committee.

JAEA and JAPC launched Fast Reactor cycle Technology Development Project (FaCT) in 2006. "The JAEA sodium-cooled loop-type fast reactor (JSFR) with MOX fuel, the advanced aqueous reprocessing, and the simplified pelletizing fuel fabrication systems" have been studied as a main concept in the FaCT project. JAEA targets 2015 in which the design concept that fulfills the development target and the design requirement is to be proposed. R&D system and R&D progress management have been improved and firmly established. Based on the indication of Japan Atomic Energy Commission and in cooperation with related organizations, R&Ds and design studies have been executed to evaluate innovative technologies. Direction in the adoption of the innovative technologies is to be determined in 2010. To attain this step, this report describes progress and results, and specifies issues and countermeasures upto 2008. This report also indicates future study procedure of the FaCT project.

Japan Atomic Energy Agency (JAEA) asked the advisory committee "Evaluation Committee of Research and Development Activities for Advanced Nuclear System / Nuclear Fuel Cycle Technology" (Committee) to assess the interim report on "Fast Reactor Cycle Technology Development Project" in JFY2008, in accordance with "General Guideline for the Evaluation of Government R&D Activities" by Japanese Cabinet Office, "Guideline for Evaluation of R&D in Ministry of Education, Culture, Sports, Science and Technology" and "Regulation on Conduct for Evaluation of R&D Activities" by JAEA. In response to JAEA's request, the Committee assessed the 2006-2008 R&D results, the 2009-2010 R&D program and its R&D management. The Committee confirmed the progress status of the R&D for the adoption judgment on innovative technologies scheduled in 2010. As a result of the review, the committee has made suggestions for the future R&D plan and the improvements of the R&D organization structure / management.

In response to the JAEA's request, the Committee assessed the research program of the Nuclear Science and Engineering Directorate (hereinafter referred to as "NSED") during the period of three years from October 2005 to August 2008. The Committee evaluated the management and research activities of the NSED.

ACROSS (Accurately Controlled Routinely Operated Signal System) has developed to acquire the detailed information on the tectonically active zone. The technology for example the transmission and receiving technique, the data analysis and the interpretation technique of the ACROSS signal, is able to apply not only to seismology but also to other field. We considered the ACROSS technology may apply to the engineering technology of the MIU project, for example monitoring of the change of the geological environment around shafts and also the strength of the shaft concrete itself. It is planned that the examination for three years will be made from fiscal year 2007. The first year is expansion of the network of observation stations, the second year is data acquisition and last year is the analysis of data and evaluation of the ACROSS. In this report, we describe the results of fundamental studies of the ACROSS and the preliminary processing results obtained from the ACROSS observation stations which were prepared in fiscal year 2007 and 2008.

JAEA asked the advisory committee "Evaluation Committee of Research and Development Activities for Advanced Nuclear System / Nuclear Fuel Cycle Technology" (the Committee) to assess "R&Ds program on Monju Reactor and its related R&Ds" in JFY2009, in accordance with "General Guideline for the Evaluation of Government R&D Activities" by Japanese Cabinet Office, "Guideline for Evaluation of R&D in MEXT" and "Regulation on Conduct for Evaluation of R&D Activities" by JAEA. JAEA has made "R&Ds program on Monju Reactor and its related R&Ds" and established its management organization. In response to that, the Committee assessed the program and the organization in terms of technical and management standpoints. The Committee has suggested significant factors to accomplish the JAEA R&D plan. The R&Ds on Monju reactor are essential for the Fact project and future demonstration/commercialized relaters. The committee hopes higher results are achieved by adopting the suggestions.
