Advanced Thermal Reactor (ATR) FUGEN was operated for about 25 years, and now has been proceeding decommissioning after the approval of the decommissioning plan in Feb. 2008. The reactor, heavy water system and helium system are contaminated by tritium because of neutron absorption of heavy water, which is a moderator. Before dismantling these facilities, it is necessary to remove tritium from them for not only reducing the amount of tritium released to surrounding environment and the risk of internal exposure by tritium but also ensuring the workability. In first phase of decommissioning (Heavy Water and Other system Decontamination Period), tritium decontamination of the reactor, heavy water system and helium system started in 2008 and completed in 2018. This report shows the results of tritium decontamination of the reactor, heavy water system and helium system.

Japan Atomic Energy Agency is strongly promoting business process re-engineering (BPR) of the entire organization in order to achieve more efficient, centralized and IT-style work. As part of this BPR, we have been studying the introduction of robotic process automation (RPA), which has been making remarkable progress in recent years, in order to further streamline and improve efficiency mainly for administrative work. In order to implement an appropriate RPA, the characteristics of each RPA software were clarified by investigating the functions of major RPA software and developing sample robots. Furthermore, we categorized various tasks that are expected to utilize RPA software and examined the application of RPA software to each business pattern.

Study on control rod model in HTTR core analysis

The influence of the control rod model on the nuclear characteristics of the HTTR has been evaluated, by creating detailed control rod model, in which geometric shape was close to that of the actual control rod structure, in MVP code. According to refinement of the control rod model, the critical control rod position was 11 mm lower than that of the conventional model, and this was close to the measured value of 1775 mm. The reactivity absorbed by the shock absorber located at the tip of the control rod was 0.2%$$Delta$$k/k, and this was 14 mm difference at the critical control rod position. Considering the effect of refinement of the control rod and the effect of the shock absorber, the correction amount for the analysis value in SRAC code due to the shape effect of the control rod, is -0.05%$$Delta$$k/k in reactivity, and -3 mm in the critical control rod position at low temperature criticality.

Maintenance and Operation Section for Remote Control Equipment in Naraha Center for Remote Control Technology Development is the main part of the nuclear emergency response team of JAEA deal with Act on Special Measures Concerning Nuclear Emergency Preparedness. The section needs to remodel crawler-type robots for tasks, crawler-type scouting robots, and so on. About two crawler-type robots for tasks, the section designed and mounted advanced wireless communication equipment on manipulators mounted on the two robots. The crawler part of the robot has been able to be controlled by way of the new equipment, and when it is broken down, it can be changed by way of an original equipment. And the new equipment makes a single relay robot controllable both the crawler part and the manipulator part of the robot, in case of wireless relay robots being needed. And after checking the ability and characteristic about 5 wireless communication equipment, the section chose and mounted the best equipment on one crawler-type scouting robot. This report shows design and mounting advanced wireless communication equipment on the two crawler-type robots for tasks and on the one crawler-type scouting robot.

As a summer holiday practical training 2019, the feasibility study for nuclear design of a nuclear battery using HTTR core was carried out, and the $$^{235}$$U enrichment and burnable poison of the fuel, which enables continuous operation for 30 years with thermal power of 5 MW, were studied by the MVP-BURN. As a result, it is clear that a fuel with $$^{235}$$U enrichment of 12%, radius of burnable poison and natural boron concentration of 1.5 cm and 2wt% are required. As a next step, the downsizing of core will be studied.

Partitioning and transmutation technology division is planning to measure fission rate ratios that contribute to validate nuclear data of minor actinides (MA). For this purpose, MA sources for fission chambers were prepared using electrodeposition method. The radioactivity of each MA source was quantified, and its uncertainty was evaluated. Seven types of MA sources with different radioactivity were prepared using four nuclides of $$^{237}$$Np, $$^{241}$$Am, $$^{243}$$Am, and $$^{244}$$Cm. A $$^{244}$$Cm source solution of which radioactivity was quantified by isotope dilution method was used to prepare working standard sources of $$^{244}$$Cm. The radioactivities were quantified as 1461 Bq, 2179 Bq, and 2938 Bq for $$^{237}$$Np sources, 1.428 MBq for $$^{241}$$Am source, 370.5 kBq and 89.57 kBq for $$^{243}$$Am sources, and 2.327 MBq for $$^{244}$$Cm source with, the uncertainty of 0.35% (1$$sigma$$). This report summarizes the method for preparation and quantification of MA sources, and uncertainty evaluation.

In response to new standard for regulating research and test reactor which is enforced December 18, 2013, it was carried out assessment of the probability of aircraft crashing for HTTR. According to assessment method provided in the Assessment Criteria of the Probability of Aircraft Crashing on Commercial Power Reactor Facilities, assessment was conducted targeting reactor building, spent fuel storage building and cooling tower. As a result, it was confirmed that the probability was 5.98$$times$$10$$^{-8}$$, which is lower than the assessment criteria 10$$^{-7}$$.

The Uranium Enrichment Laboratory in the Japan Atomic Energy Agency (JAEA) was constructed in 1972 for the purpose of uranium enrichment research. The smoke emitting accident on 1989 and the fire accident on 1997 had been happened in this facility. The research on uranium enrichment was completed in JFY1998. The decommissioning work was started including the transfer of the nuclear fuel material to the other facility in JFY2012. The decommissioning work was completed in JFY2019 which are consisting of removing the hood, dismantlement of wall and ceiling with contamination caused by fire accident. The releasing the controlled area was performed after the confirmation of any contamination is not remained in the target area. The radioactive waste was generated while decommissioning, burnable and non-flammable are 1.7t and 69.5t respectively. The Laboratory will be used as a general facility for cold experiments.

There is growing concern that recent rapid changes in climate and environment could have a significant influence on carbon cycling in terrestrial ecosystems (especially forest ecosystems) and could consequently lead to a positive feedback for global warming. The magnitude and timing of this feedback remain highly uncertain largely due to a lack of quantitative understanding of the dynamics of organic carbon stored in soils and its responses to changes in climate and environment. The tracing of radiocarbon (natural and bomb-derived $$^{14}$$C) and stable carbon ($$^{13}$$C) isotopes through terrestrial ecosystems can be a powerful tool for studying soil organic carbon (SOC) dynamics. The primary aim of this guide is to promote the use of isotope-based approaches to improve our understanding of the carbon cycling in soils, particularly in the Asian region. The guide covers practical methods of soil sampling; treatment and fractionation of soil samples; preparation of soil samples for $$^{13}$$C (and stable nitrogen isotope, $$^{15}$$N) and $$^{14}$$C analyses; and $$^{13}$$C, $$^{15}$$N, and $$^{14}$$C measurements by the use of isotope ratio mass spectrometry and accelerator mass spectrometry (AMS). The guide briefly introduces ways to report $$^{14}$$C data, which are frequently used for soil carbon cycling studies. The guide also reports results of a case study conducted in a Japanese forest ecosystem, as a practical application of the use of isotope-based approaches. This guide is mainly intended for researchers who are interested but are not experienced in this research field. The guide will hopefully encourage readers to participate in soil carbon cycling studies, including field works, laboratory experiments, isotope analyses, and discussions with great interest.

Japan Atomic Energy Agency (JAEA) has completed the introduction of a new frame work of safety, maintenance and quality management activities under the new acts on the Regulation of nuclear source material, nuclear fuel material and reactors since April 2020, in consideration of variety, specialty and similarity of nuclear facilities of JAEA (Power reactor in the research and development stage, Reprocessing facility, Fabrication facility, Waste treatment facility, Waste burial facility, Research reactor and Nuclear fuel material usage facility). The JAEA task forces on new nuclear regulatory inspection systems prepared new guidelines on (1) Safety and maintenance, (2) Independent inspection, (3) Welding inspection, (4) Free-access response, (5) Performance indicators and (6) Corrective action program for the JAEA's nuclear facilities. New Quality management systems and new Safety regulations were also prepared as a typical pattern of these facilities. JAEA will steadily improve these guidelines, quality management systems and safety regulations, reviewing the official activities under the new regulatory inspection system together with the Nuclear Regulation Authority and other nuclear operators.

Investigations on distribution of radioactive substances owing to the Fukushima Dai-ichi Nuclear Power Station Accident in the fiscal year 2019 (Contract research)

This report presents results of the investigations on the distribution-mapping project of radioactive substances owing to TEPCO Fukushima Daiichi Nuclear Power Station (FDNPS) conducted in FY2019. Car-borne surveys, a flat ground measurement using survey meters, a walk survey and an unmanned helicopter survey were carried out to obtain air dose rate data. Air dose rate distribution maps were created and temporal changes of the air dose rates were analyzed. Regarding radiocesium deposition into the ground, surveys on depth profile of radiocesium and in-situ measurements were performed. Based on these measurement results, effective half-lives of the temporal changes in the air dose rates and the deposition were evaluated. In the examination of scoring to classify the importance of measurement points, we created a score map of Fukushima Prefecture and that within 80 km from the FDNPS based on the "score" method developed in 2018. The way of monitoring radioactive materials in land area was examined and the representativeness of monitoring points was proposed. Using the Bayesian hierarchical modeling approach, we obtained maps that integrated the air dose rate distribution data obtained from aircraft monitoring, car-borne surveys, and walk surveys with respect to the region within 80 km from the FDNPS and Fukushima Prefecture. The measurement results for FY2019 were published on the "Expansion Site of Distribution Map of Radiation Dose", and measurement data were stored as CSV format. Radiation monitoring and analysis of environmental samples owing to the comprehensive radiation monitoring plan were carried out.

This report describes the test procedures for evaluating running performances of remotely operated robot utilized for nuclear emergency responses and decommissioning. After the accident at Fukushima Daiichi Nuclear Power Station of the Tokyo Electric Power Company Holdings Inc. (FDNPS) occurred, remotely operated robots have been deployed and utilized in the response tasks. Such post-accident work experience and lessons learned are very valuable for developing the robots in the future. Therefore, we were motivated to develop the test methods for performance evaluation of the robot by referring with such experiences and lessons. Based on our examinations, in order to execute the response and decommissioning tasks, the robots are required to run through the space without enough margin and avoiding collisions, to move on stairs while avoiding tumbling or falling down and to drag a cable while avoiding problems caused by the cable entwining around objects. This report describes three test procedures for quantitatively evaluating the performances which are for running narrow passage, climbing up/down on the stairs and running with dragging the cable. Typical course layout and the demonstration of test running are also illustrated for the references.

The section needs to train operators from every nuclear facility in JAEA to control crawler-type robots, and so on. A driving training of a crawler-type robot used a reciprocating passage (U-shaped passage look from above) is one of the important training programs. The section always assembled a reciprocating passage with borrowed parts from other sections for every training of being used the passage. The section designed and produced training-way system included a reciprocating passage with stairs in 2019 fiscal year. The system makes the section members labor-saving, possible to set any time for training and diverse training-ways with easy assembling system. JAEA has dismantled equipment and instrument in the JAERI's Reprocessing Test Facility (JRTF) since 1996 as a part of its decommissioning. Starting in JFY 2007, in the annex building B which stored liquid waste generated in wet reprocessing tests, the liquid waste storage tank LV-1 installed in the LV-1 room of the first basement was dismantled with the in situ dismantling method. The dismantling preparation work is described in this report. Data on manpower, radiation control, and waste in the preparation work were collected, and its work efficiency was analyzed.

By the nuclear disaster of Fukushima Daiichi Nuclear Power Station (FDNPS), Tokyo Electric Power Company (TEPCO), caused by the Great East Japan Earthquake and the following tsunami on March 11, 2011, a large amount of radioactive material was released from the FDNPS. After the nuclear disaster, airborne radiation monitoring using manned helicopter has been conducted around FDNPS. The results in the fiscal 2019 were summarized in this report. Analysis taken topographical effects into consideration was applied to the result of airborne monitoring to improve the precision of conventional method. In addition, discrimination method of gamma rays from Rn-progenies was also utilized to evaluate their effect on aerial radiation monitoring.

A large amount of radioactive material was released by the nuclear disaster of Fukushima Daiichi Nuclear Power Station (FDNPS), Tokyo Electric Power Company, caused by the Great East Japan Earthquake and the following tsunami on March 11, 2011. After the nuclear disaster, airborne radiation monitoring using manned helicopter has been utilized to grasp rapidly and widely the distribution of the radioactive materials around FDNPS. We prepare the data of background radiation dose, geomorphic characteristics and the controlled airspace around nuclear facilities of the whole country in order to make effective use of the monitoring technique as a way of emergency radiation monitoring and supply the results during accidents of the facilities. Furthermore, the airborne radiation monitoring has been conducted in Integrated Nuclear Emergency Response Drill to increase effectiveness of the monitoring. This report is summarized that the knowledge as noted above achieved by the aerial radiation monitoring around Higashidori nuclear power station, the nuclear fuel reprocessing plant in Rokkasho village and Shika nuclear power station, the full details of the aerial radiation monitoring in Integrated Nuclear Emergency Response Drill in the fiscal 2019. In addition, examination's progress aimed at introduction of airborne radiation monitoring using unmanned helicopter during nuclear disaster and the technical issues are summarized in this report.

The decommissioning is currently in progress at the prototype fast breeder reactor Monju. Fuel assemblies will be taken out of its core for the first step of the great task. Fuel assemblies stand on their own spike plugged into a socket on the core support plate and support with adjacent assemblies through their housing pads each other, resulting in steady core structure. For this reason, some substitutive assemblies are necessary for the purpose of discharging the fuel assemblies of the core. Monju side commissioned, therefore, Plutonium Fuel Development Center to manufacture the substitutive assemblies and the Center accepted it. This report gives descriptions of design, manufacture, and shipment in regard to the substitutive assemblies.

By collecting the entire experimental data, it became easy to appropriately record the test environment during the corrosion test of materials and to analyze the changes and transients during continuous operation from various viewpoints. On the other hand, in a long-term test, the large number of measurement data were recorded, which requires long time for data processing and data extraction for analyses. In addition, it is necessary to pay attention to organize the data collected by different data formats. To solve these problems, a processing tool were produced to extract and process the data efficiently from the sequencer installed in the lead-bismuth test device.

Among the canal underwater equipment of HR-1, seismic evaluations of the canal side wall parts and the canal bottom surface parts were carried out for the insertion device, take-out device and decay tank. As a result, it was confirmed that the equipments have sufficient seismic resistances because the maximum stress of the canal side wall joint, the bolt portion of the canal bottom joint, and the fillet weld are within the allowable stress.

The 3 GeV rapid cycling synchrotron of Japan Proton Accelerator Research Complex (J-PARC) uses a large number of electromagnet power supplies in order to generate a high-intensity beam of 1 MW. These devices have been specially developed to meet the required specifications of the proton beams. Ten years have passed since the 3 GeV synchrotron had started operation, and we need to replace and update of the components due to failures caused by the aging deterioration. Since the J-PARC is used by many users, it is quite important to recover as soon as possible when a trouble occurs. However, we often spend lots of time to investigate the status and cause of the problem, then it results in the delay of recovery work. One of the major reasons is due to the differences in the manufacturers of sensors and monitors. Therefore, we have to create a manual for each power supply and prepare some exclusive tools. However, troubles rarely occur in the same state and situation, so we have to rely on the experience and knowledge. Even for power supplies with different purposes and specifications, some components, such as sensors, can be shared in many cases. In addition, if the concept of the interlock system, for monitoring the status of the power supply and detecting malfunctions, is shared between the different power supplies, the method and response for failure investigation can be standardized. By using a device with good maintainability, the accelerator operation will be more stable and reliable. In this report, we introduce the necessity of sharing the design concept and common parts. We also explain the basic design model for safety and reliability, using an example of manufacturing an electromagnet power supply for the 3 GeV synchrotron.

Design and demonstration of the prototype nitrogen circulation refining system for nitride fuel fabrication (Contract research)

Partitioning and transmutation of minor actinides (MA) is an important issue to reduce volume and radio-toxicity of high-level radioactive wastes. In Nuclear Science Research Institute, we have been carrying out R&D on MA-bearing nitride fuel for accelerator driven system. In the actual nitride fuel fabrication process, a special nitrogen gas highly enriched with $$^{15}$$N is required to avoid $$^{14}$$C production from $$^{14}$$N by (n,p) reaction in the fuel. For the economical use of such expensive gas, we need a nitrogen circulation refining system that can remove carbon monoxide (CO) evolved by carbothermic nitridation of oxides and can use the nitrogen gas in the closed system without loss. To develop the system, at first we listed up the performance requirements, and then designed and assembled a prototype system for laboratory-scale demonstration. The system consists of CO removal unit and circulation unit that can automatically keep the system pressure and the gas flow rate constant. As a result of demonstration on the nitridation of oxide, both units completely satisfy the requirements. We confirmed that the concept can be applied to the actual fuel fabrication with further additional function such as automatic hydrogen feed for the control of decarburization.

Development of fireproof sheet on glove box panels

Plutonium Fuel Production Facility was built in 1988 for the purpose of mainly producing MOX fuel of the prototype fast breeder reactor MONJU, and large glove boxes were installed for handling unsealed nuclear fuel material remotely. The panels of these glove boxes are made of acrylic, except for those installed after December 2013. For fires inside the glove box, automatic fire extinguishing systems using halides have been introduced since the beginning of construction, but for fires outside the glove box, there have been issues with direct measures for acrylic. Therefore, we have developed a fireproof sheet that mitigates the effect of fire outside the glove box on the panels as much as possible. As a result, fire-retardant sheets have been selected and attached to the glove box panels. We conducted a flammability test of the acrylic plate attached with these fireproof sheets and a usage environment influence test of fireproof sheets, and obtained good results. In addition, we set up a working group in the Plutonium Fuel Development Center in view of reducing external exposure during the work of attaching fireproof sheets, in which we discussed and examined the work procedure, and summarized it in the basic procedure manual.

Manufacturing miniature beam window for accelerator-driven system by cutting T91 steel

As a part of partitioning and transmutation technology development to reduce the burden of radioactive disposal, an investigation of Accelerator-Driven System (ADS) has been performed by Japan Atomic Energy Agency. A beam window, which is an inherent structure of the ADS, is planned to be made from T91 steel and its shape is a thin hemisphere shell. However, it had never been tried to manufacture it out of T91 steel. In this investigation, we tried to manufacture miniature beam windows by cutting T91 steel, and to discuss the process, manufacturing accuracy and geometry measurement methods. As a result, considering a real scale ADS beam window, a figure error between designing and machining ones is estimated to be about 5%. Its effect would be very small to the structural strength.
