It is challenging to clearly distinguish the impacts of the optical field and collisional ionization in the evolution of the charge state of a plasma produced when matter interacts with high-intensity laser pulses. In this work, time-dependent calculations of plasma kinetics are used to show that it is possible only when low-density gaseous targets with sufficiently small clusters are used. In the case of Ar plasma, the upper limit of the cluster radius was estimated to be $$R_0 = 0.1 mu$$m.

For the improvement of the structural integrity assessment methodology on reactor pressure vessels (RPVs), the probabilistic fracture mechanics (PFM) analysis code PASCAL has been developed and improved in Japan Atomic Energy Agency based on the latest knowledge. The PASCAL code evaluates the failure probabilities and frequencies of Japanese RPVs under transient events such as pressure thermal shock considering neutron irradiation embrittlement. In order to confirm the reliability of the PASCAL as a domestic standard code and to promote the application of PFM on the domestic structural integrity assessments of RPVs, it is important to perform verification activities, and summarize the verification processes and results as a document. On the basis of these backgrounds, we established a working group, composed of experts on this field besides the developers, on the verification of the PASCAL module and the source program of PASCAL was released to the members of working group. This report summarizes the activities of the working group on the verification of PASCAL in FY2016 and FY2017.

We assessed the repeatability and reproducibility of methods for determining low dissolved radiocesium concentrations in freshwater in Fukushima. Twenty-one laboratories pre-concentrated three of 10 L samples by five different pre-concentration methods (prussian-blue-impregnated filter cartridges, coprecipitation with ammonium phosphomolybdate, evaporation, solid-phase extraction disks, and ion-exchange resin columns), and activity of radiocesium was measured. The z-scores for all of the $$^{137}$$Cs results were within $$pm$$2, indicating that the methods were accurate. The relative standard deviations (RSDs) indicating the variability in the results from different laboratories were larger than the RSDs indicating the variability in the results from each separate laboratory.

We measured the X-ray absorption spectra of amorphous alumina with vacancy-type oxygen defects which exhibits the resistance random access memory effect. For the first time, we detected changes in the electronic structure owing to the memory effect. A major difference in spectrum was observed near the O K-absorption edge.

Accidental actions on building structures involve impact and explosion loads. The design loads due to impact are determined by experiment data, impact simulation and energetics approach. These loads are presented in the form of load-time (F-t) curves caused by collision and explosion. It is assumed that the structure is rigid and immovable and that impacting body absorbs all the energy (i.e., hard impact condition is supposed), because this assumption gives conservative results in general. Responses of individual structural members directly-subjected to an impulsive load are evaluated. These responses are classified into three types; impulsive response, dynamic response, and quasi-static response. The maximum responses are basically estimated by direct integration method with a single-degree-of-freedom (SDOF) model. The procedure of the SDOF modelling based on the classification of types of members and failure modes is proposed in AIJ guideline.

Some design examples are presented to evaluate the shock-resistant performance of target buildings to confirm the applicability of the design criteria of AIJ guideline. Dynamic analyses are performed using SDOF model of an individual member on which an impulsive load is acting. Furthermore, analyses are performed using finite element model for the same member, and the results are compared to the results of the corresponding SDOF model for validation. Frame building structure model which is supposed to be located at the corner of a crossroad is investigated as an example. Dynamic responses and the corresponding damage states are illustrated for this building subjected to shock loads due to road vehicle crashes. As a non-structure member case, examples of window glass destruction subjected to internal and external gas explosions are presented.

Radioactive isotope, nuclear fuel material and radiation generators are utilized in research institutes, universities, hospitals, private enterprises, etc. As a result, various low-level radioactive wastes (hereinafter referred to as non-nuclear radioactive wastes) are produced. Disposal site for non-nuclear radioactive wastes have not been settled yet and those wastes are stored in storage facilities of each operator for a long period. The Advanced Volume Reduction Facilities (AVRF) are built to produce waste packages so that they satisfy requirements for shallow underground disposal. In the AVRF, low-level beta-gamma solid radioactive wastes produced in the Nuclear Science Research Institute are mainly treated. To produce waste packages meeting requirements for disposal safely and efficiently, it is necessary to cut large radioactive wastes into pieces of suitable size and segregate those depending on their types of material. This report summarizes activities of pretreatment to dispose of non-nuclear radioactive wastes in the AVRF.

The proton linac installed in the Ibaraki Neutron Medical Research Center is used for production of the intense neutron flux for the Boron Neutron Capture Therapy (BNCT). The linac consists of the 3-MeV RFQ and the 8-MeV DTL. Design average beam current is 10mA. Target is made of Beryllium. First neutron production from the Beryllium target was observed at the end of 2015 with the low intensity beam as a demonstration. After the observation of neutron production, a lot of improvement s was carried out in order to increase the proton beam intensity for the real beam commissioning. The beam commissioning has been started on May 2016. The status of the commissioning is summarized in this report.

Domain structure and electronic state in P3HT:PCBM blend thin films by soft X-ray resonant scattering

We performed soft X-ray resonant scattering experiments on P3HT:PCBM blend thin films to reveal the domain structure and electronic state, where P3HT and PCBM mean regioregular poly (3-hexylthiophene) and [6,6]-phenyl-C61-buteric acid methyl ester, respectively. We measured two films, where chloroform (CF sample) and 1,2-dichlorobenzene (DCB sample) are used as solvents in the fabrication process. There is negligible X-ray incident angle dependence of the X-ray absorption spectra at the S $$K$$-absorption edge in the CF sample, whereas the DCB sample exhibits clear incident angle dependence. We obtained the wave-number resolved spectra at $mbox{boldmath $Q$}$ = (1, 0, 0) for P3HT molecules in both samples. The packing growth of P3HT molecules is revealed to be much more developed in the DCB sample than the CF sample. In addition, the electronic structure at local sulfur element sites clearly changes for both of the samples.

This report is that the Sector of Decommissioning and Radioactive Waste Management has summarized the results of the decommissioning technology development and decommissioning of nuclear facilities which were carried out in the second medium-term plan.
