原子炉等規制法改正に伴うJAEAの核物質防護措置強化の対応について

Enhancement of physical protection measure at JAEA based on the revised nuclear reactor regulation law

国際原子力機関(IAEA)の最新勧告であるINFCIRC/225/Rev.4の内容を取り入れ核物質防護強化を目的とした原子炉等規制法改正が平成17年12月に施行された。法令改正の主要点は、(1)守秘義務制度の導入,(2)核物質防護検査の実施及び(3)設計基礎脅威(DBT)の導入である。この法令改正に対して、JAEAとしては、(a)守秘義務制度の導入に伴う核物質防護情報の管理を徹底するための情報管理要領の策定,(b)国から提示されたDBTに対する核物質防護措置の評価,(c)評価結果をもとに核物質防護措置の強化を実施した。また、国による核物質防護規定の遵守状況及び防護措置に対する核物質防護検査を受検し、検査結果を反映した追加の対応措置を実施した。本報告では、原子炉等規制法改正法のポイントと改正法による規制当局による指導の概要並びにJAEAの対応状況の概要について紹介する。

The revised Nuclear Reactor Regulation Law aiming at strengthening of the physical protection taking into account of INFCIRC/225/Rev.4 requirement, which is the latest recommendations by IAEA was enforced in December, 2005. The primary points of revised law are (1) introduction of confidentiality on physical protection, (2) implementation of physical protection inspection, and (3) introduction of Design Basis Threat (DBT). In this report, it introduces about the point of the revised Nuclear Reactor Regulation Law, the overview of the instruction by regulatory authority and the overview of corresponding measure by JAEA.
