日本における原子力緊急時対応のための教育・訓練

このワークショップにおいて、日本の原子力防災のために行われている教育及び訓練を紹介する。はじめに、日本の原子力防災の法体系及びガイドラインの概要を説明しその仕組みを紹介する。さらに、国,地方公共団体及び事業者が持つそれぞれの責任の分担,緊急時対策例,緊急事態の区分を紹介する。我が国の原子力防災のために行われる教育と訓練は、ガイドラインがその内容を推奨している。このガイドラインに基づき緊急事態対応者に提供されている教育,訓練のリストを紹介する。緊急時対応の拠点として国内に設置されたオフサイトセンターは原子力緊急時には、情報共有と関係機関の調整に重要な役割を果たしている。ワークショップでは、訓練事例として国の総合訓練事例とその前に行うオフサイトセンターでの機能班訓練について紹介する。

In the workshop, education and training which are performed for nuclear disaster prevention in Japan are introduced. Firstly, present legal background and guideline of Japanese nuclear disaster prevention countermeasures are introduced. And the functions of response organization such as national government, local government and licensees are described. The guideline of nuclear disaster prevention countermeasure recommends the content of education and training that should be carried out. The list of education and training course are presented based on the guideline. The Off-Site Center is established as a facility for the immediate emergency countermeasure base. The activity at the Off-Site center is important to collect, share and issue the information. Lastly the national exercise and the functional group drill are introduced as examples of training.
