Development of centers of excellence play major role in international capacity building

国際的なキャパシティ・ビルディングにおける主要な役割を果たすセンターオブエクセレンスの開発

核不拡散・核セキュリティ総合支援センター(ISCN)は2010年12月に原子力機構に設置された。原子力の平和利用における日本の知識と経験を最大限に活かして、米国エネルギー省やサンディア国立研究所、IAEAやそのほかの国との協力を進めながら、ISCNは核不拡散と核セキュリティを強化するためにアジア諸国に対して大きな貢献を果たしている。この論文では、日本政府の支援のもと、当初の設置計画、関係機関との協力活動、迅速な立ち上げと国際的に高く評価されているISCNで使われているキャパシティビルディングの手法について説明する。また、これまでに経験した課題やサンディア国立研究所やIAEAやそのほかの機関との協力がISCNの設置にあたっての貴重な資源を提供してきたことを説明する。

ISCN was established under JAEA in December 2010. Making use of Japan's knowledge and experience in peaceful uses of nuclear energy, and in collaboration with the U.S. Department of Energy/Sandia National Laboratories, the IAEA, and other countries, ISCN now significantly contributes to strengthening nuclear nonproliferation and nuclear security in Asian countries. This paper will present the initiating and planning activities, the cooperation and collaboration efforts, and the identification of the capacity-building techniques that were used for the highly successful and rapid establishment of ISCN as an internationally recognized COE. The initiating and planning efforts, with the support of the Japanese government. Significant challenges were identified and addressed. The collaboration efforts with the experience base at Sandia National Laboratories and the cooperation with the IAEA and other organizations provided valuable resources to support the development of ISCN's capabilities.
