Capacity building in safeguards implementation focusing on the support to the small quantities protocols states

IAEAは核物質を少量しか保有しない国に対し、包括的保障措置協定(CSA)の義務履行により生じる負担を保留する効果を持つ少量議定書(SQP)を起草した。しかし、査察の権限拡大などを理由に2005年にSQPは改訂された。今日では、修正SQPを締結していないにもかかわらず、CSAの義務に基づいた申告を怠っている国が48か国も存在する。本発表は、SQPの修正により生じた問題点を明確にした後、そのような状況を打開するためにとられるべき措置及びISCNがIAEAの保障措置実施体制を強化するためにどのような貢献ができるか検討するものである。

The Small Quantities Protocol (SQP), which has the effect of holding in abeyance the implementation of most of the safeguards measures listed on the Comprehensive Safeguards Agreement, was drafted by the IAEA secretariat in order to lighten the burden of NNWS who have littled burden of non-nuclear material. Due to the few inspection rights, however, the SQP was modified in 2005. Today there are 48 NNWS that have lost their status of the SQP, but still have not concluded declaration under the CSA. This presentation will first enlighten the issue that arose from the modification of the SQP, followed by the measurements that should be taken and the contribution of ISCN to the IAEA's infrastructure development support for safeguards implementation.
