What we have learned from the Fukushima Daiichi accident on emergency preparedness and response

The legislative framework of the nuclear emergency response system in Japan had been established, but a clear concept of operation in emergency response planning had not been shared between the relevant organizations. During the early stage of an emergency, a predetermined quick response is required due to the lack of information obtained and major uncertainty. At the later stage, on-going stakeholder involvement becomes increasingly important to make arrangements for preparing recovery. The Fukushima Daiichi accident provided us with a good opportunity to identify such a common understanding of the emergency management timeline in the international community of emergency preparedness and response. This presentation will present what we have learned from the Fukushima Daiichi Nuclear Power Plants accident to improve adequate preparedness to effectively respond to a severe nuclear accident.
