Strengthening response capabilities; Development of TTX training for nuclear facilities in Japan

原子力機構核不拡散・核セキュリティ総合支援センター(ISCN)は、米国エネルギー省国家核安全保障局(NNSA)及びサンディア国立研究所(SNL)の協力を得て国内向けの図上演習(TTX)トレーニングコースを開発し、最初のパイロットコースを2015年12月に原子力発電所において成功裏に実施した。本論文では、ISCNがどのように原子力施設向けのTTXコースを開発したのか、コースの設計と実施の段階で得たグッドプラクティスと課題について説明する。

The Integrated Support Center for Nuclear Nonproliferation and Nuclear Security (ISCN) of Japan Atomic Energy Agency (JAEA) of Japan developed a national training course on the tabletop exercise (TTX), with the support of National Nuclear Security Administration of United States Department of Energy (DOE/NNSA) and the Sandia National Laboratories (SNL), and successfully conducted the first pilot course at a nuclear power plant in Japan in December, 2015. This paper will describe how ISCN developed the TTX course for that facility with good practices and challenges associated with the course design and implementing process.
