ISCNのINFCIRC/225/Rev.5普遍化促進活動について

ISCNは、核セキュリティ分野の人材育成支援事業に関して、特にIAEA勧告文書INFCIRC/225/Rev.5に基づいた物理的防護の実施確保を目指して各種トレーニング等を実施してきた。当該勧告文書の内容理解促進を目的としたトレーニングの実施、物理的防護システム(PPS)の設計と評価に関するトレーニングコース、Rev.5で強調される核セキュリティ文化、内部脅威、コンピュータセキュリティに関するトレーニングコース等が該当するほか、導入的なセミナー等でもRev.5を紹介するなど発信。また、コースの開発・実施の中で、より効果的な人材育成を目指して、カリキュラム及び教材(講義資料、演習問題、理解度確認テスト)、ケーススタディを含むディスカッションセッション、トレーニングツール(PP実習フィールド、VR)の開発、これらを実施するためのインストラクターのスキルの確保等を行ってきた。人材育成支援を通してRev.5の普遍化に貢献してきた経験を発表する。

As a regional Center of Excellence (COE) on nuclear security in Asia, Integrated Support Center for Nuclear Nonproliferation and Nuclear Security (ISCN) of Japan Atomic Energy Agency has been supporting IAEA and international community to promote universalization of IAEA's nuclear security recommendations (INFCIRC/225/Revision 5 or Nuclear Security Series 13 (NSS 13)) through its activities. ISCN provided its workshop materials which ISCN developed jointly with the US Department of Energy (DOE) to IAEA; ISCN contributed to develop the first 5-day training course of IAEA; ISCN developed the training tools such as Physical Protection Exercise Field and Virtual Reality system at ISCN to enhance the effectiveness of the training and promote understanding of NSS 13 recommendations; and ISCN complements IAEA's activities by assisting other Member States in Asia to build their own capacity for implementing recommendations of NSS 13.
