This study demonstrates that a decision-making process utilising "the veil of ignorance" concept, defined in process terms as beginning from a blank slate encompassing the entire country as potential sites and shortlisting candidate sites based on scientific (geological) safety, promotes public acceptance of siting a repository for the geological disposal of high-level radioactive waste and fosters procedural fairness.

The sum of spectroscopic factors of orbital is found to be 1.0 0.3. The result shows that the O core of F nucleus significantly differs from a free O nucleus, and the core consists of 35% O, and 65% excited O. The result shows that the O core of F nucleus significantly differs from a free O nucleus. The result may infer that the addition of the proton considerably changes the neutron structure in F from that in O, which could be a possible mechanism responsible for the oxygen dripline anomaly.

One reason of not being decided a candidate site for geological disposal of high level radioactive waste is that strong opposition occurs once a name of the place where residents live even if they can understand the necessity of the facility. Therefore, we hypothesized that people would accept the decision if they consent the decision way beforehand under the condition everyone can be involved in as a potential interest party (the ignorance of veil). A hypothetical scenario survey was conducted in Japan. The results revealed that the decision way and the decision under the ignorance of veil were likely to be accepted more than the current decision way even if they became candidate site. Moreover, the decision way under the ignorance of veil was evaluated higher procedural fairness, while the current way was low procedural fairness.

This paper gives an outline of the current status of uranium measurements and their related techniques at the Ningyo-toge Environmental Engineering Center of Japan Atomic Energy Agency. The JAWAS-N and the Q system have been adopted to evaluate uranium contents in the wastes. About 10 g or more of uranium in a 200 drum can be evaluated by these systems. The equivalent model developed to correct the evaluation results with Q system is not available to less than dozens of grams of uranium in a 200 L drum. The paper illustrates the advantage of use of the improved equivalent model which evaluates uranium content from full energy peak of 1001 keV and its Compton spectrum in order to correct the inhomogeneous distribution of uranium in measuring objects. The use of model achieved the limit of uranium quantitative determination under one tenth of those of previous evaluation methods. To determine U, it was demonstrated that the shielding factor, for evaluation of 1001 keV -ray is also possible to use for evaluation of 186 keV -ray. The measurement systems adopting the model have been introduced to other nuclear operators in Japan. In addition, it is also examined to use for clearance. As a related technique, feasibility studies on machine learning algorithms have been performed to classify the waste drums depending on their -ray spectrum.

This annual report documents the progress of research and development (R&D) in the 1st fiscal year during the JAEA 3rd Mid- and Long-term Plan (fiscal years 2015-2021) to provide the scientific base for assessing geosphere stability for long-term isolation of the high-level radioactive waste. The planned framework is structured into the following categories: (1) Development and systematization of investigation techniques, (2) Development of models for long-term estimation and effective assessment, (3) Development of dating techniques. In this paper, the current status of R&D activities with previous scientific and technological progress is summarized.

JAEA-Review 2015-012, 43 Pages, 2015/08
The concept of geological disposal of high-level radioactive waste (HLW) in Japan is based on a multibarrier system which combines a stable geological environment with an engineered barrier system. Potential geological host formations and their surroundings are chosen, in particular, for their long-term stability, taking into account the fact that Japan is located in tectonically active zone. This report is to outline 7 years plan (fiscal years 2015-2021) of research and development (R&D) for geosphere stability for long-term isolation of the HLW in JAEA. Background of this research is clarified with the necessity and the significance, and the past progress in this report. The objectives, outline, contents and schedule during the next 7 years are described in detail. In addition, the plan framework is structured into the following categories: (1) Development and Systematization of investigation techniques, (2) Development of models for long-term estimation and effective assessment, (3) Development of dating techniques.
