Nanoindentation based techniques can be employed on minute volumes of material to measure mechanical properties, including Young's modulus, hardness, and creep stress exponents. In this study, (U,Ce)O solid solutions samples are used to develop elevated temperature nanoindentation and nanoindentation creep testing methods for use on mixed oxide fuels. Nanoindentation testing was performed on 3 separate (Ux-1,Cex)O compounds ranging from x equals 0.1 to 0.3 at up to 800 C: their Young's modulus, hardness, and creep stress exponents were evaluated. The Young's modulus decreases in the expected linear manner while the hardness decreases in the expected exponential manner. The nanoindentation creep experiments at 800 C give stress exponent values, n=4.7-6.9, that suggests dislocation motion as the deformation mechanism.

The Collaborative Laboratories for Advanced Decommissioning Science (CLADS), Japan Atomic Energy Agency (JAEA), had been conducting the Nuclear Energy Science & Technology and Human Resource Development Project (hereafter referred to "the Project") in FY2022. The Project aims to contribute to solving problems in the nuclear energy field represented by the decommissioning of the Fukushima Daiichi Nuclear Power Station, Tokyo Electric Power Company Holdings, Inc. (TEPCO). For this purpose, intelligence was collected from all over the world, and basic research and human resource development were promoted by closely integrating/collaborating knowledge and experiences in various fields beyond the barrier of conventional organizations and research fields. The sponsor of the Project was moved from the Ministry of Education, Culture, Sports, Science and Technology to JAEA since the newly adopted proposals in FY2018. On this occasion, JAEA constructed a new research system where JAEA-academia collaboration is reinforced and medium-to-long term research/development and human resource development contributing to the decommissioning are stably and consecutively implemented. Among the adopted proposals in FY2021, this report summarizes the research results of the "Development of a hybrid method for evaluating the long-term structural soundness of nuclear reactor buildings using response monitoring and damage imaging technologies" conducted in FY2022. The present study aims to develop an evaluation method necessary to obtain a perspective on the long term structural soundness of accident-damaged reactor buildings, where accessibility to work sites is extremely limited due to high radiation dose rate and high contamination. In FY2022, the second year of the three-year plan, some tests and other activities on the following research items were conducted following FY2021, based on the specific research methods and research directions clarified in FY2021.

Austenitic stainless-steel R-SUS304ULC is the structural material of the highly radioactive liquid waste concentrator in Japanese spent fuel reprocessing plant, which treats highly corrosive nitric acid solutions during enrichment operations. The study results show that it is necessary to focus on nitric acid concentrations, oxidizing metal ion concentrations, and decompression boiling as factors that accelerate the corrosion rate of stainless steel because of cathodic reaction activation.

By the accident at Tokyo Electric Power Company's (TEPCO's) Fukushima Daiichi Nuclear Power Station (FDNPS), caused by tsunami triggered by the 2011 off the Pacific coast of Tohoku Earthquake, a large amount of radioactive material was released into the surrounding environment. After the accident, Airborne Radiation Monitoring (ARM) via manned helicopter has been utilized as a method to quickly and extensively measure radiation distribution surrounding FDNPS. In order to utilize ARM and to promptly provide the results during a nuclear emergency, information on background radiation levels, topographical features, and controlled airspace surrounding nationwide nuclear facilities have been prepared in advance. In the fiscal year 2022, we conducted ARM around the Mihama Nuclear Power Station of Kansai Electric Power Company (KEPCO), the Tsuruga Power Station of Japan Atomic Power Company (JAPC), and the Ikata Power Station of Shikoku Electric Power Company (YONDEN), and prepared information on background radiation doses and controlled airspace. In addition, we have developed an aerial radiation detection system via unmanned airplane, which is expected to be an alternative to ARM, during a nuclear emergency. This report summarizes the results and technical issues identified.

Ilmenite structure is retained up to 28 GPa. Structure analysis revealed that FeO and TiO are compressible and less compressible below 8 GPa, respectively. The resistivity is lowest along the Fe-Ti direction that has shortest interatomic distance among all the metal ion pairs. The resistivity in the direction normal to c-axis monotonically decreases with pressure, whereas that along c-axis shows hallow-shape with pressure. Maximum entropy analysis shows that electron configuration of Fe (3) is more strongly changed than Ti (3) under compression. The anisotropic electrical conductivity and non-uniform structure change of Fe-Ti interatomic distance can be explained by the possible spin transition from high-spin state to intermediate-spin state of Fe cation.

The amounts of the residual sodium on the surface of the pins were measured using the three-type test specimens: (a) single pin, (b) 7-pin assembly, and (c) 169-pin assembly. The experiments revealed that the withdrawal speed of the pins and improvement of the sodium wetting increased drastically the amounts of the residual sodium. Furthermore, the experiments using the 169-pin assembly measured the practical amounts of the residual sodium in the dummy fuel assembly of short length and demonstrated sodium draining behavior through the dummy fuel assembly. The estimation method includes four models: a viscosity flow model, Landau-Levich-Derjaguin (LLD) model, an empirical equation related to the Bretherton model, and a capillary force model in a tube. The calculation predicted comparable amounts of the residual sodium with the experiments. An uncertain of the sodium wetting effects were close to 1.8 times the estimation values of the LLD model. With this estimation method, the amounts of the residual sodium on the unloaded Monju dummy fuel assembly can be evaluated.

Dynamic strain aging (DSA) and intergranular stress corrosion cracking (intragranular SCC) occur in high temperature pressurized water simulating a boiling water reactor environment due to changes in dissolved oxygen (DO) content, respectively. In order to clearly understand the difference between these phenomena, the mechanism of their occurrence was summarized. As a result, it was found that DSA due to intragranular cracking occurred in SUS304 stainless steel at low DO 1 ppb, while DSA was suppressed at DO 100 to 8500 ppb due to the formation of oxide films on the surface. On the other hand, when DO was increased to 20000 ppb, the film was peeled from the matrix, O element diffused to the grain boundary of the matrix, resulting in intergranular SCC. These results are indicated that the optimum DO concentration must be adjusted to suppress crack initiation due to DSA and intergranular SCC.

A long computational time is required to generate the probability table. The effective way to reduce the generation time of the probability table is the reduction of the number of ladders. The purpose of this study is the estimation of the optimal number of ladders using the statistical uncertainty in the probability table. To this end, the statistical uncertainty quantification method of the probability table was developed and the convergence behavior of the statistical uncertainty was investigated. The product of the probability table and the average cross section was considered the target of the statistical uncertainty. The convergence rate was affected by the average level spacing and reduced neutron width. The generation time of the probability table was less than half when the input parameter was changed from the number of ladders to the tolerance value.
