Current status of high temperature gas-cooled reactor development in Japan

HTGR has a potential to contribute to decarbonization of hard-to-abate industries by supplying a large amount of hydrogen and high temperature heat or steam without carbon dioxide emission. JAEA has been conducting R&Ds for HTGR technologies with High Temperature Engineering Test Reactor (HTTR). This paper shows that HTTR's tests including the loss of core cooing test as a joint the OECD/NEA international research project and a HTTR heat application test plan which demonstrate hydrogen production by coupling the HTTR with a hydrogen production test facility. Additionally, aiming for operation start from the latter half of 2030s, the basic design of the HTGR demonstration reactor has been shown. The Japan's HTGR technology capabilities established by the HTTR project will be fully utilized for the construction of HTGR demonstration reactor.

Nuclear Safety Research Center (NSRC), Sector of Nuclear Safety Research and Emergency Preparedness, Japan Atomic Energy Agency (JAEA) is conducting technical support to nuclear safety regulation and safety research based on the Mid-Long Term Target determined by Japanese government. This report summarizes the research structure of NSRC and the cooperative research activities with domestic and international organizations as well as the nuclear safety research activities and results in the period from JFY 2015 to 2017 on the nine research fields in NSRC; (1) severe accident analysis, (2) radiation risk analysis, (3) safety of nuclear fuels in light water reactors (LWRs), (4) thermohydraulic behavior under severe accident in LWRs, (5) materials degradation and structural integrity, (6) safety of nuclear fuel cycle facilities, (7) safety management on criticality, (8) safety of radioactive waste management, and (9) nuclear safeguards.

Research and development on High Temperature Gas-cooled Reactor (HTGR) in Japan started since late 1960s. Japan Atomic Energy Agency (JAEA) in cooperation with Japanese industries has researched and developed system design, fuel, graphite, metallic material, reactor engineering, high temperature components, high temperature irradiation and post irradiation test of fuel and graphite, high temperature heat application and so on. Construction of the first Japanese HTGR, High Temperature engineering Test Reactor (HTTR), started in 1990. HTTR achieved first criticality in 1998. After that, various test operations have been carried out to establish the Japanese HTGR technologies and to verify the inherent safety features of HTGR. This report presents several system design of HTGR, the world-highest-level Japanese HTGR technologies, JAEA's knowledge obtained from construction, operation and management of HTTR and heat application technologies for HTGR.

For the purpose to extend high temperature nuclear heat application, JAERI constructed the HTTR, High Temperature Engineering Test Reactor, and has carried out research and development of high temperature gas cooled reactor system aiming at high efficiency power generation and hydrogen production. This paper explains the history, main results, present status of research and development of HTTR project, international cooperation of research and development of HTGR and future plan aiming at development of Japanese original future HTGR-Hydrogen production system. This paper includes results from the study, which is entrusted from Ministry of Education, Culture, Sports, Science and Technology of Japan.

The decommissioning plan of the Japan Research reactor No2(JRR-2), decommissioning activities until the first half of phase-3, radioactive wastes and exposure dose of workers are described in this report. Since the first criticality in October 1960, JRR-2 had been operated about 36 years for various experiments. However, JRR-2 was permanent shutdown in December 1996 based on JAERI's long term plan, and the decommissioning of the JRR-2 was started in August 1997. Decommissioning of the JRR-2 was planed for 11 years from 1997 to 2007 and the program was divided into 4 phases. The decommissioning activities of the phase-1, phase-2 and the first half of phase-3 had already completed as planned in March 1998, February 2000, March 2002, respectively. The decommissioning activities of the later half of Phase-3 (dismantling of the reactor cooling systems) are carrying out at present time with planed 2002 and 2003 fiscal years.

Joint research committee for fusion reactor and materials was held in Tokyo on July 16, 2001. In the committee, a review of the development programs and the present status on the blanket technology, materials and IFMIF(International Fusion Materials Irradiation Facility) in JAERI and Japanese Universities was reported, and the direction of these R&D was discussed. Moreover, the progress of the collaboration between JAERI and Japanese Universities was discussed. This report consists of the summaries of the presentations and the viewgraphs which were used at the committee.
