Environmental radiation monitoring around the Tokai Reprocessing Plant has been performed by the Nuclear Fuel Cycle Engineering Laboratories, based on "Safety Regulations for the Reprocessing Plant of Japan Atomic Energy Agency, Chapter IV - Environmental Monitoring". This annual report presents the results of the environmental monitoring and the dose estimation to the hypothetical inhabitant due to the radioactivity discharged from the plant to the atmosphere and the sea during April 2018 to March 2019. In this report, some data include the influence of the accidental release from the Fukushima Daiichi Nuclear Power Station of Tokyo Electric Power Co., Inc. (the trade name was changed to Tokyo Electric Power Company Holdings, Inc. on April 1, 2016) in March 2011. Appendices present comprehensive information, such as monitoring programs, monitoring methods, monitoring results and their trends, meteorological data and discharged radioactive wastes. In addition, the data which were influenced by the accidental release and exceeded the normal range of fluctuation in the monitoring, were evaluated.

For safe storage of zeolite wastes generated by treatment of radioactive saline water at the Fukushima Daiichi Nuclear Power Station, properties of the Herschelite adsorbent were studied and its adsorption vessel was evaluated for hydrogen production and corrosion. Hydrogen production depends on its water level and dissolved species because hydrogen is oxidized by radicals in water. It is possible to evaluate hydrogen production rate in Herschelite submerged in seawater or pure water by taking into account of the depth effect of the water. The reference vessel of decay heat 504 W with or without residual pure water was evaluated for the hydrogen concentration by thermal hydraulic analysis using obtained fundamental properties. Maximum hydrogen concentration was below the lower explosive limit (4 %). The steady-state corrosion potential of a stainless steel 316L increased with absorbed dose rate but its increase was repressed by the presence of Herschelite. At 750 Gy/h and $$<$$60$$^{circ}$$C which were values evaluated at the bottom of the vessel of 504 W, the localized corrosion of SUS316L contacted with Herschelite would not immediately occur under 20,000 ppm of Cl$$^{-}$$ concentration.

In order to measure the neutron under a condition of high intensity of $$gamma$$-ray background, we made new nuclear emulsion based on non-sensitized OPERA emulsion which had small AgBr grain size (AgBr grain size of 60, 90 and 160 nm). The sensitivity of this new emulsion, which was a correlation between stopping power and grain density, was estimated experimentally by irradiating neutrons with several energies. We also simulated the response to $$gamma$$-ray induced electrons and compared with some experimental results by using $$^{60}$$Co $$gamma$$ source. The results showed that there might be a threshold energy deposited in one AgBr grain under which it was impossible to develop. We estimated efficiency to the $$gamma$$-ray and the neutron with this obtained response of the new emulsion.

The AVF cyclotron was operated from May 9th in fiscal 2011 and all the planned experiments on April were cancelled due to scheduled blackouts originated from the Great East Japan Earthquake. The total operation time amounted to 3,038.4 hours. The extended operation from Friday evening to Saturday evening was carried out eight times in order to supply the cancellation on April. The regular yearly overhaul and maintenance were carried out.

This research focused on methods of estimating the amounts of groundwater recharge, which are normally required as upper boundary conditions in groundwater flow analyses, based on measurements of infiltrating water in the ground, to systematize the methods and establish systems which are stable and measurable on site over a long time. Regarding developing measurement systems, fiber-optic strain measurement methods that enable multiple-point and long-distance measurement were used for measuring three quantities: suction pressure, soil moisture and volumetric water content rate obtained by applying water absorption swelling material, and each measurement was discussed. The results showed that the fiber-optic soil aquameter has two types of practical application: one for measuring suction pressure (Type I), and the other for measuring volumetric water content rate obtained by applying water absorption swelling material (Type III). Furthermore, by using measurement instruments in actual fields, the validity of the two methods for estimating the rainfall infiltration capacities of shallow-layer soils, that is, estimating the capacities either directly by measurements of soil water or from unsaturated hydraulic conductivities, was confirmed.

A method for growing large protein crystals is described. In this method, a cut pipette tip is used to hang large-scale droplets (maximum volume 200 $$mu$$l) consisting of protein and precipitating agents. A crystal grows at the vapor-liquid interface; thereafter the grown crystal can be retrieved by droplet-droplet contact both for repeated macroseeding and for mounting crystals in a capillary. Crystallization experiments with peroxiredoxin of ${it Aeropyrum pernix}$ K1(thioredoxin peroxidase, ApTPx) and hen egg white lysozyme demonstrated that this large-scale hanging-drop method could produce a large-volume crystal very effectively. A neutron diffraction experiment confirmed that an ApTPx crystal (6.2 mm$$^{3}$$) obtained by this method diffracted to beyond 3.5 ${AA}$ resolution.

Core design of high conversion type FLWR

A core design of a high conversion type innovative water reactor for flexible fuel cycle (HC-FLWR) with thermal output of 3926 MW has been constructed. The design study of HC-FLWR consists of two steps of analyses. The first step was preliminary parametric survey calculations and the second step was more detailed calculations with a nuclear and thermal-hydraulic coupled calculation code MOSRA. Through the 1-D core burnup calculations, the following design values were obtained. The Puf enrichment of MOX fuel is 11%. The heights of upper blanket, MOX and lower blanket regions are 5 cm, 85 cm and 5 cm, respectively. With these values, 3-D core burnup calculations were performed. In this analysis, effects of the fuel loading pattern were also investigated. Finally, a neutronics design of HC-FLWR core with a negative void reactivity coefficient, a conversion ratio of 0.84 and a discharged burnup of 56 GWd/t was obtained.
