The Standards Committee of Atomic Energy Society of Japan has been leading activities related to long-term operation through the revision of the Code of Practice for Aging Management, and we believe that we must continue to make important contributions in light of recent changes in laws and regulations. This paper recapitulates the discussions in the special session conducted at the 2023 fall meeting, and describes the efforts toward safe long-term operation and the points to keep in mind in the standardization of such activities. The important points are (1) to make effective use of knowledge found over time, (2) not to overlook new knowledge that has a significant impact on safety, including obsolescence, (3) to assign a level of importance to the response based on the impact on safety and the likelihood of its occurrence, and (4) to contribute to the establishment of an international knowledge base.

This paper studied the future vision of codes and standards in Japan by systematically comparing Japanese regulatory rules, standards, and industry guides related to long term operation with international safety standards, and confirmed that the Japanese standard system generally meets their recommendations. The recommendation for the future improvements of Japanese codes and standards were summarized into five items.

Validation of integrated thermal power measurement using solution fuel STACY experimental data for modified STACY performance test

To conduct integrated thermal power measurements for the performance test of the modified STACY, we re-analyzed the experimental data measured in the solution fuel STACY using the activation method. We validated its feasibility under the limited number of activation detectors. The re-analyzed results of the activation method by using MVP and PHITS with JENDL-4.0 indicated that the effect of the difference of the position between activation detectors was small enough, and the results agreed with that of the fission product analysis within almost 10%. It is conceivable that the activation method could be adopted instead of the fission product analysis.

The authors are carrying out conceptual design studies for a pool-type sodium-cooled fast reactor. There are main challenges such as measures against severe earthquake in Japan, thermal hydraulic in a reactor vessel (RV), a decay heat removal system design. When the JP-pool SFR of 650 MWe is installed in Japan, it shall be designed against the severe seismic conditions. Additionally, a newly three-dimensional seismic isolation system is under development.

In this study reasonable 2D model was established by using FLUENT for start-up of analysis and evaluation of heat transfer flow characteristics in 1/6 scale model of VCS for HTTR. By setting up pressure vessel temperature around 200$$^{circ}$$C about relatively high ratio of heat transfer via natural convection in total heat removal around 20-30%, which is useful for code to experiment benchmark in the aspect to confirm accuracy to predict temperature distribution of components which is heated up by natural convection flow. The numerical results of upper head of pressure vessel by the $$kappa$$-$$omega$$-SST intermittency transition model, which can adequately reproduce the separation, re-adhesion and transition, reproduced the test results including temperature distribution well in contrast to those by the $$kappa$$-$$varepsilon$$ model in both cases that helium gas is evacuated or filled in the pressure vessel. It was emerged that any local hot spot did not appear on the top of upper head of pressure vessel where natural convection flow of air is separated in both cases. In addition, the plume of high temperature helium gas generated by the heating of heater was well mixed in the upper head and uniformly heated the inner surface of upper head without generating hot spots.

In the loss of core cooling test using HTTR, a technical issue is to improve prediction accuracy of temperature distribution of components in vessel cooling system (VCS). An establishment of reasonable 2D model was started by using numerical code FLUENT, which was validated using the test data by 1/6 scale model of VCS for HTTR. The pressure vessel (PV) temperature was set around 200$$^{circ}$$C attributed to relatively high ratio of natural convection heat transfer around 20% in total heat removal, which is useful for code to experiment benchmark to improve prediction accuracy. It is necessary to confirm heat transfer flow characteristics around the top of PV which is heated up by natural convection flow which was considered to be affected by separation, re-adhesion and transition flow. The k-$$omega$$-SST model was selected for turbulent calculation attributed to predict the effects mentioned above adequately. The numerical results using the k-$$omega$$-SST model reproduced the temperature distribution of PV especially the top region which is considered to be affected by separation, re-adhesion and transition flow in contract to that using k-$$varepsilon$$ model which does not account the effects.

Warm pre-stress (WPS) effect is a phenomenon that after applying a load at a high temperature fracture does not occur in unloading during cooling, and then the fracture toughness in reloading at a lower temperature increases effectively. Engineering evaluation models to predict an apparent fracture toughness in reloading are established using experimental data with linear elasticity. However, there is a lack of data on the WPS effect for the effects of specimen size and surface crack in elastic-plastic regime. In this study, fracture toughness tests were performed after applying load-temperature histories which simulate pressurized thermal shock transients to confirm the WPS effect. The experimental results of an apparent fracture toughness tend to be lower than the predictive results using the engineering evaluation models in the case of a high degree of plastic deformation in preloading. Considering the plastic component of preloading can refine the engineering evaluation models.

Since 2010, IAEA has held the NEM School to develop future leaders who plan and manage nuclear energy utilization in their county. Since 2012, JAEA together with Japan Nuclear HRD Network, University of Tokyo, Japan Atomic Industrial Forum and JAIF International Cooperation Center have cohosted the school in Japan in cooperation with IAEA. Since then, the school has been held in Japan every year. In 2006, Japanese nuclear technology and experience, such as lessons learned from the Fukushima Daiichi Nuclear Power Plant accident, were provided to offer a unique opportunity for the participants to learn about particular cases in Japan. Through the school, we contributed to the internationalization of Japanese young nuclear professionals, development of nuclear human resource of other countries including nuclear newcomers, and enhanced cooperative relationship with IAEA. Additionally, collaborative relationship within the network was strengthened by organizing the school in Japan.

A Si(111) winged crystal has been designed to minimize anticlastic bending and improve sagittal focusing efficiency. The crystal was thin with wide stiffening wings. The length-to-width ratio of the crystal was optimized by finite element analysis, and the optimal value was larger than the "golden value". The analysis showed that the slope error owing to anticlastic bending is less than the Darwin width. The X-rays were focused two-dimensionally using the crystal and a tangentially bent mirror. The observed profiles of the focal spot agreed well with the results of a ray-tracing calculation in the energy range from 8 to 17.5 keV. X-ray diffraction measurements with a high signal-to-noise ratio using this focusing system were demonstrated for a small protein crystal.

Based on Japanese governmental policy and general scheme, research and development of geological disposal technology for TRU waste has been proceeding to improve reliability of the safety assessment of the co-locational disposal of TRU waste and of HLW, to expand the basement of generic safety assessment, and to develop the alternative technology to cope with the broad geologic environment of Japan. Japan Atomic Energy Agency is dealing with the assignments in the governmental generic scheme. We report here the progress of the studies at the end of H20 (2008) Japanese fiscal year, which are (1) evaluation of long-term mechanical stability in the near-field including development of a creep mode of rock and analyses of mechanical behavior of TRU waste repository, (2) performance assessment of the disposal system including data acquisition and preparation on radionuclides migration, cementitious material alteration, bentonite and hostrock alteration with alkaline solution and nitrate effect, and (3) alternative technology development including decomposition of nitrate.

Here we report the new features and improvements in our latest release of the H-Invitational Database, a comprehensive annotation resource for human genes and transcripts. H-InvDB, originally developed as an integrated database of the human transcriptome based on extensive annotation of large sets of fulllength cDNA (FLcDNA) clones, now provides annotation for 120 558 human mRNAs extracted from the International Nucleotide Sequence Databases (INSD), in addition to 54 978 human FLcDNAs, in the latest release H-InvDB. We mapped those human transcripts onto the human genome sequences (NCBI build 36.1) and determined 34 699 human gene clusters, which could define 34 057 protein-coding and 642 non-protein-coding loci; 858 transcribed loci overlapped with predicted pseudogenes.

After the publication of the 2nd progress report of geological disposal of TRU waste in Japan, policy and general scheme of future study for the waste disposal in Japan was published by ANRE and JAEA. This annual report summarized aim and progress of individual problem, which was assigned into JAEA in the published policy and general scheme. The problems are as follows; characteristics of TRU waste and its geologic disposal, treatment and waste production, quality control and inspection methodology for waste, mechanical analysis of near-field, data acquisition and preparation on radionuclides migration, cementitious material transition, bentonite and rock alteration in alkaline solution, nitrate effect, performance assessment of the disposal system and decomposition of nitrate as an alternative technology.
