JAEA has been conducting the Instructor Training Program (ITP) since 1996 under the auspices of MEXT to contribute to human resource development in currently 11 Asian countries in the field of radiation utilization for seeking peaceful use of nuclear energy. ITP consists of Instructor Training Course (ITC), Follow-up Training Course (FTC) and Nuclear Technology Seminars. In the ITP, trainings or seminars relating to technology for nuclear utilization are held in Japan by inviting nuclear related people from Asian countries to Japan and after that, the past trainees are supported during FTC by dispatching Japanese specialists to Asian countries. News Letter is also prepared to provide the broad range of information obtained through the trainings for local people near NPPs in Japan. The present report describes the activities of FY2014 ITP and future challenges for improving ITP more effectively.

JAEA has conducted Nuclear Technology Seminar for Asian countries which plan to introduce NPP, in order to increase the number of engineers and specialists. The Nuclear Technology Seminar on the Basic Radiation Knowledge for School Education Course was launched in 2012 due to increased recognition of the dissemination of the basic knowledge of radiation in public and education sectors as an important issue in the aftermath of the Fukushima Dai-ichi NPP Accident. In response to the requests of past participants, a new exercise "Joint experiment with high school students" was introduced from 2014 to provide an international learning experience for the course participants and the local Japanese students. A new learning material was also developed to help participants to study the basics of radiation in English. All the course activities including the details of preparatory process and course evaluation were described in this report.

The development of flow-induced vibration evaluation methodology has reached a milestone that separate-effect experimental data under a high Reynolds number regime including swirl and deflected inflow conditions are available for the validation of the methodology. On the other hand, technical standards are desirable to be documented for designers of sodium-cooled fast reactors. From such a background, the documentation of a flow-induced vibration design guideline has been made for the hot-leg piping of Japan sodium-cooled fast reactor. This paper describes the design guideline of the flow-induced vibration evaluation methodology, which has been informed from main separate-effect experiments, as well as supplemental interpretation for the guideline.

Irradiation Assisted Stress Corrosion Cracking (IASCC) is a matter of great concern as a degradation of core internal components in light water nuclear reactor. Japan Nuclear Energy Safety organization (JNES) had been conducting a project related to IASCC as a part of safety research and development study for the aging management and maintenance of the nuclear power plants. Based on the JNES project results, JNES proposed "IASCC evaluation guide for BWR core internals". The purpose of this paper is to describe the background of the guide, especially crack growth rate (CGR) tests for irradiated stainless steels.

The present study is intended to grasp flow-induced vibration characteristics in the piping by newly taken experimental data as well as to verify a vibration analysis tool with its data. It was found that a flow velocity-dependent periodic phenomenon with maximum random vibration force appears in the downstream region of the elbow. The Strouhal number of dominant pressure fluctuations in the downstream of elbow is estimated to be around 0.45. In addition, the validity of the analytical tool was confirmed by comparing between analysis and experiment.

Three experimental models have been considered to validate the numerical analysis methods for the dynamic events, mainly seismic events. A 1/8-scaled tokamak model, which is based on the 1998 ITER design, is under construction. Non-linear vibration characteristics, such as damping, can only be identified by a full-scale model. Therefore, a full-scale gravity support structure for the coil system has been designed and will be tested. In addition, for the sub-scaled tokamak model, the VV is assumed to be a rigid structure. This assumption is to be verified using a 1/20-scaled model. The above experimental models and their testing conditions have analytically and numerically evaluated. For example, both the static and dynamic spring constants obtained by static analysis and eigen-value analysis, respectively, were evaluated to be in good agreement.
