Development of a non-destructive depth-selective quantification method for sub-percent carbon contents in steel using negative muon lifetime analysis

The amount of C in steel, which is critical in determining its properties, is strongly influenced by steel production technology. We propose a novel method of quantifying the bulk C content in steel non-destructively using muons. This revolutionary method may be used not only in the quality control of steel in production, but also in analyzing precious steel archaeological artifacts. A negatively charged muon forms an atomic system owing to its negative charge, and is finally absorbed into the nucleus or decays to an electron. The lifetimes of muons differ significantly, depending on whether they are trapped by Fe or C atoms, and identifying the elemental content at the muon stoppage position is possible via muon lifetime measurements. The relationship between the muon capture probabilities of C/Fe and the elemental content of C exhibits a good linearity, and the C content in the steel may be quantitatively determined via muon lifetime measurements. Furthermore, by controlling the incident energies of the muons, they may be stopped in each layer of a stacked sample consisting of three types of steel plates with thicknesses of 0.5 mm, and we successfully determined the C contents in the range 0.20 - 1.03 wt% depth-selectively, without sample destruction.

A collapse event of a cooling tower for secondary cooling system in the Japan Materials Testing Reactor (JMTR) was caused by the strong winds of Typhoon No.15 on September 9, 2019. As measures against the event, the working group for the renewal of the UCL (Utility Cooling Loop) cooling tower was established in the department of JMTR, and the integrity of the UCL cooling tower, which is the same type of wooden cooling tower as the secondary cooling tower in the JMTR, was investigated. As a result of this investigation, we have decided to replace the existing UCL cooling tower with a new cooling system. After investigations, in order to reduce the risk of collapse due to wood decay, the new cooling system was installed as a component of the air system to be managed as a performance maintenance facility after decommissioning. This report describes the design of and the evaluation results of the facility.

Rapid analysis of $$^{90}$$Sr in bone and tooth samples of cattle were achieved by an inductively coupled plasma mass spectrometry (ICP-MS) coupled with mass shift and solid phase extraction techniques. Limit of detection (LOD) in the ICP-MS measurement of 0.1 g samples was lower than that of the radioactivity measurement. Analytical time of the ICP-MS method was reduced from 20 days to 11 hours, compared with the radiometric method. Therefore, the ICP-MS method can be rapid and useful procedure of $$^{90}$$Sr in small bone and tooth samples derived from terrestrial animals.

Dekomisshoningu Giho, (60), p.8 - 16, 2019/09

JRR-4 had been shifted to decommissioning phase in December 2017 after we received the approval of the decommissioning plan of JRR-4 on June 2017 and the approval of the change of the safety regulations related to it. Decommissioning works are divided two phases and proceeded according to its plan. In the first phase, we perform reactor shutdown, fuel removal and maintenance management, and in the second phase, the dismantling works. JRR-4 was initially installed for the purpose of shielding experiments of the nuclear ship Mutsu, reached its first criticality in 1965, and had been operated for about 45 years until Dec. 2010. However, in consideration of the expenses required for the new regulatory standards implemented after the Tokyo Electric Power Company's Fukushima Daiichi Nuclear Power Plant accident and aging degradation, the decommissioning of JRR-4 was determined according to the JAEA reform plan in Sep. 2013. This report describes the outline of the decommissioning plan of JRR-4 and the status of its implementation.

We have developed a new setup to measure prompt fission $$gamma$$-ray spectra in neutron induced fission up to energies sufficient to reveal the structure associated with giant dipole resonances of fission fragments. The setup consists of multi-wire proportional counters, to detect both fission fragments in coincidence, and two large volume (101.6 mm in diameter and 127.0 mm in length) LaBr$$_{3}$$(Ce) scintillators, to measure the $$gamma$$-rays. The setup was used to obtain the prompt fission $$gamma$$-ray spectrum for thermal neutron induced fission of $$^{235}$$U at the PF1B cold-neutron beam facility of the Institut Laue-Langevin, Grenoble, France. We have successfully measured the $$gamma$$-ray spectrum up to energies of about 20 MeV, what extends the currently known $$gamma$$-ray spectrum limit to higher energies by approximately a factor of two.
