Based on the regulations (the safety regulation of Tokai Reprocessing Plant, the safety regulation of nuclear fuel material usage facilities, the radiation safety rule, the regulation about prevention from radiation hazards due to radioisotopes, which are related with the nuclear regulatory acts, the local agreement concerning with safety and environment conservation around nuclear facilities, the water pollution control law, and by law of Ibaraki Prefecture), the effluent control of liquid waste discharged from the Nuclear Fuel Cycle Engineering Laboratories of Japan Atomic Energy Agency has been performed. This report describes the effluent control results of the liquid waste in the fiscal year 2018. In this period, the concentrations and the quantities of the radioactivity in liquid waste discharged from the reprocessing plant, the plutonium fuel fabrication facilities, and the other nuclear fuel material usage facilities were much lower than the limits authorized by the above regulations.

Study on the formation process of mountains provides important clues for evaluating the uplift and erosion related to long-term changes of geological environment for geological disposal. Provenance analysis of detrital sediments is often be effective to understand the process. In the Tono Geoscience Center, quick and efficient mineralogical and chemical analyses for heavy minerals in basement rocks and sediments have been developed using the electron probe microanalyzer (JEOL JXA-8530F EPMA), as one of the promising tool for provenance analysis. To contribute evaluation of the analyses, sample preparation and EPMA analyses of heavy minerals were shown in this paper.

We established a CHIME monazite dating method using R = 100 mm spectrometers and a provenance analysis method using heavy minerals for the dating and analysis of minerals. CHIME dating has traditionally been performed with conventional R = 140 mm spectrometers for measurement of U, Th, and Pb. These spectrometers, however, have low count rates in measurements of Pb. We used a JEOL JXA-8530F FE-EPMA equipped with R = 100 mm spectrometers, a system installed at Tono Geoscience Center in 2014, for the CHIME dating of monazite. We corrected the spectral interferences peculiar to R = 100 mm spectrometers by the method of AA mli and Griffin (1975) for monazite analyses. We calculated the correction factors by a new interference correction method using natural monazites. We also established a quick quantitative analysis and identification method for heavy minerals using the EPMA.

X-ray fluorescence analysis is one of the methods commonly used to reveal whole-rock chemical composition, which is basic information of rock samples. This report shows methods to prepare glass beads of fused samples and to use the X-ray fluorescence spectrometer (Rigaku ZSX Primus II) housed in Tono Geoscience Center, and the evaluation of precision and accuracy of the measurement.

JAEA and RWMC concluded the letter of cooperation agreement on the research and development of radioactive waste disposal in April, 2005, and have been carrying out the collaboration work described above based on the agreement. JAEA have been carrying out the Horonobe URL Project which is intended for a sedimentary rock in the Horonobe town, Hokkaido, since 2001. In the project, geoscientific research and research and development on geological disposal technology are being promoted. Meanwhile, the government (the Agency for Natural Resources and Energy, Ministry of Economy, Trade and Industry) has been promoting construction of equipments for the full-scale demonstration of engineered barrier system and operation technology for high-level radioactive waste (HLW) disposal since 2008, to enhance public's understanding to the geological disposal of HLW, using underground facility, etc. RWMC received an order of the project in fiscal year 2010 continuing since fiscal year 2008. Since topics in this project are included in the Horonobe URL Project, JAEA carried out this project as collaboration work continuing in FY 2008. This report summarizes the results of engineering technology carried out in this collaboration work in fiscal year 2010. In fiscal year 2010, part of the equipments for emplacement of buffer material was produced and a house for the equipments and apparatus was opened in the adjoining land of Public Information House of JAEA Horonobe.

Japan Atomic Energy Agency (JAEA) and Radioactive Waste Management Funding and Research Center (RWMC) effect an agreement about research and development of high level radioactive waste (HLW) disposal and carried out research and technological development about geological disposal technology. JAEA has been carried out the Horonobe Underground Research Laboratory (URL) Project which is intended for sedimentary rock and the Project includes geoscientific research and geological disposal technology. RWMC carried out an investigation about full-scale demonstration of engineered barrier system (EBS) and operation technology for HLW disposal, under the contract with the Natural Resources and Energy Agency, Ministry of Economy, the Trade and Industry. The investigation aims to obtain the citizens' understanding of the geological disposal. This work includes the full-scale demonstration of operation technology in the Horonobe URL. This joint research is about engineering technology concerned with the work. In 2008 fiscal year (2008/2009), the master plan of the work was made, and a part of the device for transportation of engineered barrier was made, and it has begun the exhibition of full-scale bentonite block and overpack.
