The Nuclear Fuel Cycle Engineering Laboratories conducts environmental radiation monitoring around the reprocessing plant in accordance with the "Safety Regulations for Reprocessing Plant of JAEA, Part IV: Environmental Monitoring". This report summarizes the results of environmental radiation monitoring conducted during the period from April 2022 to March 2023 and the results of dose calculations for the surrounding public due to the release of radioactive materials into the atmosphere and ocean. In the results of the above environmental radiation monitoring, many items were affected by radioactive materials emitted from the accident at the Fukushima Daiichi Nuclear Power Plant of Tokyo Electric Power Company, Incorporated (changed to Tokyo Electric Power Company Holdings, Inc. on April 1, 2016), which occurred in March 2011. Also included as appendices are an overview of the environmental monitoring plan, an overview of measurement methods, measurement results and their changes over time, meteorological statistics results, radioactive waste release status, and an evaluation of the data which deviated of the normal range.

Based on an analysis of parallel momentum distributions, a level scheme with spin-parity assignments has been constructed for Ne and the negative-parity states are identified for the first time. The measured partial cross sections and momentum distributions reveal a significant intruder p-wave strength providing evidence of the breakdown of the N = 20 and N = 28 shell gaps. Only a weak, possible f-wave strength was observed to bound final states. Large-scale shell-model calculations with different effective interactions do not reproduce the large p-wave and small f-wave strength observed experimentally, indicating an ongoing challenge for a complete theoretical description of the transition into the island of inversion along the Ne isotopic chain.

Electronic structure of the MgZnY alloy showed a semi-metallic electronic structure with a pseudo-gap at the Fermi level. The observed electronic structure of the MgZnY alloy suggests that the presence of a pseudogap structure is responsible for phase stability.

Times Cited Count:1 Percentile:48.82(Materials Science, Multidisciplinary)Dilute Mg-Zn-Y alloy with a mille-feuille structure (MFS) exhibits a mechanical strength comparable to Mg-Zn-Y alloy with long period stacking/ordered (LPSO) structure through kink deformation. In order to deepen understanding the thermal stability of the MFS-type Mg alloys, it is required to clarify the solute cluster structures composed of Zn and Y in solute enriched stacking faults (SESFs). In this study, electron energy-loss and energy dispersive X-ray spectroscopy based on scanning transmission electron microscopy (STEM-EELS/EDS) were conducted to investigate the electronic structure and composition of Zn and Y in the SESFs of the MFS-Mg alloy. Zn-L2,3 spectra indicated that the valence charges of Zn in the dilute Mg alloy were different from that of the LPSO-type Mg-Zn-Y alloy. In addition, the intensity ratio of L3/L2 in Y-L2,3 spectrum of the dilute MFS-Mg alloy was larger than that of the LPSO-Mg alloy, reflecting the electron occupancies of 4d3/2 and 4d5/2 orbitals of Y atoms were different from those of the LPSO-Mg alloys. STEM-EELS analysis of the SESF composition in the dilute MFS-Mg alloy indicated that the Zn/Y ratio should be lower than that of the LPSO-Mg alloy, which was confirmed also by STEM-EDS measurements. These results indicate that the cluster structure in the SESFs of the dilute MFS-Mg alloy should be different from the ideal Zn6Y8 cluster in the LPSO-type Mg-Zn-Y alloys.

Since the accident at the Fukushima Daiichi Nuclear Power Plant, many decontamination works have been carried out, but it is difficult to say that much data on workers' exposure has necessarily been analyzed in detail. In this paper, based on the GPS location information carried by the workers together with their personal dosimeters, the air dose rate in the work area and the characteristics of each type of work were analyzed. The results showed that more than 50% of the measured actual doses were more than twice the median planned dose calculated from the air dose rate and actual working hours. Furthermore, as a result of the analysis by work type, it was found that the exposure doses of demolition workers tended to be high, and that this was due to the fact that most of the work was carried out before the work was carried out to reduce the dose at the work site. In addition, when the conversion from air dose to effective dose was taken into account, there were many cases of underestimation where the planned values were lower than the measured values, and it is considered important for management to set appropriate working factor.

Our results provide the first quantitative contributions of multiple reaction mechanisms including the quasifree knockout, inelastic scattering, and nucleon transfer processes. It is shown that the inelastic scattering and nucleon transfer, usually neglected at such energy regime, contribute about 50% and 30% to the loosely bound proton and deeply bound neutron removal, respectively.

Times Cited Count:8 Percentile:55.71(Physics, Multidisciplinary)Searching for effective pathways for the production of proton- and neutron-rich isotopes through an optimal combination of reaction mechanism and energy is one of the main driving forces behind experimental and theoretical nuclear reaction studies as well as for practical applications in nuclear transmutation of radioactive waste. We report on a study on incomplete fusion induced by deuteron, which contains one proton and one neutron with a weak binding energy and is easily broken up. This reaction study was achieved by measuring directly the cross sections for both proton and deuteron for Pd at 50 MeV/u via inverse kinematics technique. The results provide direct experimental evidence for the onset of a cross-section enhancement at high energy, indicating the potential of incomplete fusion induced by loosely-bound nuclei for creating proton-rich isotopes and nuclear transmutation of radioactive waste.

Metallic pipes under solid-liquid two phase flow is damaged by collision of solid particle to the pipe walls, and this phenomenon is named "erosion". In the case of the liquid is corrosive solution, further damage is occurred on the pipe walls chemically, and this named "erosion-corrosion". In the Fukushima Daiichi decommissioning project, the fuel debris will be crushed during removal operation of the debris and micro debris particles would be generated. It is estimated that the pipes of the circulating cooling system would be damaged under the solid-liquid two phase flow containing fuel debris particles. For the reason, the previous study about erosion and erosion-corrosion of metallic materials under solid-liquid two phase flow was surveyed. The survey showed that the damage rate by erosion and erosion-corrosion is influence by a lot of parameter in comparison to the corrosion rate which occurred in no-flow solution. Therefore, it is necessary to pay attention to selecting the experimental method and condition before the investigation about erosion-corrosion of metallic materials under solid-liquid two phase flow is carried out.

Japan Atomic Energy Agency has been developing to design trench disposal facility with impermeable layers in order to dispose of miscellaneous waste. Geomembrane liners have a function that prevent seepage of leachant and collect the leachant. However, the geomembrane liners do not necessarily provide the expected performance due to damage generated when heavy equipment contacts with the liner. Therefore, we studied the impermeable layers having high performance of preventing seepage of leachant including radioactivity taking into account characteristics of low permeable materials and effect of multiple layer structure. As results, we have evaluated that the composite layers composed by a drainage layer, geomembrane liners and a low permeable layer are most effective structure to prevent seepage of leachant. Taking into account disposal of waste including cesium, we also considered zeolite containing sheets for adsorption of cesium were installed in the impermeable layers.

To measure the cavity displacement under cooling to liquid He temperature more precisely, we newly developed the position monitor based on the measurement of the interference of light between the measurement target and the reference point. We applied this monitor to the main linac cryomodule of Compact ERL (cERL) and successfully measured the displacement during 2 K cooling with the resolution of 10 m.

The transgenic (Arabidopsis/rpsL) mutation detection system was adopted. Dry seeds of Arabidopsis/rpsL were irradiated with -rays and 208-MeV carbon ions (208-MeV C), and the mutation frequency and mutation spectrum were examined. Our result suggested that 208-MeV C and -rays induced different mutational effects in dry seed.
