The ITER vacuum vessel (VV) R&D has progressed with the international collaborative efforts by the Japan, Russia and US Parties during the Engineering Design Activities (EDA). Fabrication and testing of a full-scale VV sector model and a port extension have yielded critical information on the fabrication and assembly technologies of the vacuum vessel, magnitude of welding distortions, dimensional accuracy and achievable tolerances during sector fabrication and field assembly. In particular, the dimensional tolerances of 3 mm for VV sector fabrication and 10 mm for VV sector field assembly have been achieved and satisfied the requirements of 5 mm and 20 mm, respectively. Also, the basic feasibility of the remote welding robot has been demonstrated. This report presents detailed fabrication and assembly technologies such as welding technology applicable to the thick wall without large distortion, field joint welding technology between sectors and remote welding technology through the VV R&D project.

Solvated electrons were studied using the pulse radiolysis and photo ionization methods. The Vis-NIR spectra and reactivity of the solvated electrons in ionic liquids are discussed.

Radiolytic reactions in ionic liquids of thiocyanate salts were studied by means of the nano-second pulse radiolysis technique. One of the significant ionization sites of liquids was found out to be thiocyanate ion by observing direct formation of its dimer radical anion, not via the diffusion reaction between thiocyanate radical and ion. The formation and reaction behaviors of solvated electron and dimer were examined by changing the composition of liquids and by adding electron scavengers to the liquid.

Radiolytic behavior of ionic liquids of thiocyanate salts was studied by using the ns-pulse radiolysis technique. The transient absorption of thiocyante dimer radical ion was observed in the liquids, and the rise was within the width of electron pulse. The maximum absorbance of dimer in the liquids was equivalent to that in aqueous solutions, where the dimer is formed from the reaction of thiocyanate ion with OH, and increased linearly with increasing the thiocyanate concentration in the liquids. These indicate that one of the ionization sites of liquids should be thiocyanate ion.

As part of the investigation of reprocessing the spent nuclear fuels which are stored in the spent fuel pools of Fukushima Daiichi Nuclear Power Plant, we studied the influence of seawater components on the corrosion of storage tank for high level liquid waste. From the results of our corrosion experiments by using simulated high level liquid waste, the corrosion is inhibited by seawater components.

Ensuring robust nuclear security measures are required for the facilities located Plutonium Fuel Development Center as one of licensees of nuclear facilities that have multiple category I facilities. In order to continuously ensure and strengthen nuclear security measures in those facilities, an active cultivation of nuclear security culture implemented by both entire organization and individual persons is vitally essential. Therefore, Plutonium Fuel Development Center has conducted various activities such as case-study education and training, yearly posters and patrolling the site by upper-level management that all employees hold a deep-rooted belief that there is a credible insider and outsider threat, and that nuclear security is important. These activities are conducted in order to establish the foundation of beliefs and attitudes of effective nuclear security culture. This report introduces our activities fostering nuclear security culture in Plutonium Fuel Development Center that the evaluation and the continuous improvement of bidirectional activities by both top-down from multiple management levels and bottom-up from individual employee.
