The ISCN of the JAEA provides effective trainings in order to strengthen nuclear security for emerging nuclear power countries in Asia to realize Japan's National Statement at the Washington Nuclear Security Summit in April 2010. As a part of these activities, the ISCN has developed the PPEF and the VR training system, which are training tools to implement experience-oriented and interactive lessons. These two facilities are mutually complemented and contribute to deeper understandings through actual practices in addition to the classroom lesson. The ISCN initiated its full-scale training from 2012 JFY, and these two facilities received more than 450 trainees or vistors from Japan and over-sea countries. This paper provides the basic concepts and outlines of these two facilities and the training programs that use them for teaching the nuclear security.

The Integrated Support Center for Nuclear Nonproliferation and Nuclear Security (ISCN) of the Japan Atomic Energy Agency set up exercise facilities for trainee of nuclear power emerging countries in Asia involved in Physical Protection (PP) including government officers in charge of nuclear security policy or nuclear security regulation, planning and management staff of PP facilities of operating companies, design professionals for PP facilities, and security personnel responsible for PP. After April in 2012, the facility started to be applied to actual ISCN's PP training and is expected as training field for not only Asian nuclear emerging country but also domestic nuclear energy companies and regulatory bodies. In order to provide effective and practical exercises, we set up the training facilities with basic measures and equipment typical of those used in actual PP facilities, e.g., protective fences, sensors, and cameras. This paper provides an outline of the facilities.

The Integrated Support Center for Nuclear Nonproliferation and Nuclear Security (ISCN) of the Japan Atomic Energy Agency has started its human capacity building activities, domestically and internationally, for the government officials and employees of companies of emerging nuclear power countries mainly in Asia. In this paper, I will describe the activities of ISCN on capacity building for these countries and also I will briefly describe, focusing on nuclear security, the activities of IAEA, Sandia National Laboratory of United States and the development of human capacity building support activities of neighboring countries of China and Korea. By doing this, I will describe the relationship and cooperation of ISCN with these organizations and talk about my personal views of the future development with these organizations and ISCN.

At the 2010 Washington Nuclear Security Summit, Japan committed to establish a regional center for the strengthening of nuclear security, mainly in Asia, through capacity building support including human resources training and infrastructure development assistance. In accordance with this statement, the Integrated Support Center for Nuclear Nonproliferation and Nuclear Security (ISCN) was inaugurated in December 2010 in Japan Atomic Energy Agency (JAEA). This paper describes the ISCN training activities and introduces the developing new training course on physical protection.

The Integrated Support Center for Nuclear Nonproliferation and Nuclear Security (ISCN, hereafter) of Japan Atomic Energy Agency (JAEA) has development programs of cutting-edge technologies for measurement and detection of nuclear materials for nuclear safeguards and security, under the sponsorship of Japanese government (MEXT: Ministry of Education, Culture, Sports, Science and Technology). ISCN started development programs of the following technologies this year. (1) NRF (Nuclear Resonance Fluorescence) NDA technology using laser Compton scattering (LCS) -rays (2) Alternative to He neutron detection technology using inorganic solid scintillator. ISCN is also going to conduct a demonstration test of a spent fuel Pu-NDA system that is to be developed by LANL (Los Alamos National Laboratory) using very sophisticated neutron measurement technologies, under JAEA/USDOE cooperation agreement. This presentation shows the above programs of ISCN.

In order to facilitate international discussions on AOS, authors have conducted studies of AOS system based on Japanese Government's proposal "IAEA Standby Arrangement System (INFCIRC/683)". In this paper, we have been able to discuss feasibility of AOS system more specifically by including additional costs and period required for AOS, and to present a system which could work as a practical system. Issues we have tried to tackle here include definitions of AOS, and roles of consumer states, supplier states, IAEA and nuclear industries. We present some solutions including broadening coverage of AOS, declaration by supplier states on AOS, establishing advisory committee in the IAEA on the actual application of AOS, and setting up an IAEA fund for AOS.

In order to facilitate the international discussion of the assurance of supply (AOS) system, authors have been conducted studies of AOS. We focused and based our study on Japanese proposal "IAEA Standby Arrangement System (INFCIRC/683)". In this paper, we have been able to show the feasibility of AOS system more specifically by supposing additional costs and the required period necessary for the AOS and present a system we made that we hope as a practical system. And we studied the issues surrounding AOS and presented our proposal of their solutions. The issues we are tackling here are the definitions of AOS; issues on consumer states, supplier states, IAEA and the nuclear industries. The proposals we present here are the broadening the cause of AOS, the declaration of the supplier states on AOS, the advisory committee on the initiation of AOS of IAEA and setting up a IAEA fund for AOS.

The assurance of supply (AOS) of nuclear fuel is a special arrangement in case of supply disruptions caused by political reasons other than nonproliferation. It aims to support the stable supply of nuclear fuel while avoiding the unnecessary spread of sensitive enrichment technology. Current discussions on AOS have been initiated by the IAEA Director-General's article. Since then, various proposals on the AOS have been presented for discussion, such as USA's 17.4t HEU down-blended to LEU Reserve proposal, NTI proposal, Japan's IAEA Standby Arrangements System proposal, Russian's International Uranium Enrichment Center proposal. "Workshop concerning securing the nuclear material security that established IUEC" of the ROSATOM sponsoring was held in Irkutsk suburbs on August 15-17th, 2008. Russia has advanced the IUEC plan according to President Putin's proposal on nuclear fuel supply guarantee. The purpose of this workshop is to know about IUEC in the world. Participants of the workshop visited the uranium enrichment facilities of AECC in Angarsk, and were able to enter the cascade room where a lot of centrifugal separators were set up. Presentations were made from ROSATOM, AECC, TENEX comparatively in detail about the preparation situation of IUEC. Information including visiting facility prepared by Russia improved the transparency of IUEC. It was possible to see the situation that revision of domestic laws concerning the nuclear material control and the acceptance preparation of IAEA safeguard were advanced to some degree.

Assurance of supply of nuclear fuel is a special supply arrangement in case of fuel supply disruptions caused by political other than nuclear nonproliferation reasons. Basic research is made on this assurance of supply system, including methods, procedures and schedule for alternative supplies dealing with such supply disruptions.
