Physical protection corrective action program activities in JAEA

In April 2020, JAEA has been introduced Physical Protection Corrective Action Program (PPCAP) with full-scale. It was needed to introduce unified operation for six sites with different business scales, and headquarters developed the common guideline. There was an impression that physical protection activities were carried out by a limited number of employees. Therefore, a problem was to root and activate PPCAP activities among all employees in order to make them effective. Five activities were implemented to solve this problem. As a result, more than 3,700 condition reports (CR) have been collected for 4 years. This paper reports on the activities related to the PPCAP that have been implemented at JAEA.

Physical protection systems (PPS) operated for security in nuclear facilities uses computer-controlled systems. If malicious peoples change program or install computer virus to PPS, they are invalidated. Due to insufficient surveillance etc., and then unauthorized removal and sabotage may be caused. This paper introduces efforts of necessary procurement and quality managements etc., for decreasing there affect, and their details.

Production cross sections of astatine isotopes $$^{207-211}$$At in the 29-57 MeV $$^7$$Li induced reaction with $$^{nat}$$Pb target have been measured by $$alpha$$- and $$gamma$$-ray spectrometry. Excitation functions of production cross sections have been compared with a statistical model calculation to study the reaction mechanism of $$^7$$Li + $$^{nat}$$Pb. Considerably small experimental cross sections of $$^{210}$$At and $$^{209}$$At compared with the calculation were clearly observed at incident energies higher than 44 MeV, indicating that the effects of breakup reaction play a role. A chemical separation of astatine from an irradiated lead target has been studied with a dry-distillation method. A complementary way to produce astatine isotopes has been developed.

We have investigated on degradation of hydrogenated diamond-like carbon (HDLC) surfaces by atomic oxygen beams for space environments under laboratory environments. HDLC was formed on silicon surfaces by a plasma CVD method. The atomic oxygen neams were generated by a laser detonation method. The HDLC surfaces modified by the atomic oxygens were analyzed by Synchrotron Radiation Photo-Emission Spectroscopy (SRPES), Ratherford Backscattering Spectroscopy (RBS), Elestic Recoil Detection Analysis (ERDA), Near-Edge X-ray Absorption Fine Structure method (NEXAFS). Chemical bonding states of oxygen atoms were almost maintained as they were. Concentrations of carbon and hydrogen, sp$$^{2}$$/sp$$^{3}$$ ratio were decreased by the action of oxygen atoms. We concluded that carbon atoms in the sp$$^{2}$$ state were selectively etched out.

Degradation of hydrogenated diamond -like carbon surfaces in space environments by action of high speed atomic oxygen beams has been investigated in laboratory environments. The HDLC was prepared on Si substrates by a plasma CVD method. High speed oxygen atomic beams were generated by a laser detonation method. The HDLC surfaces irradiated by the oxygen atomic beams were analyzed by Synchrotron Radiation Photoemission Spectroscopy (SRPES), Ratherford Backscattering Spectroscopy (RBS), Elastic Recoil Detection Analysis (ERDA), Near-Edge X-ray Absorption Fine Structure (NEXAFS). Although chemical bonding states of oxygen atoms were maintained as they were even after the oxygen atomic beam irradiation, concentrations of carbon and hydrogen were decreased. The sp$$^{2}$$/sp$$^{3}$$ ratio was also decreased. Consequently, carbon atoms in the sp$$^{2}$$ state were selectively etched out with hydrogen atoms by chemical reactions with oxygen atomic beams.
