In JAEA, several versions of unified cross-section set for fast reactors have been developed so far; we have developed a new unified cross-section set ADJ2017R, which is an improved version of the unified cross-section setADJ2017 for fast reactors. The unified cross-section set is used for reflecting information of C/E values (analysis / experiment values) obtained by integral experiment analyses in reactor core design via the cross-section adjustment methodology; the values are stored in the standard database for FBR core design. In the methodology, the cross-section set is adjusted by integrating the information such as uncertainty (covariance) of nuclear data, uncertainty of integral experiment / analysis, sensitivity of integral experiment with respect to nuclear data. ADJ2017R basically has the same performance as ADJ2017, but we conducted an additional investigation on ADJ2017 and revised the following two points. The first is to unify the evaluation method of the correlation coefficient of uncertainty caused by experiments (hereinafter referred to as the experimental correlation coefficient). Because it was found that the common uncertainty used in the evaluation of the experimental correlation coefficient was evaluated by two different methods, the experimental correlation coefficients were revised for all experimental data, and the evaluation method was unified. The second is the review of the integral experiment data used for the cross-section adjustment calculation. It was found that one of the experimental values of composition ratio after irradiation of the Am-243 sample has a problem in uncertainty evaluation because its experimental uncertainty is extremely small compared to the others. The cross-section adjustment calculation was, therefore, redone by excluding the experimental value. In the creation of ADJ2017, a total of 719 data sets were analyzed and evaluated, and eventually adopted 620 integral experimental data sets. In contrast, a total of 61

In order to investigate the basic neutronics characteristics of the accelerator-driven subcritical system (ADS), JAEA has a plan to construct a new critical assembly in the J-PARC project, Transmutation Physics Experimental Facility (TEF-P). This study aims to evaluate the natural cooling characteristics of TEF-P core which has large decay heat by minor actinide (MA) fuel, and to achieve a design that does not damage the core and the fuels during the failure of the core cooling system. In the evaluation of the TEF-P core temperature, empty rectangular lattice tube outer of the core has a significant effect on the heat transfer characteristics. The experiments by using the mockup device were performed to validate the heat transfer coefficient and experimental results were obtained. By using the obtained experimental results, the three-dimensional heat transfer analysis of TEF-P core were performed, and the maximum core temperature was obtained, 294C. This result shows TEF-P core temperature would be less than 327C that the design criterion of temperature.

The Japan Atomic Energy Agency is conducting a reactor modification project of the Static Experiment Critical Facility (STACY). In the modification, STACY is to be converted from a thermal reactor using solution fuel into that using fuel rods and light water moderator. Reactivity of the modified STACY core is controlled by the water level fed in the core tank as well as the present STACY. In order to verify the basic design of the water feed and drain system of the modified STACY, we constructed a mockup test apparatus with almost the same structure and specifications as the modified STACY. In the mockup test, performance checks were pursued regarding limitation of maximum flow of water feeding, adjustment of the flow rate of water feeding, stop of water feeding and others. This report describes the outline and results of the mock-up test of the water feed and drain system of the modified STACY.

JAEA is pursuing research and development (R&D) on volume reduction and mitigation of degree of harmfulness of high-level radioactive waste. Construction of Transmutation Experimental Facility (TEF) is under planning as one of the second phase facilities in the Japan Proton Accelerator Complex (J-PARC) program to promote R&D on the transmutation technology with using accelerator driven systems (ADS). The TEF consists of two facilities: ADS Target Test Facility (TEF-T) and Transmutation Physics Experimental Facility (TEF-P). Development of spallation target technology and study on target materials are to be conducted in TEF-T with impinging a high intensity proton beam on a liquid lead-bismuth eutectic target. Whereas in TEF-P, by introducing a proton beam to minor actinide loaded cores, reactor physical properties of the cores are to be studied, and operation experiences of ADS are to be acquired. This report summarizes results of safety design for establishment permit of one of two TEF facilities, TEF-P.

There is an ongoing discussion on the application of burnup credit to the criticality safety controls of facilities that treat spent fuels. With regard to such application of burnup credit in Japan, this document summarizes the current technical status of the prediction of the isotopic composition and criticality of spent fuels, as well as safety evaluation concerns and the current status of legal affairs. This report is an English translation of A Guide to Introducing Burnup Credit, Preliminary Version, originally published in Japanese as JAERI-Tech 2001-055 by the Nuclear Fuel Cycle Facility Safety Research Committee.

Under the framework of J-PARC, the Japan Atomic Energy Research Institute (JAERI) plans to construct the Transmutation Experimental Facility (TEF). The TEF consists of two facilities: the Transmutation Physics Experimental Facility (TEF-P) and the ADS Target Test Facility (TEF-T). The TEF-P is a critical facility which can accept a 600 MeV - 10 W proton beam. The TEF-T is a material irradiation facility using a 600 MeV - 200 kW proton beam, where a Pb-Bi target is installed, but neutron multiplication by nuclear fuel will not be attempted. This report describes the purposes of the facility, the present status of the conceptual design, and the expected experiments to be performed.

Source term data for estimating release behavior of radioactive nuclides is necessary to evaluate synthetic safety of nuclear fuel cycle facility under accident conditions, such as fire and criticality. In JAERI, the data has been obtained by performing some demonstration tests. In this paper, the data for the criticality accident in fuel solution obtained from the TRACY experiment, will be mainly reviewed. At 4.5 h after the transient criticality, the release ratio of the iodine were about 0.2% for re-insertion of transient rod at just after transient criticality and about 0.9% for not re-insertion. Similarly the release coefficient and release ratio for Xe were estimated. It was proved that the release ratio of Xe-141 from the solution was over 90% in case that the inverse period was over about 100 (1/s). Furthermore, outline of the study on the fire accident as future plan will be also mentioned.

JAERI is conducting the study on the dedicated transmutation system using the accelerator driven subcritical system (ADS). A subcritical reactor with the thermal power of 800 MW has been proposed. Many research and development activities including the conceptual design study are under way and planned at JAERI to examine the feasibility of the ADS. In the field of the proton accelerator, a superconducting LINAC is being developed. In the field of the spallation target using lead-bismuth eutectic (LBE), material corrosion, thermal-hydraulics, polonium behavior, and irradiation effect on materials are being studied. Moreover, in the framework of the J-PARC project, JAERI plans to construct the Transmutation Experimental Facility (TEF) to study the feasibility of the ADS using a high-energy proton beam and nuclear fuel and to establish the technology for the LBE spallation target and relevant materials.

To study the basic characteristics of ADS, Transmutation Experimental Facility is proposed under a framework of JAERI-KEK joint J-PARC project. A comprehensive R&D program for future ADS plant is also performed since 2002. R&D items are categorized into three fields, (1) accelerator (superconducting LINAC design), (2) lead-bismuth target/coolant (material compatibility, thermal-hydraulics around beam window and polonium behavior) and (3) subcritical core (system design, nuclear data, subcriticality measurement, and safety issues of ADS). First phase of the program will be done within three years. Assemble test of the cryomodule, heat transfer experiment using Pb-Bi thermal-hydraulics loop, cold test of polonium vaporization, design study of the 800MW ADS subcritical core are now underway. Part of this job was funded by the MEXT as one of the public offered R&D program for innovative nuclear systems.

The system is composed of high intensity proton accelerator, lead-bismuth spallation target and lead-bismuth cooled subcritical core with nitride fuel. About 2,500 kg of minor actinide is loaded into the subcritical core. Annual transmutation amount using this system is 250 kg with 800MW of thermal output. A superconducting linear accelerator with the beam power of 30MW is connected to drive the subcritical core. Many research and development activities are under way and planned in the fields of subcritical core design, spallation target technology, lead-bismuth handling technology, accelerator development, and minor actinide fuel development. Especially, to study and evaluate the feasibility of the ADS from physics and engineering aspects, the Transmutation Experimental Facility (TEF) is proposed under a framework of the High-Intensity Proton Accelerator Project.

Minor actinide (MA) and long-lived fission product (LLFP) keep their radiological toxicity in high level waste of nuclear fuel cycle for long period. In order to transmute such nuclides to short-lived or stable ones, the Accelerator-Driven Transmutation System (ADS) is proposed and developed. This article presents the current status of the research and development on ADS, technical issues to be solved, the experimental program under the framework of the High-Intensity Proton Accelerator Project (J-PARC), and worldwide activities.

Japan Atomic Energy Research Institute (JAERI) performs research and development for accelerator-driven transmutation systems to improve the environmental impact and increase a capacity of waste disposal plant. The system consists of a superconducting proton LINAC, Pb-Bi eutectic spallation target and Pb-Bi cooled subcritical core. Thermal output of the system is 800MW by injection of the proton beam with the power of 20 to 30MW and then, about 250kg of minor actinides can be transmuted annually. To study and evaluate the feasibility of ADS by a physical and an engineering viewpoint, the Transmutation Experimental Facility is proposed under a framework of J-PARC project. In the presentation, the R&D activities by the contract between the Ministry of Education, Culture, Sports, Science and Technology will be presented.
