Japan Atomic Energy Agency (JAEA) has completed the introduction of a new frame work of safety, maintenance and quality management activities under the new acts on the Regulation of nuclear source material, nuclear fuel material and reactors since April 2020, in consideration of variety, specialty and similarity of nuclear facilities of JAEA (Power reactor in the research and development stage, Reprocessing facility, Fabrication facility, Waste treatment facility, Waste burial facility, Research reactor and Nuclear fuel material usage facility). The JAEA task forces on new nuclear regulatory inspection systems prepared new guidelines on (1) Safety and maintenance, (2) Independent inspection, (3) Welding inspection, (4) Free-access response, (5) Performance indicators and (6) Corrective action program for the JAEA's nuclear facilities. New Quality management systems and new Safety regulations were also prepared as a typical pattern of these facilities. JAEA will steadily improve these guidelines, quality management systems and safety regulations, reviewing the official activities under the new regulatory inspection system together with the Nuclear Regulation Authority and other nuclear operators.

Critical power correlation for tight-lattice rod bundles

In this research, critical power correlation for tight-lattice rod bundles is newly proposed using 7-rod axially uniform-heated data, 7-rod and 37-rod axially double-humped-heated data at Japan Atomic Energy Research Institute (JAERI). For low mass velocity region ($$<$$ 300 kg/m$$^{2}$$s), the correlation is written in critical quality - annular flow length type. For high mass velocity region ($$>$$ 300 kg/m$$^{2}$$s), it is written in local critical heat flux - critical quality type. The standard deviation of ECPR (Experimental Critical Power Ratio) to the whole JAERI data (694 data points) is 6%. The correlation is verified by Bettis Atomic Power Laboratory data (177 points, standard deviation: 7.7%). The correlation is confirmed being able to give good prediction for the effects of mass velocity, inlet temperature, pressure and heated equivalent diameter on critical power. The applicable range of the correlation is: gap between rods from 1.0 to 2.29 mm, heated length from 1.26 to 1.8 m, mass velocity from 150 to 2000 kg/m$$^{2}$$s and pressure from 2 to 11 MPa.

Principle design and data of graphite components

The High Temperature Engineering Test Reactor (HTTR) constructed by Japan Atomic Energy Research Institute (JAERI) is a graphite-moderated and helium-gas-cooled reactor with prismatic fuel elements of hexagonal blocks. The reactor internal structures of the HTTR are mainly made up of graphite components. As well known, the graphite is a brittle material and there were no available design criteria for brittle materials. Therefore, JAERI had to develop the design criteria taking account of the brittle fracture behavior. In this paper, concept and key specification of the developed graphite design criteria is described, and also an outline of the quality control specified in the design criteria is mentioned.

More rapid evaluation of biomacromolecular crystals for diffraction experiments

The parameters used for evaluating biomacromolecular crystal quality (${it R}$$$_{merge}$$, ${it I}$/$$sigma$$(${it I}$), maximum resolution and mosaicity) strongly depend on the diffraction experimental conditions. In this paper we describe the distinctive features of the relative Wilson plot method, and we show that the overall B-factor obtained from this plot is given as a more appropriate to characterize protein crystals. The relative Wilson plot has been applied to the characterization of crystals of a B-DNA decamer d(CCATTAATGG), and crystals of the proteins DsrD (dissimilatory sulfite reductase D) and hen egg-white lysozyme (HEWL) which we have studied by neutron diffraction. We have found that the crystal qualities of the B-DNA decamer and DsrD significantly depend on the regions of the crystallization phase diagram from which samples were taken. However, in the case of HEWL, crystal quality appears to be independent on the region of the crystallization phase diagram.

The International Standards ISO4037-1 of the International Organization for Standardization widely applied in the world to construct X-ray reference fields for performance tests of radiation measuring instruments. The application of the current JAERI's X-ray reference field constructed in accordance with the Japanese Standards should be limited for domestic purposes becase of the characterization technique different from the International Standards. Therefore,for application to international performance tests, X-ray reference fields in the narrow,wide and high air-kerma series based on the International Standards were established using the medium-hard X-ray generator of the Facility of Radiation Standards(FRS), JAERI. This report presents quality characterization, estimation of X-ray spectra of each dose units of the new FRS's fields,and comparison of the qualities and the X-ray spectra to those of the ISO's. The FRS's qualities show good agreement with ISO's: the reference fields should serve for performance tests for international radiation protection purposes.
