The Collaborative Laboratories for Advanced Decommissioning Science (CLADS), Japan Atomic Energy Agency (JAEA), had been conducting the Nuclear Energy Science & Technology and Human Resource Development Project (hereafter referred to "the Project") in FY2019. The Project aims to contribute to solving problems in the nuclear energy field represented by the decommissioning of the Fukushima Daiichi Nuclear Power Station, Tokyo Electric Power Company Holdings, Inc. (TEPCO). For this purpose, intelligence was collected from all over the world, and basic research and human resource development were promoted by closely integrating/collaborating knowledge and experiences in various fields beyond the barrier of conventional organizations and research fields. The sponsor of the Project was moved from the Ministry of Education, Culture, Sports, Science and Technology to JAEA since the newly adopted proposals in FY2018. On this occasion, JAEA constructed a new research system where JAEA-academia collaboration is reinforced and medium-to-long term research/development and human resource development contributing to the decommissioning are stably and consecutively implemented. Among the adopted proposals in FY2018, this report summarizes the research results of the "Development of the technology for preventing radioactive particles' dispersion during the fuel debris retrieval" conducted in FY2019. In this study, a technique to effectively suppress the scattering of fine particles has been developed, and as a result of experiments, a method of spraying with water mist was found to be an effective and applicable method for improving aerosol removal efficiency and removal rate. As a method of solidifying fuel debris to suppress fine particle scattering during cutting, geopolymer was evaluated for its strength, thermal conductivity and cutting powder. In addition, flow status of geopolymer and the temperature distribution inside RPV covered by geopolymer were simulated.

Fully natural circulation decay heat removal systems (DHRSs) are to be adopted for sodium fast reactors, which is a passive safety feature without any electrical pumps. It is required to grasp the thermal-hydraulic phenomena in the reactor vessel and evaluate the coolability of the core under the natural circulation not only for the normal operating condition but also for severe accident conditions. In this paper, the numerical results of the preliminary analysis for the sodium experimental condition with the PLANDTL-2 are discussed to establish an appropriate numerical models for the reactor core including the gap region among the subassemblies and the DHX. From these preliminary analyses, the characteristics of the thermal-hydraulics behavior in the PLANDTL-2 to be focused are extracted.

Advanced Thermal Reactor (ATR) FUGEN was operated for about 25 years, and now has been proceeding decommissioning after the approval of the decommissioning plan in Feb. 2008. The reactor, heavy water system and helium system are contaminated by tritium because of neutron absorption of heavy water, which is a moderator. Before dismantling these facilities, it is necessary to remove tritium from them for not only reducing the amount of tritium released to surrounding environment and the risk of internal exposure by tritium but also ensuring the workability. In first phase of decommissioning (Heavy Water and Other system Decontamination Period), tritium decontamination of the reactor, heavy water system and helium system started in 2008 and completed in 2018. This report shows the results of tritium decontamination of the reactor, heavy water system and helium system.

Decay heat removal system (DHRS) by using the natural circulation without depending on the pump as the mechanical equipment is recognized as one of the most effective methodologies for the sodium-cooled fast reactor from the viewpoint of the safety enhancement. In this paper, the numerical simulation results of the preliminary analysis for the sodium experiment with the apparatus of PLANDTL-2, in which the core and the upper plenum with a dipped-type direct heat exchanger (DHX) were modeled, were discussed, in order to establish appropriate numerical models for the reactor core including the gap region among the subassemblies and the DHX.

In December 2016, the Ningyo-toge Environmental Engineering Center of Japan Atomic Energy Agency (JAEA Ningyo-toge) announced new concept of "Uranium and Environmental Research Platform". As part of the concept, uranium waste engineering research are now undergoing. The objective of the research is to establish the processing technology for safely and reasonable disposal of uranium waste. In particular, estimation of the amount of uranium and harmful substances and development of technologies to reduce their concentration in the waste to the permissive level for the disposal in shallow ground disposal are needed. We are now developing the technologies to reduce the concentration of uranium and harmful substances shown below. (1) Survey on uranium inventory. Uranium waste is now stored in 10-odd thousands of 200 L drums. We are surveying amount and chemical form of uranium in the drums. (2) Development of decontamination technology of metal and concrete waste. We are investigating decontamination methods for metals and concrete contaminated with uranium. (3) Development of technologies to remove, detoxify and fix the harmful substances. We are surveying the types and amounts of harmful substances in waste. In addition, we are investigating the method to remove, detoxify, and fix harmful substances. (4) Measurement technology of uranium radioactivity. We are investigating and examining ways to improve the quantitative accuracy of measurement and shorten the measurement time. (5) Development of uranium removal technology from sludge. We are investigating new processing method to remove uranium from sludge which is applicable for several kind of sludge. The results of these technological developments and environmental research will be reflected to "small-scale field test" and "disposal demonstration test" which are planned for demonstration of the uranium waste disposal technology.

In the framework of the French-Japanese agreement signed in 2014, CEA, AREVA NP, JAEA, and MHI/MFBR is jointly performing components design of ASTRID such as Decay Heat Removal Systems (DHRS). This paper is giving an update concerning ASTRID DHR strategy with description of reference architecture evolution and project objectives. In particular, new developments were made for DHR during normal shutdown and role of Ex-Vessel system. A special focus is made on design process of automatic shutter to hydraulically connect Hot Plenum and cold plenum to enhance primary vessel natural convection.

In sodium-cooled fast reactors, a natural circulation is expected to remove the core decay heat when the plant gets into a station blackout. From a perspective of reactor safety, the core hot spot temperature arising in the natural circulation should be evaluated accurately. To this end, Japan Atomic Energy Agency is trying to couple a 1-D plant dynamics analysis code Super-COPD and a 3-D CFD code AQUA to solve the thermal-hydraulic field in the whole plant under natural circulation condition. As a validation study, the coupled code was applied to an analysis of EBR-II shutdown heat removal test. The obtained numerical results reasonably agreed with the measured data, which demonstrated the validity of the coupled code.

The water experiment apparatus simulating the thermal hydraulics in a reactor vessel under operating the decay heat removal systems (DHRSs) was fabricated. The theoretical evaluation for similarity and results of basic experiments show applicability for a scale model experiment of a sodium-cooled fast reactor. This paper, moreover, describes the results of flow visualization experiment under operating a dipped-type passive DHX, which is planned to be installed in both a loop type reactor and pool type reactor, and the calculation results using FLUENT comparing with the result of water experiment.

Major challenges to implementing full-scale environmental decontamination were the absence of real-world examples and also lack of experience in planning and implementing decontamination technology appropriate to the physical and social boundary conditions in both Japan and Fukushima. The Japan Atomic Energy Agency was thus charged with conducting a range of Decontamination Pilot Project to examine the applicability of decontamination technologies, with a special focus on reducing dose rates and thus allowing evacuees to return to re-establish their normal lifestyles as quickly as possible, whilst simultaneously maintaining worker safety. In this report, re-edit the report of the Decontamination Pilot Project (Nakayama et al.,2014), do the commentary for the decontamination technology.

The decarburization may take place depending on the chemical impurity composition in helium gas used as the primary coolant in High-Temperature Gas-cooled Reactors, and will significantly reduce the strength of the alloy. The ability to remove impurities by a helium purification system was designed according to the predicted generation rate of impurities so as to make the coolant become the carburizing atmosphere. It has been confirmed that the coolant becomes the carburizing atmosphere during the operation period of the High Temperature engineering Test Reactor (HTTR). However, it is necessary to consider changes of generation rates of impurities since lifetime of commercial reactor is longer than the life of the HTTR. To avoid the influence of the change of generation rate, the control of removal efficiency of impurity in the helium purification system was considered in this study. To reform the decarburizing into the carburizing atmosphere, it is effective to increase the H and CO concentration in the coolant helium. By controlling the efficiency of the Cooper Oxide Trap (CuOT), it is possible to increase the H and CO concentrations. Therefore, an experiment was carried out by injecting the gas mixture of H and CO into the existing purification system of HTTR to investigate the dependencies of temperature and impurity concentration on the removal efficiency of CuOT. The experimental results are described as the following, (1) By adjusting the temperature of helium at the CuOT within a range from 110C to 50C, it is possible to reduce the removal efficiency of H sufficiently. (2) Temperature change of helium gas in the CuOT is sufficiently reduced by the cooler located at the downstream of the CuOT, which does not affect the primary cooling system of HTTR. As the results, the applicability of removal efficiency control of CuOT was verified to improve the decarburizing atmosphere for the actual HTGR system.

Natural circulation is one of the most important mechanisms to remove decay heat in the sodium cooled fast reactors from the viewpoint of passive safety. On the other hand, it is difficult to evaluate plant dynamics accurately under low flow natural circulation condition. In this study, Super-COPD has been validated through the application to the analysis of natural circulation tests in the experimental fast reactor JOYO. Almost all plant components in JOYO including four air-coolers were modeled in Super COPD. Furthermore, the full scale modeling of fuel subassembly was also adopted in this analysis. The natural circulation test after reactor scram from 100 MW full power at JOYO was selected and simulated by Super-COPD. The transient behaviors predicted by Super-COPD showed good agreement with the experimental data.

In the MOX handling facilities, many types and amount of nuclear materials (NM) that are relatively easy to access are used in a GB. In order to prevent unauthorized removal of NM from the GB by an insider, based on the Japanese regulation which was referred from INFCIRC/225 Rev.5, the 2 person rule are being introduced at the area where NM handling GB are installed. As an example of usage of the security counterplan for the detection of unauthorized removal of NM, a new proposal of detection concept for the unauthorized removal by operators were investigated with implementation of several experiments considering actual GB operation. In general, it is considered that normal concept is to use radiation monitor ( or neutron) to detect the event by checking the variation of monitoring data. However, it is thought that distinguish between authorized NM movement during operation and the unauthorized removal (sample bag-out from GB) is very difficult. To solve this subject, JAEA studied and proposes a new concept about negative pressure monitoring in the GB in addition to the radiation monitoring. It is thought that the hybrid monitoring concept between pressure and radiation provides the detection alarm for it with central alarm station (CAS) accurately and rapidly with high integrity, and helps to complement current 2 person rule.

Three research reactors were permanently shut down in the Nuclear Science Research Institute (NSRI) of the Japan Atomic Energy Agency (JAEA) as of October 2014. Safe storage or one-piece removal method was applied to decommissioning of these research reactors depending on decommissioning cost and utilization of facilities and so on. Various kinds of data and experiences were obtained through decommissioning of these research reactors. This report shows data and experiences on the research reactors decommissioning in the NSRI of the JAEA.
