The NTE was found to be intimately associated with the spontaneous magnetic ordering, known as magneto-volume effect (MVE). Here we report with compelling evidences that the continuous-like MVE in PrBaCoO is intrinsically of discontinuous character, originating from an magnetoelectric transition from an antiferromagnetic insulating large-volume (AFILV) phase to a ferromagnetic less-insulating small-volume (FLISV) phase. Furthermore, the magnetoelectric effect (ME) shows high sensitivity to multiple external stimuli such as temperature, carrier doping, hydrostatic pressure, magnetic field etc. In contrast to the well-known ME such as colossal magnetoresistance and multi-ferroic effect which involve symmetry breaking of crystal structure, the ME in the cobaltite is purely isostructural. Our discovery provides a new path way to realizing the ME as well as the NTE, which may find applications in new techniques.

A highly accurate and precise technique for measurement of the Nb(n,n')Nb reaction rate was established for the material surveillance tests, etc. in fast reactors. The self-absorption effect on the measurement of the characteristic X-rays emitted by Nb was decreased by the solution and evaporation to dryness of niobium dosimeter. A highly precise count of the number of Nb atoms was obtained by measuring the niobium solution concentration using inductively coupled plasma mass spectrometry. X-rays of Nb were measured accurately by means of comparing the X-ray intensity of irradiated niobium solution with that of the solution in which stable Nb was added. The difference between both intensities indicates the effect of Ta, which is generated from an impurity tantalum, and the intensity of X-rays from Nb was evaluated. Measurement error of the Nb(n,n')Nb reaction rate was reduced to be less than 4%, which was equivalent to the other reaction rate errors of dosimeters used for Joyo dosimetry. In addition, an advanced technique using Resonance Ionization Mass Spectrometry was proposed for the precise measurement of Nb yield, and Nb will be resonance-ionized selectively by discriminating the hyperfine splitting of the atomic energy levels between Nb and Nb at high resolution.

The accident of the Fukushima Daiichi Nuclear Power Station, Tokyo Electric Power Company Holdings, Inc. occurred due to the Great East Japan Earthquake, Sanriku offshore earthquake, of 9.0 magnitude and the accompanying tsunami. As a result, large amount of radioactive materials was released into the environment. Under these circumstances, Japan Atomic Energy Agency (JAEA) has been conducting "Long-term Assessment of Transport of Radioactive Contaminants in the Environment of Fukushima" concerning radioactive materials released in environment, especially migration behavior of radioactive cesium since November 2012. This report is a summary of the research results that have been obtained in environmental dynamics research conducted by JAEA in Fukushima Prefecture.

The ion source is same as the J-PARC linac's, and the old 30-mA RFQ is replaced by a spare 50-mA RFQ, therefore, the beam energy is 3 MeV and the nominal beam current is 50 mA. The main purpose of this system is to test the spare RFQ, but also used for testing of various components required in order to keep the stable operation of the J-PARC accelerator. The accelerator has been already commissioned, and measurement programs have been started. In this paper, present status of this 3-MeV linac is presented.

In this study, the procedure for preparing of comparison water was discussed. We employed that comparison waters were artificially made by mixing chemical reagents, controlling C concentration and chemical composition. We could prepare six comparison waters, having 1, 14, 37, 56, 72 and 100 pMC, respectively. The stable carbon isotopic values and chemical compositions of some batches were measured to exanimate the inter- batches homogeneity. The C discrepancies among the batches were negligible for the inter-laboratory comparison. Finally, the results of trial comparison in Japan will be presented. Most of C results of CO extracted by six laboratories showed good agreements each other.

In the experimental fast reactor Joyo, the damaged upper core structure (UCS) was retrieved into the cask in May 2014 The dose rate on UCS surface was quite high due to the activation for over 30 years operation. In order to attain the optimum safety design, manufacture and operation of equipment for UCS replacement, the method to evaluate UCS surface dose rate was developed on the basis of C/E obtained by the in-vessel dose rate measurement in Joyo. In order to verify the evaluation method, the axial gamma-ray distribution measurement on the surface of the cask, which contained UCS, was conducted using a plastic scintillating optical fiber (PSF) detector. This paper describes the comparison results between calculation and measurement as follows. (1) The measured axial gamma-ray distribution on the cask surface had a peak on proper location with considering the cask shielding structure and agree well with the calculated distribution. (2) The C/E of axial gamma-ray distribution on the cask surface was ranged from 1.1 to 1.7. It was confirmed that the calculation for UCS replacement equipment design had a margin conservatively. Then, the results showed that the developed evaluation method for UCS replacement equipment design was sufficiently reliable.

We have suffered from multipactor problem of some SDTLs after the Great East Japan Earthquake. As a designed operating rf power of the SDTL is in the multipactor region, we had to operate at higher power of the designed one. From the result of the simulation and the observation of the SDTL cavity, it became clear that the multipactor occurred on the inner surface of the cavity. We think that one of the cause of the multifactor is the contamination on the inner surface of the cavity, we performed the cleaning of the inner surface of the cavity by using acetone. The cleaning was very effective and the multipactor region was reduced or disappeared. The multipactor problem has not occurred since then.

A maintenance management required to prototype nuclear power reactors is proposed. Monitoring and control of sodium impurity and thermal transient are extremely important for sodium boundary maintenance for sodium-cooled fast reactors. At the fast stage of the prototype reactor Monju operation, degradation mechanism on the piping should be demonstrated based on operation experiences. Therefore inspection on a representative position for crack indication and pipe thickness is proposed. Due to less experience of SFR plants, early detection of boundary failure is considered. For a matured operation stage, when degradation mechanism is well demonstrated based on inspection data, inspection cycle could be extended. And for commercial reactors, maintenance without inspection will be established based on accumulated operation experiences including those of the prototype reactor Monju.

Applications for maintenance program on piping support of prototype fast breeder reactor Monju are studied. Based on degradation mechanism, snubbers in Monju primary cooling system showed lifetime more than the plant lifetime of 30 years by experiments conservatively. For the first step during construction, visual inspection on accessible all supports could be available. In that visual inspection, mounting conditions and damages of all accessible supports could be monitored. One of major features of the Monju primary piping system is large thermal expansion due to large temperature difference between maintenance and operation conditions. Thanks to that large thermal expansion, integrity of the piping support could be monitored by measuring piping displacement. When technologies of piping displacement monitoring are matured in Monju, visual inspection on piping support could be shifted to piping displacement monitoring. At that stage, the visual inspection could be limited only on representative supports.

The water experiment apparatus simulating the thermal hydraulics in a reactor vessel under operating the decay heat removal systems (DHRSs) was fabricated. The theoretical evaluation for similarity and results of basic experiments show applicability for a scale model experiment of a sodium-cooled fast reactor. This paper, moreover, describes the results of flow visualization experiment under operating a dipped-type passive DHX, which is planned to be installed in both a loop type reactor and pool type reactor, and the calculation results using FLUENT comparing with the result of water experiment.
