Actinide recycle development, which aims the advanced nuclear fuel cycle, is purposed to reduce the environment risk, to improve the synthetic economy and to strengthen the nonproliferation of nuclear materials. Among the minor actinides(Np, Am and Cm), the elements np have IV, V and VI valence in acid aqueous solution and they change complicatedly. for a valence adjustment of Np, a compertment method is much expected. Plutonium(III) has ability of reducing to Np(IV) as well as the ion Fe(II) has, which has been used conventionally as the reducing agent. Plutonium(III) is prepared by adding agents consisted of hydroxylamine nitrate and hydrazine to pu(iv).
