The Waste Safety Testing Facility (WASTEF) is a facility that began operation in December 1982 with the aim of conducting safety testing research on the long-term storage and subsequent geological disposal of high-level radioactive waste generated by the reprocessing of spent fuel. This facility is composed of five concrete cells, one lead cell, six glove boxes, and seven hoods, and is a large-scale facility capable of using nuclear fuel materials including uranium and plutonium, as well as radioisotopes such as neptunium and americium. The facility is equipped with an automatic fire alarm system for the entire building in accordance with the Fire Service Act and regulations on technical standards for facilities used. This is an important aspect of safety management, and it is required that the equipment be sufficiently sound and reliable. However, after more than 30 years of use since its installation, the fire receiving panel, one of the components of the automatic fire alarm system, has deteriorated significantly. Furthermore, many of the parts used have been discontinued and are no longer available, making it difficult to procure them, making it difficult to maintain the equipment's performance. Therefore, in order to ensure the safe and stable operation of WASTEF, the fire receiving panel was updated. This report summarizes the update of the fire receiving panel among the automatic fire alarm equipment that was implemented in FY2022.

Structural investigation of borosilicate glasses by using XAFS measurement in soft X-ray region, 4 (Joint research)

XAFS measurements in the soft X-ray region are suitable for evaluating the chemical state of the surface layer of a measurement sample because the X-ray transmittance is low. In this study, the purpose of the study was to confirm the difference between the coagulated surface layer and the inside of the simulated waste glasses by measuring the K-edge of the glass constituent elements boron, oxygen, sodium, and silicon, and the L$$_{3}$$ edge of the waste component cerium. As a result, the B K-edge XANES spectra showed that the proportion of B-O tetracoordinate sp$$^{3}$$ structures (BO$$_{4}$$) on the surface layer of the coagulated glass samples was higher than that on the cut surface inside the glass samples, which is expected to improve the water resistance of the coagulated surface. On the other hand, the O K-edge XANES spectra suggested that the O abundance in the coagulated surface layer was lower than that in the cut surface inside the glass samples, and that alkali metal elements may be concentrated in the coagulated surface layer. However, no difference was observed in the Na K-edge XANES spectra between the coagulated surface layer and the cut surface, and no difference was observed in the Si K-edge XANES spectra between the solidified surface and the inside of glass samples. In addition, the Ce L$$_{3}$$-edge XANES spectra confirmed that the Ce valence in the surface layer of coagulated glass samples were oxidized compared to the inside of glass samples.

At the Waste Safety Testing Facility (WASTEF), the gamma ray irradiation device "Gamma Cell 220" was relocated from the 4th Research Building of the Nuclear Science Research Institute in FY2019, and the use of gamma ray irradiation has begun. Initially, Fuel Cycle Safety Research Group, Fuel Cycle Safety Research Division, Nuclear Safety Research Center, Sector of Nuclear Safety Research and Emergency Preparedness, the owner of this device, conducted the tests as the main user, but since 2022, other users, including those outside the organization, have started using it. The gamma ray irradiation device "Gamma Cell 220" is manufactured by Nordion International Inc. in Canada. Since it was purchased in 1989, the built-in $$^{60}$$Co radiation source has been updated once, and safety research related to nuclear fuel cycles, etc. It is still used for this purpose to this day. This report summarizes the equipment overview of the gamma ray irradiation device "Gamma Cell 220", its permits and licenses at WASTEF, usage status, maintenance and inspection, and future prospects.

The local structure of glass-forming elements and waste elements in borosilicate glasses varies with its chemical composition. In this study, simulated waste glass samples were prepared and the chemical state regarding boron (B), silicon (Si) and waste elements of iron (Fe), cesium (Cs) were estimated by using XAFS measurement in soft X-ray region. To understand the chemical stability of simulated waste glasses, XANES spectra of B K-edge, Fe L$$_{3}$$, L$$_{2}$$-edge, and Cs M$$_{5}$$, M$$_{4}$$-edge were measured on the glass surface exposed to the leachate. As a result, it was found that the glass surface exposed to the leachate was changed and it was difficult to obtain a clear XANES spectrum. From the B K-edge XANES spectra on glass surfaces exposed to the leachate, an increase in three-coordination of B-O (BO$$_{3}$$) and a decrease in four-coordination of B-O (BO$$_{4}$$) were observed compared to the glass surfaces before immersion. The XANES spectra of Fe L$$_{3}$$, L$$_{2}$$-edge, and Cs M$$_{5}$$, M$$_{4}$$-edge show that as the exposure time in the leachate increases, the Cs present on the glass surface dissolves into the leachate. The XANES spectra of Si K-edge were measured on simulated waste glass surfaces before immersion, and it was confirmed that the change in XANES spectra given by Na$$_{2}$$O concentration had a larger effect than the waste component concentration.

New regulatory requirements were developed taking into account the lessons-learnt from the accident at Fukushima Daiichi Nuclear Power Station on March 2011. The new regulatory standards required that monitoring posts should be diversified in transmission systems and equipped with backup power supply equipment for design basis accidents. In this report, we look back on the history of monitoring posts in Oarai Research and Development Institute, explained the application for the permission of reactor installment license, application for approval of the design and construction method, pre-use operator's inspection and improvement design of monitoring posts. This report also includes about inspection based on act on special measures concerning nuclear emergency preparedness and the installation of KURAMA-II, which was carried out in conjunction with the improvement of monitoring post for new regulatory standards. As an appendix, application document for approval of the design and construction method are included.

The J-PARC 3GeV Rapid Cycling Synchrotron (RCS) is aiming to provide the proton beam of very high power for neutron experiments and the main ring synchrotron. We have continued the beam commissioning and the output power from RCS have been increasing. In recent years, we have been trying continuous supply of 1-MW high-intensity beam, which is the design value, to a neutron target. We tried to operate continuously for over 40 hours in June 2020. However, some trouble occurred and the operation was frequently suspended. In June 2021, we tried again 1-MW operation but it was suspended due to deterioration of the cooling water performance. Last summer shutdown period, we recovered performance of the cooling water system and retried in this June. In the final case, the outside temperature became extremely high. We could not keep 1-MW power, whereas 600 kW beam was delivered in stable.

Reducing the effect of noise generated from stepper motor for H0 collimator in J-PARC RCS

Stepper motors are used for mechanical drive in collimators and wire scanner monitors of J-PARC accelerators. Many of these drive unit hardware have been used since the beginning of J-PARC construction, and it is necessary to take measures against aging deterioration. Therefore, we started updating the motor and control system from around 2017. However, when the stepper motor was updated to the current product in the RCS H0 collimator, a malfunction occurred. This is because the drive unit control system cannot correctly recognize the state of the LS (limit switch) due to the noise generated by the motor driver, which hinders the operation. When the noise generated from the old and new stepper motors was measured in a simple test environment for confirmation, it was found that the current product was clearly larger. As a countermeasure, when the wiring of the stepper motor, which was bundled in a single multi-core cable, was separated into separate cables for the power system and LS signal system, the noise level was reduced to about 1/10 and normal operation was restored. I was able to. In this case, we report on noise countermeasures for the RCS H0 collimator drive unit.

Structural change by phosphorus addition to borosilicate glass containing simulated waste components

Simulated nuclear waste glass samples containing phosphorus, which increase the solubility of molybdenum, were prepared and analyzed using synchrotron X-ray Absorption Fine Structure (XAFS) analysis for some constituent elements and Raman spectroscopic analysis of their complex structure. Changes in local structure and chemical state due to different phosphorus additions and waste loading rates were systematically studied. Consequently, no crystalline phase due to the molybdate compound was observed even at a maximum waste content of 30 wt% (corresponding to 1.87 mol% MoO$$_3$$). Oxidation proceeded when the waste-loading rate was increased, whereas the reduction proceeded when phosphorus was added. In some cases, the effects of oxidation and reduction were offset. The local structure around specific elements can be classified as follows; Zn that is affected mainly by the waste-loading rate, Ce that is affected by both the waste-loading rate and phosphorus addition, and Zr element that is not affected by either of them. From the comparison between the analytical results of Mo and other elements, it was considered that the added phosphorus exists as a free PO$$_4$$ structural unit and may deprive the alkali metal coordinated to the molybdate ion.

In this study, borosilicate glass frit and simulated waste glass samples were prepared and the chemical state regarding boron (B), silicon (Si) and waste elements of iron (Fe), cesium (Cs) were estimated by using XAFS measurement in soft X-ray region. Following results were obtained by XAFS measurements of simulated waste glass surfaces after immersion test to investigate the long chemical stability. (1) As the leaching time of glass samples in immersion test passed, the Cs M$$_{5}$$, M$$_{4}$$-edge XANES spectra disappeared and the Fe L$$_{3}$$, L$$_{2}$$-edge spectra changed. (2) A new compound was formed on the sample surface after the immersion test, and these changes in the surface state were confirmed by Raman spectroscopy. However, it became difficult to obtain a clear B K-edge XANES spectrum by forming a compound on glass surfaces. The Si K-edge XANES spectra of borosilicate glass frits with different Na$$_{2}$$O content were measured, and following was confirmed. (1) As the Na$$_{2}$$O concentration increases in borosilicate glass frit, the K-edge peak of Si shifts to the low energy side. (2) The intensity of the Si K-edge peak is maximum when the Na$$_{2}$$O content in glass frits was about 7wt%.

In the Japan Proton Accelerator Research Complex, the purpose of the 3 GeV rapid cycling synchrotron (RCS) is to accelerate a 1 MW, high-intensity proton beam. To achieve beam operation at a repetition rate of 25 Hz at high intensities, the RCS was elaborately designed. After starting the RCS operation, we carefully verified the validity of its design and made certain improvements to establish a reliable operation at higher power as possible. Consequently, we demonstrated beam operation at a high power, namely, 1 MW. We then summarized the design, actual performance, and improvements of the RCS to achieve a 1 MW beam.

Following results were obtained by XAFS measurements of simulated waste glass samples after immersion test to investigate the long chemical stability. (1) A new compound was formed on the sample surface after the immersion test, and changes in the surface state were confirmed by Raman spectroscopy. (2) Cs on the sample surface after immersion test dissolves into the leaching solution. The Si K-edge XANES spectra of borosilicate glass frits and simulated waste glass samples included lanthanides oxide were measured, and following was confirmed. (1) As the Na$$_{2}$$O concentration increases in borosilicate glass frit, the K-edge peak of Si shifts to the low energy side. (2) The peak height of the K-edge of Si differs depending on the kind of lanthanide.
