Environmental radiation monitoring around the Tokai Reprocessing Plant has been performed by the Nuclear Fuel Cycle Engineering Laboratories, based on "Safety Regulations for the Reprocessing Plant of Japan Atomic Energy Agency, Chapter IV - Environmental Monitoring". This annual report presents the results of the environmental monitoring and the dose estimation to the hypothetical inhabitant due to the radioactivity discharged from the plant to the atmosphere and the sea during April 2010 to March 2011. In this report, some data include the influence of the accidental release from the Fukushima Daiichi Nuclear Power Plant on Tokyo Electric Power Co. in 2011 March. Appendices present comprehensive information, such as monitoring program, monitoring methods, monitoring results and their trends, meteorological data and discharged radioactive wastes. In addition, the data exceeded the normal range of fluctuation by the accidental release was evaluated in the appendices.

The overall feature of the electronic structure of lithium amide by the XES and XAS is consistent with the band calculation, while the strongly hybridized state with H 1 is located at higher binding energy than the band calculation.

The Nuclear and Industrial Safety Agency of the Ministry of Economy, Trade and Industry (NISA) has renewed its regulatory role and its need for regulatory support research on radioactive waste management, with recent circumstances of radioactive waste management in Japan being taken into consideration. In response, a technical supporting organization, the Japan Nuclear Energy Safety Organization (JNES), in 2009 released the five-year research plan "Regulatory Support Research Plan on Radioactive Waste Management 2010-2014", in cooperation with the research institutes of the Japan Atomic Energy Agency (JAEA) and the National Institute of Advanced Industrial Science and Technology (AIST). In October 2007, all three parties signed an agreement of cooperative study on geological disposal, which facilitated joint studies and exchanges of staff, data, and results. One of the ongoing joint studies has focused on regional-scale hydrogeological modeling using JAEA's Horonobe Underground Research Laboratory.

We observe a change in the relative intensity of bending versus stretching modes while scanning the photon energy across all three resonances. While this effect is known to be due to the Renner-Teller splitting in the core-excited states, we could derive that the antisymmetric stretching is excited mainly in the decay of the N terminal 1s-to- excitation. An explanation for such selectivity is provided in terms of interplay of vibrational structure on potential energy surfaces of different electronic states involved in the process.

Times Cited Count:4 Percentile:24.52(Spectroscopy)We report soft X-ray total ion yield and angular-resolved ion yield spectra of CFI in the C 1s, I 3d and F 1s ionisation regions, and tentatively assign the observed electronic states. Anisotropy in ion yield is observed only for the C 1s transition, indicating that the dipole moment for this transition is parallel to the C. The effusive source of CFI is heated to 800 K to produce a mixture of CF and I, and the resulting spectra are compared to those recorded at room temperature to reveal the first information on the inner-shell excitation of CF.

Corrosion of a nuclear fuel reprocessing plant is also important problem in either current or an advanced nuclear fuel reprocessing system. In this process, nitric acid solution is used to dissolve spent nuclear fuels and solvent extraction method is used to separate U, Pu and actinoid elements. It will be much severer corrosive environment. In this paper, an effect of neptunium ions on corrosion of ultra low carbon Type 304 stainless steel was investigated. The corrosion tests were conducted in 9 kmol/m nitric acid solution adding neptunium ions. The results show that neptunium ions promote inter-grainier corrosion of SUS304ULC in nitric acid solution and corrosion rate in heat-transfer condition is larger than that in immersed condition. It is estimated that the oxidise potential of nitric ions increases under heat-transfer condition more than immersion condition in boiling solution. Furthermore, the effect of -ray irradiation used Co is examined. -ray irradiation decreases corrosion rates and the reason is discussed.

On the conversion from aluminide fuel to silicide fuel, burnable absorbers were introduced for decreasing excess reactivity. The burnable absorbers influence reactivity during reactor operation. So, the burning of the burnable absorbers was studied and the influence on reactor operation was made cleared. Furthermore, necessary excess reactivity on beginning of operation cycle and the time limit for restart after unplanned reactor shutdown was calculated. After the conversion, the fuel exchange procedure was changed from the six-batch dispersion procedure to the fuel burn-up management procedure. The previous estimation of fuel burn-up was required for the planning of fuel exchange, so that the estimation was carried out by means of past operation data. Finally, a new fuel exchange procedure was proposed for effective use of fuel elements. The average length of fuel-staying in the core can be increased by two percent on the procedure.

JRR-3 (Japan Research Reactor No.3) has been operated for about 15 years after the modification, without significant troubles by carrying out maintenance such as the preventive maintenance (mainly Time-Based Maintenance: TBM) for the safety-grade equipments and the breakdown maintenance for the non-safety-grade equipments. Recently, numbers of unscheduled shutdowns caused by aging of the non-safety-grade equipment have been increasing, but resources for both maintenances have been decreasing year by year. In such a situation, new JRR-3 maintenance program is studying and reviewed considering safety, reliability and economical. In the evaluation, the maintenance data (i.e. vibration, measurement, etc.) which accumulated on JRR-3 is applied effectively. This report offers the policy on the maintenance review at JRR-3 and the future direction of JRR-3 maintenance programs.

To solve this technical problem, the focused ion beam (FIB) micro-sampling system was installed to the Research Hot Laboratory of Japan Atomic Research Institute (JAERI), Japan. This system makes it possible to fabricate the TEM specimens from the critical points of mechanical-tested radioactive specimens, such as the crack initiation points of fatigue fracture on neutron irradiated specimen. In this paper, the microstructure of mechanical-tested specimen of Reduced Activation Ferritic/martensitic steels, RAFs are investigated focusing on the helium effects to fatigue fracture.

The demonstration test for the acid recovery evaporator and the dissolver used in the major equipment of Rokkasho Reprocessing Plant (RRP), has been carried out. The mock-up miniature equipment has been employed to it. This test had been performed from April in 1998. The total time of demonstration test using the mock-up equipment is about two and half years, which corresponds to about 20,000 hours. After that, four of the seven heat transfer tubes used in the evaporator were drawn out and the corrosion level and the mechanical properties were evaluated for one of them. As a result, intergranular corrosion was recognized in the inner surface of the heat transfer tube and the corrosion depth at the grain boundary was statistically shown to be about one grain from the inner surface. Further, no change in mechanical properties was observed and growth of intergranular cracks in the inner surface of the specimen was found after flattering test.
