In Japan, about 10 years have passed since the law obligated nuclear operators to develop and maintain a nuclear security culture. During this period, the global nuclear situation has changed significantly, and it is becoming important to maintain a stance that emphasizes compliance with regulations and nuclear security culture. In JAEA, the policy of legal compliance and developing nuclear security culture is determined by the president of JAEA. For legal compliance and developing nuclear security culture, many activities are carried out based on that policy. Finally, these activities are evaluated and improved it every year. Case study is the one of activities that can obtain skills for legal compliance and developing nuclear security culture, such as sensitivity of nuclear security risks, correct understanding of the laws. The procedure for the case study was created with reference to a method called KY-Training which is often applied to safety training program in Japan. KY-Training is a training that participants (groups) can reach the conclusion how to respond to cases through four questions. Firstly, participants are given illustrations and descriptions which has potential of nuclear security risks. Then, participants make discussion according to four questions. Consequently, participants can effectively become aware of nuclear security risks. In the 2022 case study, we prepared 23 cases so that they can select choose freely according to role of participants such as in charge of nuclear security, guards, general employees. Finally, participants are asked to fill a questionnaire to evaluate effectiveness of case study. The result of questionnaires indicated that the case study was able to lead to improvement sensitivity of nuclear security risks and correct understanding of the laws. Overall, case study results suggested that JAEA's efforts were implying sufficiently to develop and maintain a nuclear security culture.

Nuclear Fuel Cycle Engineering Laboratories (NCL) has been observing ground motion for a long time. On the border from northern Ibaraki prefecture to Fukushima prefecture, inland crustal earthquakes occur less frequently until the 2011 off the Pacific coast of Tohoku Earthquake (hereinafter referred to as Tohoku Earthquake). After Tohoku Earthquake, aftershocks have become more frequent in this area, and in the Hamadori region of Fukushima earthquake that a remarkable long periodic component was observed in the NCL seismic observation record. Until now there were no such things that long periodic components were observed at the observation points near the epicenter of April 2011 Fukushima earthquake, but it was thought basin structure in deep basement around the NCL affected the propagation process to NCL by reflection survey result. As basement structure of NCL affected the seismic wave propagation process, the seismic wave repeatedly reflects and refracts. For that reason, long periodic components of seismic waves may be possibly amplified. In this study, in order to refine the long periodic ground motion evaluation, using a three dimensional ground structure model (3D model) that can reflect the shape of the deep basement structure around the NCL. When modeling 3D ground structure which has a width of about 80km and a length of about 110km and ranges from the epicenter area of April 2011 Fukushima earthquake to the northern coastal area of Ibaraki prefecture modeled, improved the optimum ground structure model using multiple observation records and performed simulation analysis.

GS20 (a lithium glass) and LiCaAlF:Ce(LiCAF:Ce) cintillators with thicknesses of 0.5 and 1.0 mm, respectively, have been employed. Pulse signals generated by photomultiplier tubes, to which the scintillators were coupled, were inserted into a digital pulse processing unit with 1 Gsps, and the areas of waveforms were integrated for 360 ns. In a Co -ray field, the neutron detection for GS20 with a 0.5-mm thickness was possible at dose rates of up to 0.919 Gy/h; however, for LiCAF:Ce, neutron detection was possible at 0.473 Gy/h, and it failed at 0.709 Gy/h. Threfore, in a Co -ray field, the neutron/-ray discrimination of GS20 was better than that of LiCAF:Ce due to its better energy resolution and higher detection efficiency.

The J-PARC 3GeV Rapid Cycling Synchrotron (RCS) is aiming to provide the proton beam of very high power for neutron experiments and the main ring synchrotron. We have continued the beam commissioning and the output power from RCS have been increasing. In recent years, we have been trying continuous supply of 1-MW high-intensity beam, which is the design value, to a neutron target. We tried to operate continuously for over 40 hours in June 2020. However, some trouble occurred and the operation was frequently suspended. In June 2021, we tried again 1-MW operation but it was suspended due to deterioration of the cooling water performance. Last summer shutdown period, we recovered performance of the cooling water system and retried in this June. In the final case, the outside temperature became extremely high. We could not keep 1-MW power, whereas 600 kW beam was delivered in stable.

Times Cited Count:1 Percentile:17.38(Physics, Applied)Direct energy conversion has been investigated using Ni/SiC Schottky junctions with the irradiation of monochromatized synchrotron X-rays simulating the gamma rays of Np (30 keV) and Am (60 keV). From current-voltage measurements, electrical energies were obtained for both kinds of gamma rays. The energy conversion efficiencies were found to reach up to 1.6%, which is comparable to those of a few other semiconducting systems reported thus far. This result shows a possibility of energy recovery from nuclear wastes using the present system, judging from the radiation tolerant nature of SiC. Also, we found different conversion efficiencies between the two samples. This could be understandable from hard X-ray photoelectron spectroscopy and secondary ion mass spectroscopy measurements, suggesting the formation of Ni-Si compounds at the interface in the sample with a poor performance. Hence, such combined measurements are useful to provide information that cannot be obtained by electrical measurements alone.

Especially, e-learning which combines education and awareness, case studies, and internal audits are considered effective in maintaining nuclear security compliance and security culture development activities.

To achieve beam operation at a repetition rate of 25 Hz at high intensities, the RCS was elaborately designed. After starting the RCS operation, we carefully verified the validity of its design and made certain improvements to establish a reliable operation at higher power as possible. Consequently, we demonstrated beam operation at a high power, namely, 1 MW. We then summarized the design, actual performance, and improvements of the RCS to achieve a 1 MW beam.

Times Cited Count:4 Percentile:49.4(Geosciences, Multidisciplinary)Simultaneous determination of the U-Pb age of zircon and concentration of titanium in a single analysis spot, using inductively coupled plasma mass spectrometry with laser ablation sample introduction, produces paired age and temperature data of zircon crystallisation, potentially revealing time-temperature () histories for evolved magma. The Kurobegawa granite, central Japan, contains abundant mafic magmatic enclaves (MMEs). We applied this method to evaluate MMEs and their host (enclosing) granites. Cooling behaviour common to both MMEs and host rocks was found between 1.5 and 0.5 Ma. Rapid cooling from the zircon crystallisation temperature to the closure temperature of biotite K-Ar system was within 1 million year. Combining the obtained paths of MMEs and host rocks with petrological information can provide insights into magma chamber processes. This suggests that MME flotation, migration, and spread through the magma chamber ceased at 1.5-0.5 Ma, indicating the emplacement age of the Kurobegawa granitic pluton, as no large-scale reheating episodes have occurred since then.

The 3 GeV Rapid Cycling Synchrotron at the Japan Proton Accelerator Research Complex supplies a high-intensity proton beam for neutron experiments. Various parameters are monitored to achieve a stable operation, and it was found that the oscillations of the charge-exchange efficiency and cooling water temperature were synchronized. We evaluated the orbit fluctuations at the injection point using a beam current of the injection dump, which is proportional to the number of particles that miss the foil and fail in the charge exchange, and profile of the injection beam. The total width of the fluctuations was approximately 0.072 mm. This value is negligible from the user operation viewpoint as our existing beam position monitors cannot detect such a small signal deviation. This displacement corresponds to a 1.6310 variation in the dipole magnetic field. Conversely, the magnetic field variation in the L3BT dipole magnet, which was estimated by the temperature change directly, is 4.0810. This result suggested that the change in the cooling water temperature is one of the major causes of the efficiency fluctuation.

The decommissioning is currently in progress at the prototype fast breeder reactor Monju. Fuel assemblies will be taken out of its core for the first step of the great task. Fuel assemblies stand on their own spike plugged into a socket on the core support plate and support with adjacent assemblies through their housing pads each other, resulting in steady core structure. For this reason, some substitutive assemblies are necessary for the purpose of discharging the fuel assemblies of the core. Monju side commissioned, therefore, Plutonium Fuel Development Center to manufacture the substitutive assemblies and the Center accepted it. This report gives descriptions of design, manufacture, and shipment in regard to the substitutive assemblies.

The Japan Proton Accelerator Research Complex (J-PARC) is a multipurpose facility for scientific experiments. The accelerator complex consists of a 400-MeV Linac, a 3-GeV Rapid-Cycling Synchrotron (RCS) and a 30-GeV Main Ring synchrotron (MR). The RCS delivers a proton beam to the neutron target and MR, and the MR delivers the beams to the neutrino target and the Hadron Experimental Facility. The first operation of the neutron experiments began in December 2008. Following this, the user operation has been continued with some accidental suspensions. These suspensions include the recovery work due to the Great East Japan Earthquake in March 2011 and the radiation leak incident at the Hadron Experimental Facility. In this report, we summarize the major causes of suspension, and the statistics of the reliability of J-PARC accelerator system is analyzed. Owing to our efforts to achieve higher reliability, the Mean Time Between Failure (MTBF) has been improved.
