原子力機構では、欧州委員会共同研究センターと共同で、核不拡散・核セキュリティ用非破壊測定技術の開発に取り組んでいる。その目標の一つは、ダーティー・ボム等に含まれる爆発性物質(HE)や、化学兵器(CW)等の有毒物質の、即発$$gamma$$線分析(PGA)を用いた検知法の開発である。そのために、小型DT中性子源を用いたアクティブ中性子統合非破壊測定試験装置"Active-N"を建設し、そのPGA部においてHE及びCWを構成する元素の検知の可能性を調べた。HEを構成する元素の代表として窒素を、またCWに含まれる元素として燐,塩素,硫黄,ホウ素,ケイ素,チタン,亜鉛等を想定した。これらの元素を含有する物質に中性子を照射し、放出される即発$$gamma$$線をPGA部の高純度Ge検出器で測定した。本報では、その測定結果を報告する。

Currently, in collaboration with the Joint Research Centre of the European Commission, Japan Atomic Energy Agency (JAEA) has conducted a program to develop non-destructive analysis (NDA) techniques for nuclear non-proliferation and nuclear security. One of the aims of the program is to develop detection methods for highly explosives (HE) in the so-called "dirty bombs" as well as toxic materials in chemical warfare (CW) agents, with prompt $$gamma$$-ray analysis technique. In the course of the program, we have constructed an integrated active neutron non-destructive assay system named "Active-N" in which a compact DT neutron source is utilized and which is equipped with a high-purity germanium detector for PGA measurements. To evaluate whether the prompt $$gamma$$ rays can be detected from the constituent elements of HEs and CWs, using the PGA part of the system, a series of measurements were done. For HE detection, the target element is Nitrogen. For CW detection, the measurements were done for the following elements: Phosphorus, Chlorine, Sulfur, Boron, Silicon, Titanium, and Zinc. In this paper, the results of the measurements will be presented.
