The disposal of radioactive waste from the research facility need to calculate from the radioactivity concentration that based on variously nuclear fuels and materials. In Japan Atomic Energy Agency Oarai Research and Development Institute, the study on considering disposal is being advanced among the facilities which generate radioactive waste as well as the facilities which process radioactive waste. This report summarizes a study result in FY2020 about the evaluation method to determine the radioactivity concentration in radioactive waste on Oarai Research and Development Institute.

Characteristic examination and IAEA acceptance test for waste container assay system (WCAS) #2

The Plutonium Fuel Center at Tokai Works has installed the Waste Container Assay System #2 made by Canberra Industries in US to assay the quantity of plutonium at 2$$^{nd}$$ PWSF. The Center had performed characteristic examination for WCAS#2 since June of 2000, and IAEA had performed the acceptance test for this equipment with MEXT JSGO inspectors in March of 2001. Therefore, WCAS|#2 was available to use as an accountancy control device and a safeguards inspection device since June of 2001. This characteristic examination was performed based on the experience of a similar examination of WCAS#1 using the PuO$$_{2}$$ powder of standard samples which were arranged to enter a state near real waste container. As a result, Assay error became about 9%(16) or less and the lower limit of detection is about 2mg($$^{240}$$Pu-eff). The safeguards inspection parameter was able to be set by this acceptance test.

On August 1999, the Director of Tokai Work proposed an activity regarding recycling and reuse of general waste generated from Tokai Works. The activity was initiated by the Waste Management and Fuel Cycle Research Center, and is now being in progress through out the Tokai Works. In the course of this activity, Plutonium Fuel Center had settled the Working Group and the issues related to the waste reduction have been examined. This report collects the problems that became obvious through the survey of existing segregation method, treatment process, and the amount of the waste generation, and accounts for the concrete methodology for the recycling and reuse of general waste. In order to reduce waste, it is necessary to aware of the facing issues and adopt the countermeasures proposed in this report whenever possible. The activity will then leads us to reduce waste generation, which in turn will enable us to make 100 % waste recycling possible.
