Tokai Reprocessing Plant (TRP) which shifted to decommissioning phase in 2014 had nuclear fuel materials such as the spent fuel sheared powder, the diluted plutonium solution and the uranium solution in a part of the reprocessing main equipment because TRP intended to resume reprocessing operations when it suspended the operations in 2007. Therefore, we have planned to remove these nuclear materials in sequence as Flush-out before beginning the decommissioning, and conducted removal of the spent fuel sheared powder as the first stage. The spent fuel sheared powder that had accumulated in the cell of the Main Plant (MP) as a result of the spent fuel shearing process was recovered from the cell floor, the shearing machine and the distributor between April 2016 and April 2017 as part of maintenance. Removing the recovered spent fuel sheared powder was conducted between June 2022 and September 2022. In this work, the recovered powder was dissolved in nitric acid at the dissolver in a small amount in order to remove it safely and early, and the dissolved solution was sent to the highly radioactive waste storage tanks without separating uranium and plutonium. Then, the dissolved solution transfer route was rinsed with nitric acid and water. Although about 15 years had passed since previous process operations, the removing work was successfully completed without any equipment failure because of the organization of a system that combines veterans experienced the operation with young workers, careful equipment inspections, and worker education and training. Removing this powder was conducted after revising the decommissioning project and obtaining approval from the Nuclear Regulation Authority owing to operating a part of process equipment.

Based on the regulations (the safety regulation of Tokai Reprocessing Plant, the safety regulation of nuclear fuel material usage facilities, the radiation safety rule, the regulation about prevention from radiation hazards due to radioisotopes, which are related with the nuclear regulatory acts, the local agreement concerning with safety and environment conservation around nuclear facilities, the water pollution control law, and by law of Ibaraki Prefecture), the effluent control of liquid waste discharged from the Nuclear Fuel Cycle Engineering Laboratories of Japan Atomic Energy Agency has been performed. This report describes the effluent control results of the liquid waste in the fiscal year 2021. In this period, the concentrations and the quantities of the radioactivity in liquid waste discharged from the reprocessing plant, the plutonium fuel fabrication facilities, and the other nuclear fuel material usage facilities were much lower than the limits authorized by the above regulations.

Material irradiation test system had been newly installed in JMTR (Japan Materials Testing Reactor) with taking 5 years which was from 2008 through 2013. The aim of material irradiation test system is to conduct IASCC (Irradiation Assisted Stress Corrosion Cracking) evaluation study. This system is mainly consist of water control unit, which can simulate elevated temperature and pressure of the light water reactor environment in the reactor, and load control unit, which can perform the crack propagation examination under irradiation. This load control unit gives a load to CT (Compact Tension) specimen, and perform the crack propagation examination. The principle of loading to CT specimen is using pressure difference between pressure generated by high temperature and high pressure water by water control unit in capsule and pressure generated by load gas pressure supplied by helium gas cylinder in bellows installed in load control unit. In 2013, the commissioning of material irradiation test system was carried out for adjustment. During this commissioning, the correlation between the differential pressure in load control unit and the load was confirmed by using the test container connected to load control unit with load cell. From the results of commissioning, the problem, which the load change speeds at loading and unloading were different due to different pressure change speeds by the piping resistance performance in the periodic loading test in which load from minimum to maximum repeatedly applied, was confirmed. This report summarizes the problem of load change speed due to the piping resistance performance, which was confirmed in 2013, the improvement and performance test of load control unit for solving the problem described above, which were carried out from 2014 to 2015, and operating procedure.

In the Japan Materials Testing Reactor (JMTR), the leakage accidents of radioactive waste liquid were occurred from the tanks and pipes of the liquid waste disposal facility in the JMTR tank-yard building in JFY2014. In order to respond to the accident, obtain the approval of the JAEA to the design and construction method from JFY2016, the tanks and pipes were replaced from JFY2016 to 2019. In the replaced, the production of the tanks and pipes of the liquid waste disposal facility applied Japanese technical standards correspondingly. On the other hand, the valve did not fall under the category of Japanese technical standards. The manufacturing specifications when replacing the valve were decided based on the including the selecting the standards of production and inspection for valves, Fluid properties, experience in JMTR. The production proceeded while carrying out the decided inspection. The valves that passed all the inspections were installed together with the tanks and pipes of the liquid waste, and the finished inspection was performed as a systems. The construction was completed with those inspection passed. This report is summarized valve Design, production and installation.

In the Japan Materials Testing Reactor (JMTR), the leakage accidents of radioactive waste liquid were occurred from the tanks and pipes of the liquid waste disposal facility in the JMTR tank-yard building in JFY2014. In order to respond to the accident, the tanks and pipes were replaced from JFY2016 to 2019. On the other hand, a lot of cracks were occurred on the concreate wall of the tank-yard building when the frame structure supports were fixed to the concrete wall in the replacement work. Thus, it is necessary to repair the concreate wall of the tank-yard building. Especially, some cracks with swelling (cone-shaped fracture) were raised around some anchor bolts (the post-installed chemical anchor bolts) fixed the frame structure supports. The repairing method for the cone-shaped fracture of the concrete wall is standardized, but there was no reference value of tensile strength for the validation of the post-installed chemical anchor bolts after the repairing method. In this report, the repairing method was selected for the cone-shaped fracture on the concreate wall and the reference value of tensile strength for the validation of the post-installed chemical anchor bolts by this repairing method. The mock-ups for repairing cone-shaped fracture were fabricated by the selected repairing method and the tensile tests of the post-installed chemical anchor bolts were performed. From the results, the validation of the repairing method was obtained in this test and it was obvious the repairing of cone-shaped fracture is preferable method for the concreate wall of the JMTR tank-yard building.

We present the design and characterization of a high-contrast, petawatt-class Ti:sapphire chirped-pulse amplification (CPA) laser system. Two saturable absorbers and low-gain optical parametric chirped-pulse amplification (OPCPA) preamplifier in the double CPA laser chain have improved the temporal contrast to 1.410 on the subnanosecond time scale at 70 terawatt level. Final uncompressed broadband pulse energy is 28 J, indicating the potential for reaching peak power near 600 terawatt. We also discuss our upgrade to over petawatt level at a 0.1 Hz repetition rate briefly.
