The Naraha Remote Technology Development Center (Naraha Center) consists of a mock-up test building and a research management building, and various test facilities necessary for the decommissioning work after the accident of TEPCO Fukushima Daiichi Nuclear Power Station are installed. Using these test facilities, a wide range of users, such as companies engaged in decommissioning work, research and development institutions, educational institutions, etc., can efficiently develop robots through characterization and performance evaluation of remote-controlled robots. Furthermore, it is possible to make various uses such as exhibitions that many companies have met together, experts' meetings on decommissioning. This report summarizes the activities of the Naraha Center such as development of remote control technologies, maintenance and training of remote control equipment for emergency response, use of component test areas, and so on in FY2016.

A maintenance management required to prototype nuclear power reactors is proposed. Monitoring and control of sodium impurity and thermal transient are extremely important for sodium boundary maintenance for sodium-cooled fast reactors. At the fast stage of the prototype reactor Monju operation, degradation mechanism on the piping should be demonstrated based on operation experiences. Therefore inspection on a representative position for crack indication and pipe thickness is proposed. Due to less experience of SFR plants, early detection of boundary failure is considered. For a matured operation stage, when degradation mechanism is well demonstrated based on inspection data, inspection cycle could be extended. And for commercial reactors, maintenance without inspection will be established based on accumulated operation experiences including those of the prototype reactor Monju.

The Committee reviewed mainly the progress of the R&D project on geological disposal, the relevance of the project outcome during the period of the second midterm plan (FY2010-2014) and the prospect of the next term in light of requirements and effectiveness for R&D activities. As a result, the Committee concluded that the progress of the R&D project was satisfactorily made from the viewpoint of improvements of reliability and practicality for implementation. In addition, the Committee provided a couple of advises to be addressed in the project in next term in light of transfer of techniques and the knowledge taking account of the long-term implementation of the repository program.

In the Horonobe Underground Research Laboratory (URL) Project, construction of the Ventilation Shaft, the East and West Access Shafts and the drifts has been conducted as a phase II research. In the research, observation of the lithofacies and fractures, and in-situ tests are conducted in each face. In addition, measuring instruments such as tunnel lining concrete stress meter and extensometer are installed in particular face for the purpose of the validation of the results of predictive analysis, conducted in phase I. This report summarizes the measurements data acquired at the 350 m Gallery and the ventilation shaft.

Japan Atomic Energy Agency (JAEA) consulted an assessment committee, "Evaluation Committee of Research and Development (R&D) Activities for Nuclear Safety", for post- and pre-review assessment of R&D on nuclear safety research. In response to JAEA's request, the Committee assessed mainly the progress of the R&D project according to guidelines, which addressed the rationale behind the R&D project, the relevance of the project outcome and the efficiency of the project implementation during the period of the current and next plan. As a result, the Committee concluded that the progress of the R&D project is satisfactory. This report describes the results of evaluation by the Committee. In addition, the appendix of this report contains presentations used for the evaluation, and responses from JAEA on the comments from the member of the Committee.
