Verification of analytical model of MELCOR code for accident of evaporation to dryness by boiling of reprocessed high level liquid waste

An accident of evaporation to dryness by boiling of high-level radioactive liquid waste (HLLW) is postulated as one of the severe accidents caused by the loss of cooling function at a fuel reprocessing plant. In this case, volatile radioactive materials, such as ruthenium (RuO$$_{4}$$) are released from the tanks with water and nitric-acid mixed vapor into the atmosphere. Accurate quantitative estimation of released Ru is one of the important issues for risk assessment of those facilities. RuO$$_{4}$$ is expected to be absorbed chemically into water dissolving nitrous acid. Condensation of mixed vapor plays an important role for Ru transporting behavior in the facility building. The thermal-hydraulic behavior in the facility building is simulated with MELCOR code. The latent heat, which is a governing factor for vapor condensing behavior, has almost same value for nitric acid and water at the temperature range under 120 centigrade. Considering this thermal characteristic, it is assumed that the amount of nitric acid is substituted with mole-equivalent water in MELCOR simulation. Compensating modeling induced deviation by this assumption have been assembled with control function features of MELCOR. The comparison results have been described conducted between original simulation and modified simulation with compensating model in this report. It has been revealed that the total amount of pool water in the facility was as same as both simulations.

Development of technology for separating Am-241 in aged plutonium

Radioisotope Thermoelectric Generators (RTGs) using the decay heat of Pu-238 has been applied for outer planet missions far from Jupiter, where solar power is limited. However, no facilities are available to produce Pu-238 for space probes in Japan. Moreover, the use of nuclear materials for the space exploration is difficult in term of the regulation. Thus, we focused on Am-241 whose half-life is around 432 years as an alternative heat source for RTGs. This report describes the procedure of separating Am-241 decayed from Pu-241 in aged plutonium oxide. Two experiments were performed: one using solid-liquid extraction and the other combining liquid-liquid extraction and solid-liquid extraction. Packed columns were used in the experiments, with their number reduced by less than one-fifth in the latter experiment compared to the former. Furthermore, the time required for separation in the latter experiment was less than half that of the former. We performed the separation experiments six times, collecting a total of approximately 0.43 g of Am-241 as an oxalate salt.

On March 11, 2011, the 2011 off the Pacific coast of Tohoku Earthquake caused a tsunami that led to the Fukushima Daiichi Nuclear Power Station accident, releasing radioactive material into the environment. Since then, Aerial Radiation Monitoring (ARM) using manned helicopters has been employed to measure radiation distribution. As a commissioned project from the Nuclear Regulation Authority, the Japan Atomic Energy Agency (JAEA) utilizes this technology for emergency monitoring during nuclear facility accidents, aiming to provide prompt results by pre-arranging information on background radiation, topography, and control airspaces around nuclear power plants nationwide. In fiscal year 2023, the commissioned project included conducting ARM around the Sendai Nuclear Power Station and preparing related information. To enhance effectiveness during emergencies, ARM and the first domestic training flight of Unmanned Aerial Vehicles (UAVs) were conducted during the FY2023 Nuclear Energy Disaster Prevention Drill. Furthermore, UAVs radiation monitoring technology was advanced by selecting UAVs and investigating their performance. This report summarizes the results and technical issues identified providing insights to improve emergency preparedness.

The gamma-ray and He$$^{2+}$$ ion beam (which is simulated for alpha-ray from $$^{241}$$Am, for example) were irradiated on the TEHDGA adsorbent to evaluate the hydrogen gas production, leaching amount of organics in the immersed 3 M HNO$$_{3}$$ solution, thermal characteristics and speciation of the degradation products. These were combined to assess the safety of the 1st run of the MA separation process from the raffinate at a dose rate of 1 kGy/h.

The Collaborative Laboratories for Advanced Decommissioning Science (CLADS), Japan Atomic Energy Agency (JAEA), had been conducting the Nuclear Energy Science & Technology and Human Resource Development Project (hereafter referred to "the Project") in FY2022. The Project aims to contribute to solving problems in the nuclear energy field represented by the decommissioning of the Fukushima Daiichi Nuclear Power Station, Tokyo Electric Power Company Holdings, Inc. (TEPCO). For this purpose, intelligence was collected from all over the world, and basic research and human resource development were promoted by closely integrating/collaborating knowledge and experiences in various fields beyond the barrier of conventional organizations and research fields. The sponsor of the Project was moved from the Ministry of Education, Culture, Sports, Science and Technology to JAEA since the newly adopted proposals in FY2018. On this occasion, JAEA constructed a new research system where JAEA-academia collaboration is reinforced and medium-to-long term research/development and human resource development contributing to the decommissioning are stably and consecutively implemented. Among the adopted proposals in FY2020, this report summarizes the research results of the "Research and development of the sample-return technique for fuel debris using the unmanned underwater vehicle" conducted from FY2020 to FY2022. The present study aims to develop a fuel debris sampling device that comprises a neutron detector with radiation resistance and enhanced neutron detection efficiency, an end-effector with powerful cutting and collection capabilities, and a manipulator under the Japan-UK joint research team. We will also develop a fuel debris sampling system that can be mounted on an unmanned vehicle.

Accurate quantitative estimation of released Ru is one of the important issues for risk assessment of those facilities. It has been observed experimentally that volatility of RuO$$_{4}$$ is suppressed by HNO$$_{2}$$ generated by HNO$$_{3}$$ radiolysis. The analysis of chemical reactions of NO$$_{x}$$ including HNO$$_{3}$$ and HNO$$_{2}$$ in the waste tank is essential to simulate of these phenomena. To resolve this issue, an analytical approach has been attempted to couple dynamically two computer codes SHAWED and SCHERN. The simulation of boiling behavior in the tank is conducted with SHAWED. SCHERN simulates chemical behaviors of HNO$$_{3}$$, HNO$$_{2}$$ and NO$$_{x}$$ in the tank. A programmatic coupling algorithm and a trial simulation of the accident are presented in this report.

Elasto-plastic mechanical analysis considering thermal and hydraulic effects for the in-situ experiment for full-scale engineered barrier system performance experiment at Horonobe Underground Research Laboratory

In the design consideration of a geological disposal facility for radioactive waste, it is essential to perform a mechanical evaluation that takes into account phenomena that may occur from construction and operation to post-closure. With this background, we have developed the long-term mechanical analysis system MACBECE. In this research, we have built an analysis system that can consistently evaluate the mechanical behavior considering the thermal and hydraulic evolution after the closure of the repository by incorporating the constitutive model for unsaturated soils and coupling with the thermal-hydraulic analysis. As a validation, a mechanical analysis was conducted for the in-situ experiment for full-scale engineered barrier system performance experiment at Horonobe URL. Despite some discrepancies due to constraints in two-dimensional analysis, the extended functionality of the analysis code was confirmed to effectively repro-duce the measured data.

Five people from three universities participated in the 2023 summer holiday practical training with the theme of "Technical development on HTTR". The participants practiced the analysis of HTTR core, the analysis of behavior on loss of forced cooling test, the analysis of Iodine deposition behavior in primary cooling system and the feasibility study of energy storage system for HTGRs. In the questionnaire after this training, there were impressions such as that it was useful as a work experience and some students found it useful for their own research. These impressions suggest that this training was generally evaluated as good.

Investigations and consideration on contamination inspection and decontamination criteria at a nuclear emergency

When radionuclides are released into the atmospheric environment at a nuclear emergency, protective measures such as evacuation and temporal relocation are carried out using motor vehicles such as private cars and buses to reduce radiation exposure to residents. To confirm conditions of contamination for the evacuated/relocated residents and the used motor vehicles, contamination inspection is conducted in the middle of the route from border areas of Nuclear Emergency Planning Zone to evacuation shelters. In the present inspection in Japan, a value of OIL4 = 40,000 cpm is used as decontamination criteria. For the details and derivation methods of the value, however, no official documents are found which give systematically detailed descriptions and explanation. It is also recognized that even few experts on nuclear emergencies can explain these subjects in detail as a whole. In order to explain scientifically and technically the OIL4 value of decontamination criteria used in contamination inspection in Japan, this report aims at investigating and estimating the deviation methods of OIL4, and examining and considering these results. To achieve the objectives, we show the bases for decontamination criteria, and investigate and estimate the derivation methods for limits of a surface contamination density corresponding to the generic criteria for each exposure pathway. Moreover, we give the OIL4 value some consideration and suggestions from a viewpoint of positioning and feature of OIL4 in Japan, and cautionary points at revising the value.

In the present study, we have elucidated the mass transfer mechanism of Eu(III) and Sm(III) in the solution with these ions in single nitrilotriacetamide (NTA) extractant-impregnated polymer-coated silica particle. The rate-limiting process of mass transfer was the reaction process of ions with NTA molecules, in which the NO$$_{3}$$$$^{-}$$ ions were not involved, which was consistent with that obtained in single ion distribution system.

Investigations and consideration on conditions of contamination and measures of decontamination for motor vehicles at a nuclear emergency

When radionuclides are released into the atmospheric environment at a nuclear emergency, protective measures such as evacuation and temporal relocation are carried out using motor vehicles such as private cars and buses to reduce radiation exposure to residents. To confirm conditions of contamination for the evacuated or relocated residents, contamination inspection is conducted, in which it is important not to spoil its rapidity. In the present inspection, wipers and tires are designated to first measuring parts, and they are basically inspected by persons using GM survey meters. Utilization of portable radiation portal monitors is also being considered for rapid and efficient inspection of motor vehicles. In order to contribute to rapid and efficient operation of contamination inspection, this report investigated conditions of contamination and measures of decontaminations for motor vehicles at a nuclear emergency. Although available documents and information were quite few, results of the investigations described in the related documents were extracted and rearranged according to the objectives of this report. Furthermore, these results were considered from a viewpoint of rapid and efficient operation of contamination inspection.
