Safety and risk assessment of Nuclear Fuel Facilities; Graded approach based on the risk level

The probabilistic Risk Assessment has been recognized to have important role for the safety enhancement of nuclear facilities in Japan. Efforts of developing methodologies and basic data for risk assessment are undertaken actively for NFFs (Nuclear Fuel Facilities) in Japan. The standard for risk assessment for NFFs is consist of simplified assessment detailed one based on the concept of Graded Approach depending on the risk levels of their facilities. Risk-informed application is useful for activities of enhancing safety measures by the licensee rather than in regulatory decision making because of lower risk level of NFFs. The risk assessment has been also required in the periodic safety self-review by the licensees. The correct understanding of significance of risk assessment for safety management of facilities is essential for the risk-informed application. It is key event to apply the risk assessment in the safety self-review and new regulatory inspection system.

Calculations of safe distance from the point of a severe accident during transportation of a package containing spent nuclear fuels

This paper shows our calculations on the effects of a radiological release by assuming a severe accident in nuclear material transportation. Following recalculations of safe distance from the point of a severe accident during transportation of a transportation cask TN12 typically used in France containing spent nuclear fuel, and calculations to replicate the "Regulatory Guide: Emergency Preparedness for Nuclear Facilities", a similar calculation was made for a spent fuel transportation cask NFT-14P that was typically utilized in Japan instead of TN12. The safe distance was calculated to be about 30 m. The above calculations were made with the HotSpot codes which adopted the Gauss plume model and had been developed by the USA. Some additional calculations were made with EyesAct, which was developed and used in Japan, adopting also the Gauss plume model, to compare calculation results.

The Research Evaluation Committee set up an Ad Hoc Review Committee on Nuclear Fusion Research and Development in accordance with the "Fundamental Guideline for the Evaluation of Research and Development" in order to evaluate the adequacy of the R&D programs to be implemented for five years starting from Fiscal Year 2004 at Department of Fusion Plasma Research and Department of Fusion Facilities in Naka Research Establishment. The Ad Hoc Committee consisted of eight specialists from outside of JAERI. The Ad Hoc Committee conducted its activities from May to July 2003. The evaluation was performed on the basis of the materials submitted in advance and of the oral presentations made at the meeting which was held on June 9th 2003, in line with items, viewpoints, and criteria. The result of the evaluation by the Ad Hoc Committee was submitted to the Research Evaluation Committee, and was aproved to be appropriate at the meeting held on August 4th 2003. This report publishes the result of the evaluation by the Ad Hoc Committee on Nuclear Fusion Research and Development.
