The Collaborative Laboratories for Advanced Decommissioning Science (CLADS), Japan Atomic Energy Agency (JAEA), has been conducting the Nuclear Energy Science & Technology and Human Resource Development Project (hereafter referred to "the Project") from FY2019. The Project aims to contribute to solving problems in the nuclear energy field represented by the decommissioning of the Fukushima Daiichi Nuclear Power Station (1F), Tokyo Electric Power Company Holdings, Inc. (TEPCO). For this purpose, intelligence was collected from all over the world, and basic research and human resource development were promoted by closely integrating/collaborating knowledge and experiences in various fields beyond the barrier of conventional organizations and research fields. The sponsor of the Project was moved from the Ministry of Education, Culture, Sports, Science and Technology to JAEA since the newly adopted proposals in FY2018. On this occasion, JAEA constructed a new research system where JAEA-academia collaboration is reinforced and medium-to-long term research/development and human resource development contributing to the decommissioning are stably and consecutively implemented. Among the adopted proposals in FY2024, this report summarizes the research results of the "Human resource development for research based on fuel debris study and SEEM-ology buildup" conducted in FY2024. The present study aims to buildup of "Severe Engineering Management (SEEM)-ology" that enables more rational decision-making in an uncertain and severe environment, and at the same time, to develop research personnel supporting the academic foundation of the extraction, long-term storage, treatment and disposal of fuel debris, which is a central issue in the decommissioning of 1F. Experts in different fields promote multiple research and human resource development tasks in organic collaboration. In the first fiscal year of this study, it was necessary to clarify specific research methods and set the direction in the [SEEM Fields] [Specialized Fields 1$$sim$$2] and [Common Engineering Fields 1$$sim$$3], as well as to prepare various conditions for necessary tests and analyses. It was also necessary to promote the operation of educational programs related to nuclear decommissioning and the planning of SEEM-related courses. For this reason, the purpose of this fiscal year was to obtain the prescribed results by examining specific research methods and making various preparations for conducting necessary tests, preparing various conditions, building and analyzing some measurement systems, and examining human resource development. Based on this objective, we set the performance targets and implementation methods for this fiscal year as an operational plan, implemented them as planned, and were able to achieve the targeted results in each technical field and education and human resource development activities.

The decommissioning of the TEPCO's Fukushima Daiichi Nuclear Power Station is a long-term project, and the training of young engineers and researchers who will be responsible for future decommissioning is a necessary and urgent task. Since 2016, Collaborative Laboratories for Advanced Decommissioning Science has been continuously organizing "Conference for R&D Initiative on Nuclear Decommissioning Technology by the Next Generation (NDEC)" for students who are engaged in research activities for decommissioning. NDEC is a forum for students to present their research for the purpose of human resource development and networking among young researchers, and to increase their motivation for decommissioning research. NDEC-10 was held at "Plaza-Bansho" in Tsuruga-City, Fukui Prefecture, from February 26 - 27, 2025. This proceeding compiles the contents of report papers in the conference.

We are in progress to grow international-minded human resources.

This annual report summarizes the activities of Nuclear Human Resource Development Center (NuHRDeC) of Japan Atomic Energy Agency (JAEA) in the fiscal year (FY) 2023. In FY 2023, in addition to the regular training programs at NuHRDeC, we actively organized special training courses responding to the external training needs, cooperated with universities, offered international training courses for Asian countries, and promoted activities of the Japan Nuclear Human Resource Development Network (JN-HRD.net) and the human resource development concierge. Regular domestic training programs; training courses for radioisotopes and radiation engineers, nuclear energy engineers and national qualification examinations, were conducted as scheduled in the annual plan. We also delivered training for other organizations outside the JAEA. We continued cooperative activities with universities, such as acceptance of postdoctoral researchers, and activities in line with the cooperative graduate school system, including the acceptance of students from Nuclear Professional School, the University of Tokyo. Furthermore, joint course among seven universities was successfully held by utilizing remote education system. The joint course and the intensive summer course and nuclear fuel cycle training were conducted as part of the collaboration network with universities. The Instructor Training Program (ITP) under the contract with Ministry of Education, Culture, Sports, Science and Technology, was continually offered to the ITP participating countries. As part of the ITP, the Instructor Training courses such as "Reactor Engineering Course", advanced instructor training course, and the nuclear technology seminar "Basic Radiation Knowledge for School Education" were conducted at NuHRDeC. As joint secretariat of JN-HRD.net, we steadily facilitated the network and actively held seminar, training, and facility tours for students.

The Naraha Center for Remote Control Technology Development was established for the purpose of developing and verifying remote control equipment for promoting the decommissioning of the Fukushima Daiichi Nuclear Power Station and the external use of this center was started in 2016. The mission of this center is to contribute to the decommissioning of the Fukushima Daiichi Nuclear Power Station and for the reconstruction of Fukushima Prefecture. In this review, we describe the equipment related to the full-scale mock-up test, the component test for a remote-control device and the virtual reality system in this center. In addition, the case examples for usage of these equipment are introduced.

This annual report summarizes the activities of Nuclear Human Resource Development Center (NuHRDeC) of Japan Atomic Energy Agency (JAEA) in the fiscal year (FY) 2022. The Investigative Committee on Nuclear Data investigates and observes global trends in nuclear research and development and conducts comprehensive examinations of Japanese nuclear data activities from a broader perspective, as well as cooperation with domestic and foreign academic institutions in a wide range of fields other than the Atomic Energy Society. We aim to establish a system for communication, information exchange, and interdisciplinary cooperation. In response to the directives of the 4th medium-to-long-term objectives, Japan Atomic Energy Agency will formulate the 4th medium-to-long-term plan and run its operation according to the plan from the fiscal year 2022. Consequently, the Sector of Nuclear Safety Research and Emergency Preparedness has reviewed the strategies of the safety research for contributing to the demand, "the continuous improvement of nuclear safety and the effectiveness of nuclear disaster prevention". It was also discussed how to proceed the safety research over the medium-to-long-term plan period based on the proposed new strategies. From the viewpoint of developing human resources and maintaining research capabilities in the sector, discussion was made on measures to pass on the knowledge and skills of senior and mid-career researchers to young researchers. The main elements of the proposed strategies are: (1) to efficiently and effectively develop both problem-solving research and advanced or leading research, considering the importance and needs on the nuclear safety and corresponding to regulatory trends and introduction of new technologies, (2) to produce research results of high quality for social implementation, including proactive proposal of measures for enhancing rationality of nuclear safety and regulation by utilizing risk information, and (3) to promote development of human resources and maintenance of technological base through challenging new research subjects. This report summarizes results of the discussion on the medium-to-long-term safety research strategies and the research plans based on the proposed strategies.
