The Collaborative Laboratories for Advanced Decommissioning Science (CLADS), Japan Atomic Energy Agency (JAEA), had been conducting the Nuclear Energy Science & Technology and Human Resource Development Project (hereafter referred to "the Project") in FY2020. The Project aims to contribute to solving problems in the nuclear energy field represented by the decommissioning of the Fukushima Daiichi Nuclear Power Station, Tokyo Electric Power Company Holdings, Inc. (TEPCO). For this purpose, intelligence was collected from all over the world, and basic research and human resource development were promoted by closely integrating/collaborating knowledge and experiences in various fields beyond the barrier of conventional organizations and research fields. The sponsor of the Project was moved from the Ministry of Education, Culture, Sports, Science and Technology to JAEA since the newly adopted proposals in FY2018. On this occasion, JAEA constructed a new research system where JAEA-academia collaboration is reinforced and medium-to-long term research/development and human resource development contributing to the decommissioning are stably and consecutively implemented. Among the adopted proposals in FY2019, this report summarizes the research results of the "Development of methodology combining chemical analysis technology with informatics technology to understand perspectives property of debris and tie-up style human resource development" conducted in FY2020. The present study aims to Goal of this study is to implement a research plan relate to a development of combinational technology of new chemical analysis with informatics, and the aim is to develop new system for whole image estimation system using small quantities of information. Conducting the collaboration study with JAEA researchers (tie-up style) make connect to the development of human resource from master's course student to post-doctoral researchers who are progress in the local-based and/or many academics

In response to the directives of the 4th medium-to-long-term objectives, Japan Atomic Energy Agency will formulate the 4th medium-to-long-term plan and run its operation according to the plan from the fiscal year 2022. Consequently, the Sector of Nuclear Safety Research and Emergency Preparedness has reviewed the strategies of the safety research for contributing to the demand, "the continuous improvement of nuclear safety and the effectiveness of nuclear disaster prevention". It was also discussed how to proceed the safety research over the medium-to-long-term plan period based on the proposed new strategies. From the viewpoint of developing human resources and maintaining research capabilities in the sector, discussion was made on measures to pass on the knowledge and skills of senior and mid-career researchers to young researchers. The main elements of the proposed strategies are: (1) to efficiently and effectively develop both problem-solving research and advanced or leading research, considering the importance and needs on the nuclear safety and corresponding to regulatory trends and introduction of new technologies, (2) to produce research results of high quality for social implementation, including proactive proposal of measures for enhancing rationality of nuclear safety and regulation by utilizing risk information, and (3) to promote development of human resources and maintenance of technological base through challenging new research subjects. This report summarizes results of the discussion on the medium-to-long-term safety research strategies and the research plans based on the proposed strategies.

Since 2010, IAEA has held the NEM School to develop future leaders who plan and manage nuclear energy utilization in their county. Since 2012, JAEA together with Japan Nuclear HRD Network, University of Tokyo, Japan Atomic Industrial Forum and JAIF International Cooperation Center have cohosted the school in Japan in cooperation with IAEA. Since then, the school has been held in Japan every year. In 2006, Japanese nuclear technology and experience, such as lessons learned from the Fukushima Daiichi Nuclear Power Plant accident, were provided to offer a unique opportunity for the participants to learn about particular cases in Japan. Through the school, we contributed to the internationalization of Japanese young nuclear professionals, development of nuclear human resource of other countries including nuclear newcomers, and enhanced cooperative relationship with IAEA. Additionally, collaborative relationship within the network was strengthened by organizing the school in Japan.

JAEA has been conducting the Instructor Training Program (ITP) since 1996 under the auspices of MEXT to contribute to human resource development in currently 11 Asian countries in the field of radiation utilization for seeking peaceful use of nuclear energy. ITP consists of Instructor Training Course (ITC), Follow-up Training Course (FTC) and Nuclear Technology Seminars. In the ITP, trainings or seminars relating to technology for nuclear utilization are held in Japan by inviting nuclear related people from Asian countries to Japan and after that, the past trainees are supported during FTC by dispatching Japanese specialists to Asian countries. News Letter is also prepared to provide the broad range of information obtained through the trainings for local people near NPPs in Japan. The present report describes the activities of FY2014 ITP and future challenges for improving ITP more effectively.

In the FNCA Coordinator Meeting held on March 2002, "Survey of the Basic Data on HRD in the Nuclear Field" was proposed as the first step for developing the HRD strategy by producing the quantitative data on HRD in nuclear field. The first results were reported during the 2002 FNCA Workshop on HRD held on October 2002. The survey results were analyzed in 2003, and summarized as "Summary of the Survey Data". It was reported during Workshop in 2003. The report consists of the updated data until early 2004 of the summary data.

This report summarizes the educational activities and related management of the Nuclear Technology andEducation Center (NuTEC) during the 2001 fiscal year. Both Tokyo and Tokai Education Centers have successfully conducted almost all the planned domestic and international training courses. In addition Tokai Education Center has performed the 3nd nuclear supervisor training course and introduced a new course for special nuclear emergency preparedness in response to the legal amendment after the criticality accident. The sum total number of participants was 1,310. The International Technology Transfer Division has not only planned and organized the international training courses, but also taken charge of the 3nd workshop on Human Resource Development in Nuclear Field in Asian and Pasific Region. Various researches have been made to improve the educational program.

The Human Resources Development (HRD) Project was added in 1999 as a Cooperation Activity of "the Forum for Nuclear Cooperation in Asia (FNCA)" which is organized by AEC of Japan. The HRD Project supports to solidify the foundation of nuclear development utilization in Asia by promoting human resources development in Asian countries. The principal activity of the HRD Project is to hold the Workshop on Human Resources Development in the Nuclear Field in Asia once a year. The objective of the Workshop is to clarify problems and needs of the human resources development of each country and to support it mutually by exchanging information etc. The report consists of a summary of the 3rd Workshop on Human Resources Development in the Nuclear Field in Asia held on October 29 - November 1, 2001 at the Nuclear Training Center of the Korea Atomic Energy Research Institute in Daejeon, Korea.

The Human Resources Development (HRD) Project in the framework of the Forum of Nuclear Cooperation in Asia (FNCA) is a very effective mechanism under which the representatives from neighboring 8 countries gather in one place to discuss and exchange information on HRD in nuclear field. Following major tasks are being carried out, (1)Investigate the needs on human resources development in each country and the mutual support activities such as information exchange utilizing internet homepages and exchange of textbooks have been started. More efficient utilization of the existing personnel exchange programs is also being planned. (2)Assistance in the formulation of HRD strategy in each country. (3)Cooperative actions such as exchange of information on the recruitment of young generation to nuclear field, which is an issue common to all member countries.None of these tasks can yield visible results easily. HRD takes much time and effort to build mutual understanding, cooperative relationship and obtain the results together. There is no quick medicine for HRD.
